Fund (HDF)<br />

Program<br />
DSHA’s primary financing resource for supporting the development<br />
of affordable housing statewide. Funding sources for the HDF<br />
include State General Assembly appropriations, document<br />
recording surcharges, loan repayments and interest income. Priority<br />
is given to applicants who leverage HDF funds with other sources<br />
of funding.<br />
Funded annually by the U.S. Department of <strong>Housing</strong> and Urban<br />
Development, the HOME Program provides loans and grants to<br />
developers and nonprofit agencies for acquisition, demolition, new<br />
construction, reconstruction, conversion or rehabilitation of singleor<br />
multi-family housing and transitional/group housing. Applicants<br />
must meet federal eligibility criteria. Program is available statewide.<br />

Low Income <strong>Housing</strong><br />
Tax Credit Program<br />
(LIHTC)<br />

Credit Program (NAA)<br />
The LIHTC Program provides a direct federal income tax credit to<br />
qualified owners and investors who build, acquire or rehabilitate rental<br />
housing units for working, low-income <strong>Delaware</strong>ans. DSHA administers<br />
the program statewide. Lower than market-rate rents are offered at<br />
numerous tax credit sites throughout <strong>Delaware</strong>.<br />
Other DSHA Programs<br />
Program gives state income tax credits to tax-paying businesses and<br />
individuals in exchange for their donations to eligible nonprofit entities<br />
serving impoverished neighborhoods or serving low- and moderateincome<br />
families. Tax credits are equal to 50 percent of the investment<br />
up to a maximum of $100,000 in tax credits.<br />

(ESGP)<br />
Funded annually by the U.S. Department of <strong>Housing</strong> and Urban Development,<br />
the CDBG Program provides allocations to communities in<br />
Kent and Sussex Counties to help finance a variety of activities designed<br />
to improve housing conditions and public infrastructure in support<br />
of housing development serving low- and moderate-income<br />
residents.<br />
Funded annually by the U.S. Department of <strong>Housing</strong> and Urban Development,<br />
the ESGP provides allocations for maintenance and operating<br />
costs or improvements to emergency housing shelters in Kent and Sussex<br />
Counties that supply beds and/or services to homeless individuals<br />
and families.<br />

Program (SRAP)<br />
Participants in DSHA’s Public <strong>Housing</strong> and <strong>Housing</strong> Choice Voucher<br />
Programs (excluding those who are elderly or disabled) sign a Contract<br />
of Mutual Participation, which outlines a plan to assist them in becoming<br />
more financially independent. DSHA also provides individual case management<br />
and opportunities to participate in a savings program.<br />
This program serves individuals who have access to continuing supportive<br />
services, but are in need of affordable housing to live independently<br />
in the community. Included are youth exiting foster care, individuals exiting<br />
long-term care facilities, and others receiving supportive services.<br />
