Due to the Land slide earlier this<br />
month, our regular working meetings<br />
were cancelled; but we did manage<br />
to meet in the last week of August.<br />
The Constitution team has identified<br />
the principles that will guide the<br />
building of this important document.<br />
The following principles will be<br />
followed:<br />

values of respectfulness, wisdom,<br />
humility, honesty, and courage.It is<br />
our inherent right to determine our<br />
own future; and to rebuild a proud<br />

I was elected to a four-year-term as<br />
Chief of Samahquam in July, 2010,<br />
and would like to take this time to<br />
introduce myself.<br />
I am <strong>In</strong>-<strong>SHUCK</strong>-<strong>ch</strong> from<br />
Samahquam. We are part of the<br />
St’át’imc people. My parents are the<br />
late Mac and Margaret (nee Andrew)<br />
Lester from Lil’wat.<br />

My experience includes two terms on<br />
Council, and many years as a board<br />
member for Southern Stl’atl’imx<br />
Health Society, as well as several<br />
years as a trustee and administrator<br />
for Head of the Lake S<strong>ch</strong>ool.<br />
I’ve been an entrepreneur and<br />
caterer for many years. Through<br />
our company we operated a snack<br />
Úcwalmicw<br />
shop called the Pitt Stop; whi<strong>ch</strong><br />
has sponsored many youth and big<br />
celebrations; as well as some cultural<br />
tourism with the jet boat operator on<br />
Lillooet River.<br />
My four-year-term will see <strong>ch</strong>anges<br />
in the structure of Chief and Council<br />
that includes meetings and general<br />
assemblies. You will also see positive<br />
<strong>ch</strong>anges in our administration (band<br />
office).<br />

2nd Annual<br />
Úll’us Gathering<br />
You are invited to attend the 2nd<br />
annual Úll’us Gathering (The<br />
Gathering of People and Rivers) on<br />
September 24, 25, and 26, 2010.<br />
This drug and alcohol free<br />
gathering will be held at the Tsek<br />
Skookum<strong>ch</strong>uck Hot Springs and is<br />
open to everyone.<br />
The purpose of the event is to<br />
celebrate traditional wisdom, raise<br />
awareness about diabetes, bring<br />
youth, families and elders together<br />
and have fun! Activities that are<br />
planned for this years gathering are:<br />
• Entertainment<br />
• Diabetes screening and<br />
education (A pharmacist will be<br />
there to answer all your<br />
questions.)<br />
• Hand drumming<br />
• Nature walks<br />
• Camping<br />
• Games<br />

Planning Úll’us (The Gathering of<br />
People and Rivers) began in the<br />
summer of 2009 with an aim to<br />
connect indigenous people living<br />
in the traditional territories of the<br />
Sqúmis (Squamish), the Lilwat7ul<br />
(real Lil’wat), and the <strong>In</strong>-<strong>SHUCK</strong>-<strong>ch</strong><br />
to ea<strong>ch</strong> other and to their traditional<br />
foods.<br />
Enhancing the use of traditional<br />
wisdom through relationships is<br />
seen as a way to increase individual<br />
and community health and prevent<br />
<strong>ch</strong>ronic disease.<br />
Last year the Úll’us planning<br />
committee organized a community<br />
gathering that was held on<br />
September 19 & 20, 2009 at the Tsek<br />
Skookum<strong>ch</strong>uck Hot Springs.

The gathering in 2009 was<br />
successful for many reasons. The<br />
event was family oriented – it<br />
brought people of all ages together.<br />
Many people showed up to the<br />
gathering including individuals from<br />
all the Lower Lake communities<br />
and guests from outside of the<br />
communities. People learned about<br />
health in lots of different ways<br />
because of the variety of workshops<br />
that were provided – a mix of<br />
traditional and western knowledge.<br />
Everyone contributed their strengths<br />
– a very traditional way of doing<br />
things.<br />
The Úll’us Gathering will build on<br />
what happened last year to create an<br />
even better event this year. See you<br />

It was a fabulous weekend for the<br />
<strong>In</strong>-<strong>SHUCK</strong>-<strong>ch</strong> Days this year.<br />
I was honored to have the <strong>ch</strong>ance to<br />
MC the event on Saturday. Thank<br />
you for asking me! I hope I did a<br />
good job!<br />
It was an invigorating and fulfilling<br />
experience being the MC. I would<br />
like to thank my co-MC youth<br />
Courtney Rose Smith, for her help.<br />
It was nice to have her there for<br />
support. Great job Courtney!<br />
It was good to see all the<br />
Ucwalmicw and visitors<br />
participating in the events.<br />
Being MC provided me with the<br />
opportunity to really become aware<br />
of the events and their purposes.<br />
I became more active in the<br />
events, learning and tea<strong>ch</strong>ing the<br />
understandings. Most of all, I had<br />
a feeling of being better linked<br />
to our culture and traditions as I<br />
participated more and more.<br />
As a matter of fact, I still feel<br />
my sore legs from the dancing.<br />
Everyone should participate more<br />
because it is so fulfilling. It was<br />
especially great to see my son,<br />
Robbie, out there dancing; A big<br />
thanks to Taylor Paull-Smith for<br />
being his mentor.<br />
I was absolutely exhausted by the<br />
end of the day with a great feeling<br />
of satisfaction and sense that I had<br />
accomplished a great task.<br />

Rather than taking up the entire<br />
newsletter to talk about everything<br />
that went on, I would like to share a<br />
couple of my favourite moments.<br />
Some of my favourite memories<br />
are: hearing the laughter from the<br />
xúsum ice cream eating contest, the<br />
smell of hyde and the concentration<br />
of people making drums, seeing<br />
the youth engaged in the youth<br />
motivational workshop, being<br />
given dancing shoes, and of course<br />
experiencing the drumming and<br />
dancing.<br />
There is one particular moment at<br />
<strong>In</strong>-<strong>SHUCK</strong>-<strong>ch</strong> Days 2010 that I<br />
will always hold dear to my heart. I<br />
was running around getting things<br />
organized behind the scenes and my<br />
mind was focused on all the things<br />
that needed to get done. As I walked

into the gym during the closing<br />
ceremony on Saturday night, I was<br />
stopped in my tracks as I looked to<br />
the center of the gym. There was<br />
singing and drumming resonating<br />
throughout the entire s<strong>ch</strong>ool, and in<br />
the middle of it all, were some of the<br />
youth, smiling and dancing with all<br />
of their heart and spirit.<br />
I could feel the pride of everyone<br />
in the gym as they wat<strong>ch</strong>ed these<br />
youth embrace their culture with<br />
su<strong>ch</strong> conviction. This moment was<br />
the essence of what <strong>In</strong>-<strong>SHUCK</strong>-<strong>ch</strong><br />
Days is all about. It’s a celebration.<br />
It’s a gathering. It’s having fun.<br />
It’s culture. And most of all, it’s<br />
passing on the culture to the younger<br />
generation for them to carry on.<br />
Having been involved with the<br />
Siq’úta Program over the past four<br />
months and <strong>In</strong>-<strong>SHUCK</strong>-<strong>ch</strong> Days<br />
over the past eight months, this was<br />
the living moment of what my term<br />
at <strong>In</strong>-<strong>SHUCK</strong>-<strong>ch</strong> Days was all about.<br />
I also wanted to extend my gratitude<br />
to <strong>In</strong>-<strong>SHUCK</strong>-<strong>ch</strong> <strong>Nation</strong>, Douglas<br />
First <strong>Nation</strong>, Samahquam <strong>Nation</strong>,<br />
and Skatin First <strong>Nation</strong>s for giving<br />
me the opportunity to work with you.<br />
This has been an amazing experience<br />
and I am very honoured to have had<br />
the opportunity. I have learned so<br />
mu<strong>ch</strong> and thank you for being so<br />
welcoming to me.<br />
I am going to miss getting together<br />
with you to drum and dance on a<br />
regular basis, but I know it will not<br />
be the last time I will join you. All<br />
the best to ea<strong>ch</strong> and every one of<br />

There are not many opportunities<br />
to get together without worrying<br />
about the world. This weekend we<br />
had su<strong>ch</strong> an occasion and many took<br />
advantage of it. Double booking<br />
is a way of life, but it didn’t take<br />
anything away from the fun at<br />
<strong>In</strong>-<strong>SHUCK</strong>-<strong>ch</strong> Days. The sponsors<br />
and organizers need to be proud of<br />
what they a<strong>ch</strong>ieved.<br />
We, as a people, have more<br />
occasions where we gather for sad<br />
events rather than happier ones. This<br />
is a fact of life, but if you only see<br />
negative things you will not enjoy<br />
all the world has to offer.<br />
<strong>In</strong>-<strong>SHUCK</strong>-<strong>ch</strong> Days went off<br />
without any bad news arriving while<br />
we were having fun. As a nation<br />
we feel other’s pain. Even if we are<br />
having fun we feel it when others<br />
are sad.<br />
Even advertising the date of the<br />
‘Days’ well in advance does not stop<br />
people from booking other events<br />
the same weekend. Most avoid<br />
s<strong>ch</strong>eduling anything during this<br />
time, but if it is the only time your<br />
family has to gather, sometimes<br />
you have to make a decision and<br />
go to another event. Others had<br />
unexpected things that came up and<br />
needed attention. You can never<br />
plan around everyone’s s<strong>ch</strong>edule<br />
and emergencies will always<br />
happen.<br />
This weekend was well organized<br />
and when something unexpected<br />
arose the organizers handled it<br />
professionally. The food was<br />
plentiful, the events were fun and<br />
the entertainment was good.<br />
The cultural events su<strong>ch</strong> as the<br />
drum-making and dancing was<br />
good fun. There was no business<br />
discussed and everyone mingled<br />

with others. I didn’t make it to all<br />

This plant is a perennial and has<br />
deeply buried elongated bulbs. The<br />
plant usually has two elliptically<br />

are approximately 3 cm in length,<br />
and contain brown seeds.<br />
Traditional Uses:<br />
It has been stated that the Stl’atl’imx<br />
ate the bulbs of this plant in large<br />
quantities. The bulbs were dug in<br />
April and May when the leaves and<br />
buds first appeared. The bulbs could<br />
be eaten immediately after they had<br />
been steamed, boiled, or roasted, or<br />
could be preserved for future use,<br />
Turner (1997) and Teit (1906) have<br />
also suggested that these bulbs were<br />
a very common bulb used by the<br />
Stl’atl’imx People.<br />

We at the office have had to cancel<br />
a few meetings in the past, but<br />
never a whole month’s worth. The<br />
communication about the recent<br />
gathering cancellations worked<br />
better than it has in the past, and that<br />
was good.<br />
These cancellations concerned the<br />
membership not only because of the<br />
potential danger, but also because of<br />
the socializing part of our gatherings.<br />
Getting word out about cancellations,<br />
site <strong>ch</strong>anges and agenda <strong>ch</strong>anges is a<br />
priority for us and we are developing<br />
many ways to get the word out.<br />
Pemberton and Mt Currie were<br />
under a severe flood warning to the<br />
point of evacuations whi<strong>ch</strong> occured<br />
during August 6th to the 8th. When<br />
we were advised of the potential<br />
danger to those of us in the territory,<br />
we cancelled all meetings. Luckily<br />
the danger was relieved by a slow<br />
release of water above Pemberton,<br />
but we still thought it was better to<br />
be safe than sorry.<br />
This cancellation caused concern<br />
both by members worried about us in<br />
the territory but also the loss of the<br />
opportunity to socialize whi<strong>ch</strong> has<br />
become big part of our gatherings.<br />
There were also questions voiced on<br />
why the gatherings occurring away<br />
from home were also cancelled. The<br />
reason for this was to keep everyone<br />
at the same level of information.<br />
We were surprised at how many<br />
people look forward to our meetings<br />
and hoped that we would just<br />
res<strong>ch</strong>edule, but instead we decided to<br />
use this month for door to door.<br />
Communications has being a priority<br />
since we started this process. Getting<br />
the information out was an area we<br />
realized needed to be looked at, if<br />
we wanted all members to have all<br />
the facts to make decisions. The<br />
newsletter, gatherings, assemblies<br />
and mail outs worked but we have<br />
noticed that not everyone is getting<br />
all of our information.<br />
Addressing this issue has become a<br />
priority with us and if you are not<br />
getting the information it is our fault,<br />
not yours. You can do your part by<br />
ensuring the contact information we<br />
have for you is correct.<br />
We can all work together to ensure<br />
not only those who are making it to<br />
the gatherings, but also those too far<br />
from home get all the information<br />
on what we are accomplishing. If<br />
you know someone who should be<br />
registering or getting a newsletter<br />
please advise the office so we can do<br />
something about it.<br />

For the past four years FPHLCC<br />
(First Peoples’ Heritage, Language<br />
and Culture Council) has supported<br />
and funded our Ucwalmícwts<br />
Language Program. The classes<br />
take place at the Mission Public<br />
Library every Tuesday evening,<br />
from September through Mar<strong>ch</strong>.<br />
Ea<strong>ch</strong> year the class produces various<br />
educational materials, including<br />
storybooks, phrasebooks, recordings,<br />
and other vocabulary handouts.<br />
The purpose of the class is to<br />
promote the revitalization of<br />
Ucwalmícwts in the community,<br />
while assisting the class participants<br />
in building on their writing and<br />
speaking skills.<br />
Unfortunately this year FPHLCC<br />
was not able to approve our grant<br />
application. They have recently<br />
notified us that their funds have been<br />

significantly decreased, while their<br />
applicant numbers have increased.<br />
Therefore, they are giving priority<br />
to those organizations that have not<br />
received funding in the past.<br />
This was very disheartening news<br />
to all those that have devoted their<br />
time and efforts not only to the<br />
class, but to the more important<br />
goal of preserving the Ucwalmícwts<br />
Language.<br />
On Wednesday, August 25th,<br />
the INIG (<strong>In</strong>-<strong>SHUCK</strong>-<strong>ch</strong> <strong>Nation</strong><br />
<strong>In</strong>terim Government) passed a<br />
motion for our Chief Negotiator,<br />
Eppa to lobby for more funding<br />
from INAC (<strong>In</strong>dian and Northern<br />
Affairs Canada), as the loss of fluent<br />
Ucwalmícwts speakers is a direct<br />
result of the residential s<strong>ch</strong>ools.<br />
As of right now classes are still<br />
s<strong>ch</strong>eduled to begin on Tuesday,<br />
September 7th, at the Mission<br />
Library. We have made a request<br />
with FPHLCC to hold onto the small<br />
Úcwalmicw<br />
amount of funds that were left over<br />
from last year and we may possibly<br />
be able to receive additional support<br />
from ISS (<strong>In</strong>-<strong>SHUCK</strong>-<strong>ch</strong> Services<br />
Society.), whi<strong>ch</strong> will buy us some<br />
time until we can source out other<br />
funds.<br />
I have worked as the coordinator<br />
of the Language program since<br />
last January and have come to<br />
have a small understanding of the<br />
struggle and huge task that faces all<br />
of you in reviving your language<br />
and culture to the state that it once<br />
was. However, I know I will never<br />
know the pain and suffering that has<br />
caused this loss in the first place. I<br />
encourage you and will assist you in<br />
any way I can, to come together and<br />
have a meeting of the minds about<br />
how you can rise up and restore the<br />
beauty that is your language and<br />
your culture.<br />
There are many people that are<br />
shining lights in your community<br />
and have tirelessly given their time<br />
and commitment towards this goal,<br />
but there is a fear among them<br />
that unless more people begin to<br />
stand up and say, “Yes, I will come<br />
and learn.” and “Yes, I will come<br />
and share my knowledge.” that<br />
Ucwalmícwts may be lost forever.<br />
Through the years the Lil’wat<br />
Culture Centre has done language<br />
assessments along with First<br />
Peoples’ and they recently released<br />
the statistics for the language<br />
fluency for Stát’imcets.<br />
St’át’imc <strong>Nation</strong> (11 bands)<br />

Salish)<br />
• 3% of St’át’imc people are<br />
fluent speakers<br />
• 3% of St’át’imc people are<br />

St’át’imc people make up one of<br />
the largest <strong>Nation</strong>s and it has the<br />
highest percentage of Language<br />
learners in the province, however,<br />
it also has the lowest percentage of<br />
fluent speakers.<br />

Looking after number one; it is not<br />
as easy as it sounds. Experience<br />
is the best tea<strong>ch</strong>er. Having faith in<br />
our Prayers is a humbling factor.<br />
Physical, mental, emotional and<br />
inner spirit health need to be<br />
maintained and kept in balance.<br />
If you have done your best on<br />
number one, then looking after the<br />
well being of your family should be a<br />
little easier. The happiest of families<br />
are the ones that are practicing all<br />
four values together, although this<br />
too is not as easy as it sounds. A life<br />
style of awareness involves a huge<br />
amount of tea<strong>ch</strong>ing and learning.<br />
The most effective tea<strong>ch</strong>ing and<br />
learning comes from partaking in<br />
ceremonies.<br />
We all live in communities big<br />
and small. It is there that we have<br />
our institutions for learning, for<br />
government and health etc. <strong>In</strong> our<br />
communities we have a sense of<br />
security. We have our immediate<br />
family and relatives, and friends. <strong>In</strong><br />
our communities we find people who<br />
are good at practicing values one and<br />
two, as well as some that are not so<br />
good. I have found that some of the<br />
people we find in our public offices<br />
as civil workers or in the political<br />
world, have a hard time grasping one<br />
and two.<br />
For instance a person who does not<br />
take care of values one and two<br />
and moves on to number three, is<br />
short <strong>ch</strong>anged, for he or she is not<br />
experienced. When they neglect<br />
their own well being; mental and<br />
emotional, body and spiritual, they<br />
can become workaholics and they<br />
may become very shallow, with no<br />
in-depth knowledge to draw from.<br />
They may also suffer from very<br />
drastic mood swings. On the other<br />
hand we have a person who has<br />
taken care of himself/ herself as well<br />
as his/her family and is very aware<br />
of their surroundings; this a person<br />
who is in the know and confident<br />
with their self. Yes we do find them<br />
in all of our public offices too.<br />
We all come from the past; ea<strong>ch</strong> and<br />
every one of us is here for a reason.<br />
That goes for all living creatures,<br />
great and small. Ea<strong>ch</strong> day is a<br />
blessing given to us to continue our<br />
future and is also an opportunity to<br />
give thanks to the past generations of<br />
all living things, who have provided<br />
for our relations back then, and made<br />
things what they are now.<br />
There is so mu<strong>ch</strong> to have gratitude<br />
for. If any of the values are missing<br />
from the first three then there is not<br />
mu<strong>ch</strong> <strong>ch</strong>ance of having gratitude.<br />
This is a brief description of the four<br />
values or principles... take from this<br />
what you like and leave the rest.<br />
You may ask do these values work in<br />
my own life now?<br />
Just recently a very good man gave<br />
me two salmon, I asked him what he<br />
wanted for them, and he said Prayers<br />
for the fishermen of the Fraser River.<br />
I said I would do that in a family<br />
feast where we acknowledge<br />
ourselves, our families, our<br />
community and you guessed it,<br />
ALL OUR RELATIONS. PAST,<br />
PRESENT and FUTURE!

not a big deal. Or is it? Look at the<br />
facts and then decide.<br />
Speed is a factor in all fatal and<br />
serious injury crashes.<br />
Ea<strong>ch</strong> year, 640 British Columbia<br />
<strong>ch</strong>ildren are injured by vehicles as<br />
they walk or ride their bicycles.<br />
Eight <strong>ch</strong>ildren are killed. What’s the<br />
connection to speeding? The faster a<br />
vehicle is moving, the more damage<br />
it will cause.<br />
If you hit someone while driving<br />
30 kilometres per hour (kph), there<br />
is a 90 percent <strong>ch</strong>ance of surviving.<br />
Drive 50 kph and there is an 80<br />
percent <strong>ch</strong>ance of being killed.<br />
30 percent of BC’s traffic fatalities<br />
are pedestrians, cyclists and<br />
motorcycle riders.<br />
Do you know what’s around the<br />
corner? Can you predict when a<br />
<strong>ch</strong>ild will run out onto the road in<br />
front of you? Will you be able to<br />
stop in time? Think you can stop on<br />
a dime? Think again!<br />
The faster your vehicle is moving,<br />
the greater the distance it will travel<br />
before stopping. And, the faster you<br />
are driving, the less likely you are to<br />
avoid a crash – no matter how good<br />
of a driver you are. Speeding – Is it<br />
really worth it?<br />
• It doesn’t really get you there<br />
all that mu<strong>ch</strong> quicker and you’ll<br />
spend more on gas.<br />
• You risk fines and penalty<br />
points. Current fines are: up to<br />
20 kph over the limit, $138.00;<br />
21 to 40 kph over is $196.00.<br />
• Driving more than 40 kph<br />
over the speed limit is Excessive<br />
Speeding and is subject to a<br />
$368.00 fine.<br />
• And...you increase the risk for<br />
<strong>ch</strong>ildren and other vulnerable<br />
road users.<br />

IRM Updates<br />

Construction Manager (IRM)<br />
I have been very busy and apologize<br />
for not having my regular update<br />
into you last month. We have been<br />
working hard to get our bid done<br />
for the pole installation with Arctic<br />
Power.<br />
IRM and Arctic Power were<br />
successful in getting the contract.<br />
This will bring some very good<br />
opportunities to IRM. There will be<br />
an apprenticeship program available<br />
to First <strong>Nation</strong>s people. I believe<br />
that there will be two positions<br />
available. At this time I believe that<br />
Matthias Smith will be starting with<br />
Arctic Power very soon. Great work<br />
Matthias, I think you are making a<br />
very good move. Matthias has been<br />
working with IRM and Tsetspa all<br />
year. I think he will do well there.<br />
Keep up the good work and good<br />
luck!<br />
The pole installation started very<br />
well and I believe IRM will be<br />
successful throughout this job. Now<br />
in mid August we had run into some<br />
design and survey problems that will<br />
slow us down temporarily while BC<br />
Hydro deals with the issues.<br />
On another note the West Harrison<br />
Road south of the Spring Creek job<br />
has been shut down due to extreme<br />
weather conditions. I know the road<br />
is very important to the First <strong>Nation</strong>s<br />
and as soon as the weather permits I<br />
will make sure the road is finished as<br />
quickly as possible.<br />

The IDC Stewardship Crew now<br />
has 5 workers. Congratulations to<br />
Brandon Edmonds and Gabriel Paul<br />
who are the latest addition to the<br />
Stewardship Crew.<br />
To date, the workers have been<br />
doing brushing work on the<br />
Harrison-Lillooet Goldrush Trail<br />
Project and field support for the<br />
Environmental <strong>In</strong>vestigation Project,<br />
being done by Teranis Consulting<br />
Ltd.<br />
We have also secured a contract<br />
with BC Hydro (formerly BC<br />
Transmission Corporation) for<br />
vegetation management under the<br />
hydro transmission lines and work<br />
has already started. The vegetation<br />
management work involves slashing<br />
with <strong>ch</strong>ainsaws and herbicide<br />
spraying with <strong>ch</strong>emicals.<br />
The BC Hydro contract should keep<br />
the crew busy until mid October<br />
2010. IDC will be pursuing various<br />
opportunities in an attempt to<br />
keep the crew working as mu<strong>ch</strong> as<br />
possible.<br />
<strong>In</strong>-<strong>SHUCK</strong>-<strong>ch</strong> Development<br />
Corporation is building a business<br />
relationship with Leader Silviculture<br />
Ltd. Leader Silviculture specializes<br />
in tree planting, me<strong>ch</strong>anical and<br />
<strong>ch</strong>emical brushing, protection<br />
installation, as well as spacing,<br />
pruning and slashing. Leader<br />
Silviculture will be assisting the<br />
Stewardship Crew on the BC Hydro<br />
contract by working with the crew<br />
on quality control and building<br />
leadership capacity.<br />
Our goal is that ea<strong>ch</strong> of them will<br />
have the skills to be a crew leader on<br />
various other projects in the future.<br />
Our crew will continue to expand as<br />
needed so all individuals interested<br />
in working with the crew are<br />
encouraged to send in their resume.<br />
We have just lost one of our power<br />
saw operators so if you have saw<br />
