<strong>Gambella</strong> <strong>region</strong>. I found only one risk assessment carried out only <strong>in</strong> Itang woreda, <strong>Gambella</strong> <strong>region</strong>.<br />

This study tried to identify the factors contribut<strong>in</strong>g to flood<strong>in</strong>g <strong>and</strong> prepared flood hazard zone map of<br />

Itang area. It also assesses vulnerabilities of different elements at risk but the assessment focus only on<br />

few l<strong>and</strong> use types such as build<strong>in</strong>g <strong>and</strong> crop l<strong>and</strong>s. Accord<strong>in</strong>g to WHO (1999), vulnerability<br />

assessment should <strong>in</strong>clude many of the systems, <strong>in</strong>frastructure <strong>and</strong> service as they are very crucial for<br />

health care facility. The assessment done <strong>in</strong> Itang Woreda could be used as a basel<strong>in</strong>e data for<br />

implementation of risk reduction if it has assessed all or most of the systems, <strong>in</strong>frastructure <strong>and</strong><br />

services at risk <strong>in</strong> the area.<br />

The cop<strong>in</strong>g mechanism to flood health risk was also hampered by lack of adequate health services <strong>and</strong><br />

limited health professionals’ <strong>in</strong> <strong>Gambella</strong> <strong>region</strong>. For <strong>in</strong>stance the <strong>region</strong> has only one hospital which<br />

caters for a population of 247 000 (MOH, 2006). While Harari <strong>region</strong> with only 196,000 populations<br />

has 5 hospitals (MOH, 2006). There are many reasons why <strong>Gambella</strong> <strong>region</strong> is less developed <strong>in</strong> the<br />

health sector <strong>and</strong> have a shortage of health professionals. First, for long time the <strong>region</strong> was political<br />

marg<strong>in</strong>alized by central government (Young, 1999). Secondly, lack of security or <strong>in</strong>stability <strong>in</strong> the<br />

<strong>region</strong> due to wars, cont<strong>in</strong>ued violence <strong>and</strong> ethnic conflicts <strong>in</strong> the <strong>region</strong> has affected the development<br />

activities <strong>in</strong> the <strong>region</strong>. In addition to the security issues, its remoteness, harsh climatic condition <strong>and</strong><br />

its lack of basic facilities <strong>and</strong> <strong>in</strong>frastructure such as absence of steady electricity, safe water supply,<br />

means of communication <strong>in</strong> the <strong>region</strong> does not make it attractive for health professionals to come <strong>and</strong><br />

work <strong>in</strong> the <strong>region</strong> (Young, 1999). Moreover, <strong>Ethiopia</strong> generally suffers from limited number of health<br />

professionals. The limited numbers of health professionals <strong>in</strong> the <strong>region</strong> also lack professionals tra<strong>in</strong><strong>in</strong>g<br />

on flood disaster management which is very important <strong>in</strong> reduc<strong>in</strong>g flood related health risks. Accord<strong>in</strong>g<br />

to Hus et al (2004) tra<strong>in</strong><strong>in</strong>g of hospital staff provides better underst<strong>and</strong><strong>in</strong>g of disasters <strong>and</strong><br />

improvement of skills. Further more it helps to discover <strong>in</strong>sufficiency <strong>in</strong> skills, judgment <strong>and</strong><br />

<strong>in</strong>formation systems, <strong>and</strong> scarcity of resources (Hus et al, 2004). Therefore it is necessary to strengthen<br />

the capacity of the health sector <strong>in</strong> the <strong>region</strong>, <strong>in</strong> order to help the <strong>region</strong> to cope with flood related<br />

health risks. Government should allocate adequate resources to organize sem<strong>in</strong>ars, short courses <strong>and</strong><br />

tra<strong>in</strong><strong>in</strong>g related to flood control <strong>and</strong> prevention. Accord<strong>in</strong>g to PAHO (2000) there are two approaches<br />

to provide tra<strong>in</strong><strong>in</strong>g about flood disaster management for health professionals; they are cont<strong>in</strong>uous<br />

tra<strong>in</strong><strong>in</strong>g at the <strong>in</strong>stitutional level <strong>and</strong> academic tra<strong>in</strong><strong>in</strong>g at undergraduate <strong>and</strong> graduate level.<br />
