Constitution
Development
Team Update
Randel Charlie
randel.charlie@inshuckch.com
Due to the Land slide earlier this
month, our regular working meetings
were cancelled; but we did manage
to meet in the last week of August.
The Constitution team has identified
the principles that will guide the
building of this important document.
The following principles will be
followed:
Our Ancestors have taught us the
values of respectfulness, wisdom,
humility, honesty, and courage.It is
our inherent right to determine our
own future; and to rebuild a proud
and independent Nation.
We will maintain our reverence
for the Creator.We will honour
our Ancestors.We will respect our
Elders, our children, our families,
our future generations, and our
kinship system.
We will recognize and maintain
our proper way of doing things, our
Nt’ákmen.
We will maintain a deep pride in our
identity, and our unique language
dialect.
We will foster an appreciation of
our unique and vibrant culture, a
culture that embraces our stories,
ceremonies, songs and traditions.
We will maintain a profound respect
for nature, our lands and waters, and
all living things within our territory.
We will continue to accept and
maintain our reverence for a spiritual
basis to life.
ancestors maintained a working
economy based on trade.
We will continue to accept our
obligation to safeguard our special
relationship with the Creator, the
spirit world, and the Earth for future
generations.
Our technical writers are continuing
to work on the body of the
Constitution; and we will have a
first draft for your consideration in
September of this year.
We will acknowledge and maintain
respect for our hereditary leadership
system.
We will strive for a common and
mutually supportive economic
foundation, as we know our
Chief of Samahquam
Brenda Lester,
Chief of
Samahquam
Brenda Lester
brenda.lester@inshuckch.com
I was elected to a four-year-term as
Chief of Samahquam in July, 2010,
and would like to take this time to
introduce myself.
I am In-SHUCK-ch from
Samahquam. We are part of the
St’át’imc people. My parents are the
late Mac and Margaret (nee Andrew)
Lester from Lil’wat.
Above: Chief Brenda Lester welcomed the community and
visitors alike, to the 4th Annual In-SHUCK-ch Days.
My experience includes two terms on
Council, and many years as a board
member for Southern Stl’atl’imx
Health Society, as well as several
years as a trustee and administrator
for Head of the Lake School.
I’ve been an entrepreneur and
caterer for many years. Through
our company we operated a snack
Úcwalmicw
shop called the Pitt Stop; which
has sponsored many youth and big
celebrations; as well as some cultural
tourism with the jet boat operator on
Lillooet River.
My four-year-term will see changes
in the structure of Chief and Council
that includes meetings and general
assemblies. You will also see positive
changes in our administration (band
office).
Thank-you. I look forward to your
continued support through-out my
term.
2nd Annual
Úll’us Gathering
You are invited to attend the 2nd
annual Úll’us Gathering (The
Gathering of People and Rivers) on
September 24, 25, and 26, 2010.
This drug and alcohol free
gathering will be held at the Tsek
Skookumchuck Hot Springs and is
open to everyone.
The purpose of the event is to
celebrate traditional wisdom, raise
awareness about diabetes, bring
youth, families and elders together
and have fun! Activities that are
planned for this years gathering are:
• Entertainment
• Diabetes screening and
education (A pharmacist will be
there to answer all your
questions.)
• Hand drumming
• Nature walks
• Camping
• Games
Above: Traditional medicine is one of the focuses
at the Úll’us Gathering every year.
Financial support and in kind
donations for this years event are
coming from Cloudworks Energy
Inc., Mike Sato and the
In-SHUCK-ch Economic
Development Corporation, the
Southern Stl’atl’imx Heath Society,
the Lower Stl’atl’imx Youth
Program, Douglas First Nation,
Skatin First Nation, Samahquam
First Nation, Head of the Lake
School, and the amazing volunteer
time of the community members.
Planning Úll’us (The Gathering of
People and Rivers) began in the
summer of 2009 with an aim to
connect indigenous people living
in the traditional territories of the
Sqúmis (Squamish), the Lilwat7ul
(real Lil’wat), and the In-SHUCK-ch
to each other and to their traditional
foods.
Enhancing the use of traditional
wisdom through relationships is
seen as a way to increase individual
and community health and prevent
chronic disease.
Last year the Úll’us planning
committee organized a community
gathering that was held on
September 19 & 20, 2009 at the Tsek
Skookumchuck Hot Springs.

Above: Some of the youth that attended last year’s gathering. The Úll’us Gathering is a chance for Youth and Elders
to come together and learn from each other.
The gathering in 2009 was
successful for many reasons. The
event was family oriented – it
brought people of all ages together.
Many people showed up to the
gathering including individuals from
all the Lower Lake communities
and guests from outside of the
communities. People learned about
health in lots of different ways
because of the variety of workshops
that were provided – a mix of
traditional and western knowledge.
Everyone contributed their strengths
– a very traditional way of doing
things.
The Úll’us Gathering will build on
what happened last year to create an
even better event this year. See you
there!
It was a fabulous weekend for the
In-SHUCK-ch Days this year.
I was honored to have the chance to
you for asking me! I hope I did a
good job!
It was an invigorating and fulfilling
experience being the MC. I would
like to thank my co-MC youth
Courtney Rose Smith, for her help.
It was nice to have her there for
support. Great job Courtney!
It was good to see all the
Ucwalmicw and visitors
participating in the events.
Being MC provided me with the
opportunity to really become aware
of the events and their purposes.
I became more active in the
events, learning and teaching the
understandings. Most of all, I had
a feeling of being better linked
to our culture and traditions as I
participated more and more.
As a matter of fact, I still feel
my sore legs from the dancing.
Everyone should participate more
because it is so fulfilling. It was
especially great to see my son,
Robbie, out there dancing; A big
thanks to Taylor Paull-Smith for
being his mentor.
I was absolutely exhausted by the
end of the day with a great feeling
of satisfaction and sense that I had
accomplished a great task.
Rather than taking up the entire
newsletter to talk about everything
that went on, I would like to share a
couple of my favourite moments.
Some of my favourite memories
are: hearing the laughter from the
xúsum ice cream eating contest, the
smell of hyde and the concentration
of people making drums, seeing
the youth engaged in the youth
motivational workshop, being
given dancing shoes, and of course
experiencing the drumming and
dancing.
There is one particular moment at
In-SHUCK-ch Days 2010 that I
will always hold dear to my heart. I
was running around getting things
organized behind the scenes and my
mind was focused on all the things
that needed to get done. As I walked

Culture
into the gym during the closing
ceremony on Saturday night, I was
stopped in my tracks as I looked to
the center of the gym. There was
singing and drumming resonating
throughout the entire school, and in
the middle of it all, were some of the
youth, smiling and dancing with all
of their heart and spirit.
I could feel the pride of everyone
in the gym as they watched these
youth embrace their culture with
such conviction. This moment was
the essence of what In-SHUCK-ch
Days is all about. It’s a celebration.
It’s a gathering. It’s having fun.
It’s culture. And most of all, it’s
passing on the culture to the younger
generation for them to carry on.
Having been involved with the
Siq’úta Program over the past four
months and In-SHUCK-ch Days
over the past eight months, this was
the living moment of what my term
at In-SHUCK-ch Days was all about.
I also wanted to extend my gratitude
to In-SHUCK-ch Nation, Douglas
First Nation, Samahquam Nation,
and Skatin First Nations for giving
me the opportunity to work with you.
This has been an amazing experience
and I am very honoured to have had
the opportunity. I have learned so
much and thank you for being so
welcoming to me.
I am going to miss getting together
with you to drum and dance on a
regular basis, but I know it will not
be the last time I will join you. All
the best to each and every one of
you. And once again,
Kukwstum’ckál’ap!
Don’t Worry,
Be Happy!
Sylvester Sam
sylvester.sam@inshuckch.com
There are not many opportunities
to get together without worrying
about the world. This weekend we
had such an occasion and many took
advantage of it. Double booking
is a way of life, but it didn’t take
anything away from the fun at
In-SHUCK-ch Days. The sponsors
and organizers need to be proud of
what they achieved.
We, as a people, have more
occasions where we gather for sad
events rather than happier ones. This
is a fact of life, but if you only see
negative things you will not enjoy
all the world has to offer.
In-SHUCK-ch Days went off
without any bad news arriving while
we were having fun. As a nation
we feel other’s pain. Even if we are
having fun we feel it when others
are sad.
Even advertising the date of the
‘Days’ well in advance does not stop
people from booking other events
the same weekend. Most avoid
scheduling anything during this
time, but if it is the only time your
family has to gather, sometimes
you have to make a decision and
go to another event. Others had
unexpected things that came up and
needed attention. You can never
plan around everyone’s schedule
and emergencies will always
happen.
This weekend was well organized
and when something unexpected
arose the organizers handled it
professionally. The food was
plentiful, the events were fun and
the entertainment was good.
The cultural events such as the
drum-making and dancing was
good fun. There was no business
discussed and everyone mingled
with others. I didn’t make it to all
the tables but did hear good things
about them.
Having fun is good for you
and everyone should take the
opportunity when they can. The
organizers should feel proud
they created an setting where the
sponsors felt safe to set up shop.
The booths were visited by all and
the prizes were fun. We all should
be glad we had fun and could leave
the outside world outside, for one
weekend. Hope everyone had as
much fun as I did. I can’t wait for
another opportunity to gather in
happier times.
Traditional
Plant Use:
Yellow
Avalanche Lily
Above: The Stl’atl’imx people ate the bulbs from the Yellow Avalanche Lily in large quantities. They are said to be helpful
for those who suffer from diabetes.
the base. The flower stem is about
15 cm tall and bears one or two
yellow flowers.
The flowers are approximately 5
cm across and when mature the
petals strongly recurve. These plants
usually bloom from April to August.
Plant Location:
These plants could be found in
moist upland meadows, avalanche
Lily, Dog-tooth Lily, Indian Potato.
Úcwalmícw Name: Sqámetc
Plant Description:
This plant is a perennial and has
deeply buried elongated bulbs. The
plant usually has two elliptically
shaped leaves that taper to a point at
The seed capsules are club-shaped,
are approximately 3 cm in length,
and contain brown seeds.
Traditional Uses:
It has been stated that the Stl’atl’imx
ate the bulbs of this plant in large
quantities. The bulbs were dug in
April and May when the leaves and
buds first appeared. The bulbs could
be eaten immediately after they had
been steamed, boiled, or roasted, or
could be preserved for future use,
Turner (1997) and Teit (1906) have
also suggested that these bulbs were
a very common bulb used by the
Stl’atl’imx People.
What We Have
Here is a Failure
to Communcate...
Sylvester Sam
sylvester.sam@inshuckch.com
We at the office have had to cancel
a few meetings in the past, but
never a whole month’s worth. The
communication about the recent
gathering cancellations worked
better than it has in the past, and that
was good.
These cancellations concerned the
membership not only because of the
potential danger, but also because of
the socializing part of our gatherings.
Getting word out about cancellations,
site changes and agenda changes is a
priority for us and we are developing
many ways to get the word out.
Pemberton and Mt Currie were
under a severe flood warning to the
point of evacuations which occured
during August 6th to the 8th. When
we were advised of the potential
danger to those of us in the territory,
we cancelled all meetings. Luckily
the danger was relieved by a slow
release of water above Pemberton,
but we still thought it was better to
be safe than sorry.
This cancellation caused concern
both by members worried about us in
the territory but also the loss of the
opportunity to socialize which has
become big part of our gatherings.
There were also questions voiced on
why the gatherings occurring away
from home were also cancelled. The
reason for this was to keep everyone
at the same level of information.
We were surprised at how many
people look forward to our meetings
and hoped that we would just
reschedule, but instead we decided to
use this month for door to door.
Communications has being a priority
since we started this process. Getting
the information out was an area we
realized needed to be looked at, if
we wanted all members to have all
the facts to make decisions. The
newsletter, gatherings, assemblies
and mail outs worked but we have
noticed that not everyone is getting
all of our information.
Addressing this issue has become a
priority with us and if you are not
getting the information it is our fault,
not yours. You can do your part by
ensuring the contact information we
have for you is correct.
We can all work together to ensure
not only those who are making it to
the gatherings, but also those too far
from home get all the information
on what we are accomplishing. If
you know someone who should be
registering or getting a newsletter
please advise the office so we can do
something about it.
Editorial
One way we are trying to keep in
touch with members is through
FaceBook (Inshuckch Governance)
so if you can send us a ‘friend
request’ you can use this site to keep
in touch or ask us questions.
Language
Program in
Danger of
Being Cut
Andrea Brice
andrea.brice@inshuckch.com
For the past four years FPHLCC
(First Peoples’ Heritage, Language
and Culture Council) has supported
and funded our Ucwalmícwts
Language Program. The classes
take place at the Mission Public
Library every Tuesday evening,
from September through March.
Each year the class produces various
educational materials, including
storybooks, phrasebooks, recordings,
and other vocabulary handouts.
The purpose of the class is to
promote the revitalization of
Ucwalmícwts in the community,
while assisting the class participants
in building on their writing and
speaking skills.
Unfortunately this year FPHLCC
was not able to approve our grant
application. They have recently
notified us that their funds have been
Continued Ucwalmícwts Program from p 9
significantly decreased, while their
applicant numbers have increased.
Therefore, they are giving priority
to those organizations that have not
received funding in the past.
This was very disheartening news
to all those that have devoted their
time and efforts not only to the
class, but to the more important
goal of preserving the Ucwalmícwts
Language.
On Wednesday, August 25th,
the INIG (In-SHUCK-ch Nation
Interim Government) passed a
motion for our Chief Negotiator,
Eppa to lobby for more funding
from INAC (Indian and Northern
Affairs Canada), as the loss of fluent
Ucwalmícwts speakers is a direct
result of the residential schools.
As of right now classes are still
scheduled to begin on Tuesday,
September 7th, at the Mission
Library. We have made a request
with FPHLCC to hold onto the small
Úcwalmicw
amount of funds that were left over
from last year and we may possibly
be able to receive additional support
from ISS (In-SHUCK-ch Services
Society.), which will buy us some
time until we can source out other
funds.
I have worked as the coordinator
of the Language program since
last January and have come to
have a small understanding of the
struggle and huge task that faces all
of you in reviving your language
and culture to the state that it once
was. However, I know I will never
know the pain and suffering that has
caused this loss in the first place. I
encourage you and will assist you in
any way I can, to come together and
have a meeting of the minds about
how you can rise up and restore the
beauty that is your language and
your culture.
There are many people that are
shining lights in your community
and have tirelessly given their time
and commitment towards this goal,
but there is a fear among them
that unless more people begin to
stand up and say, “Yes, I will come
and learn.” and “Yes, I will come
and share my knowledge.” that
Ucwalmícwts may be lost forever.
Through the years the Lil’wat
Culture Centre has done language
assessments along with First
Peoples’ and they recently released
the statistics for the language
fluency for Stát’imcets.
St’át’imc Nation (11 bands)
The Stát’imcets language (Interior
Salish)
• 3% of St’át’imc people are
fluent speakers
• 3% of St’át’imc people are
semi speakers
• 12% of St’át’imc people are
learners
Stát’imcets is labelled as
SEVERELY ENDANGERED.
St’át’imc people make up one of
the largest Nations and it has the
highest percentage of Language
learners in the province, however,
it also has the lowest percentage of
fluent speakers.
Thank you to Marie Abraham
for passing on this important
information and also for your
valuable teaching and translating
efforts, you are an outstanding role
model and very much appreciated.
I would like to leave you with a
quote from Buffy Sainte-Marie,
one of our most famous Canadian
aboriginal people and a singer/
songwriter from the Cree Nation.
She says…
Above: Mesísl (Herman Dan Sr.) and John Lyon have always maintained the lower dialect as the focus of the
Ucwalmícwts Language Program over the years. They have made great strides in documenting the dialect but they still
feel class attendance needs to significantly improve in order to increase fluency amongst the In-SHUCK-ch.
understanding our unique cultural
The Four
Values of
Awareness
Vern Shanoss
vern.shanoss@inshuckch.com
NUMBER ONE: Look after yourself
first.
NUMBER TWO: Look after your
family second.
NUMBER THREE: Look after your
community.
NUMBER FOUR: Look after your
universe.
Looking after number one; it is not
as easy as it sounds. Experience
is the best teacher. Having faith in
our Prayers is a humbling factor.
Physical, mental, emotional and
inner spirit health need to be
maintained and kept in balance.
If you have done your best on
number one, then looking after the
well being of your family should be a
little easier. The happiest of families
are the ones that are practicing all
four values together, although this
too is not as easy as it sounds. A life
style of awareness involves a huge
amount of teaching and learning.
The most effective teaching and
learning comes from partaking in
ceremonies.
We all live in communities big
and small. It is there that we have
our institutions for learning, for
government and health etc. In our
communities we have a sense of
security. We have our immediate
family and relatives, and friends. In
our communities we find people who
are good at practicing values one and
two, as well as some that are not so
good. I have found that some of the
people we find in our public offices
as civil workers or in the political
world, have a hard time grasping one
and two.
For instance a person who does not
take care of values one and two
and moves on to number three, is
short changed, for he or she is not
experienced. When they neglect
their own well being; mental and
emotional, body and spiritual, they
can become workaholics and they
may become very shallow, with no
in-depth knowledge to draw from.
They may also suffer from very
drastic mood swings. On the other
hand we have a person who has
taken care of himself/ herself as well
as his/her family and is very aware
of their surroundings; this a person
who is in the know and confident
with their self. Yes we do find them
in all of our public offices too.
We all come from the past; each and
every one of us is here for a reason.
That goes for all living creatures,
great and small. Each day is a
blessing given to us to continue our
future and is also an opportunity to
give thanks to the past generations of
all living things, who have provided
for our relations back then, and made
things what they are now.
There is so much to have gratitude
for. If any of the values are missing
from the first three then there is not
much chance of having gratitude.
This is a brief description of the four
values or principles... take from this
what you like and leave the rest.
You may ask do these values work in
my own life now?
Just recently a very good man gave
me two salmon, I asked him what he
wanted for them, and he said Prayers
for the fishermen of the Fraser River.
I said I would do that in a family
feast where we acknowledge
ourselves, our families, our
community and you guessed it,
ALL OUR RELATIONS. PAST,
PRESENT and FUTURE!

Stl’atl’imx Tribal Police
Speeding -
What’s the Big
Deal?
Wendy Parker
Coordinator - Stl’atl’imx Tribal Police Board
Speeding – everybody does it. It’s
not a big deal. Or is it? Look at the
facts and then decide.
Speed is a factor in all fatal and
serious injury crashes.
Each year, 640 British Columbia
children are injured by vehicles as
they walk or ride their bicycles.
Eight children are killed. What’s the
connection to speeding? The faster a
vehicle is moving, the more damage
it will cause.
If you hit someone while driving
30 kilometres per hour (kph), there
is a 90 percent chance of surviving.
Drive 50 kph and there is an 80
percent chance of being killed.
30 percent of BC’s traffic fatalities
are pedestrians, cyclists and
motorcycle riders.
Do you know what’s around the
corner? Can you predict when a
child will run out onto the road in
front of you? Will you be able to
stop in time? Think you can stop on
a dime? Think again!
The faster your vehicle is moving,
the greater the distance it will travel
before stopping. And, the faster you
are driving, the less likely you are to
avoid a crash – no matter how good
of a driver you are. Speeding – Is it
really worth it?
• It doesn’t really get you there
all that much quicker and you’ll
spend more on gas.
• You risk fines and penalty
points. Current fines are: up to
20 kph over the limit, $138.00;
21 to 40 kph over is $196.00.
• Driving more than 40 kph
over the speed limit is Excessive
Speeding and is subject to a
$368.00 fine.
• And...you increase the risk for
children and other vulnerable
road users.
Slow down. Save money and save
lives!
Sylvester Sam
sylvester.sam@inshuckch.com
As you already know the General
Assembly that was supposed to
occur August 7th in Douglas was
postponed.
We now have set another date,
September 18th, but the agenda
and location will stay the same.
We are hoping the membership can
make it to this Assembly. If you
know of anyone not receiving the
notice of meetings please pass on
the information. The committee
invites you to come and meet those
you might not get a chance to see. If
you have a cultural event you would
like to include (name giving, drum
introduction, etc.) please advise us so
we may work it into the agenda.
Above: Every year in British Columbia, 640 chidlren are injured by vehicles.
Thank you for your attention.
IRM Updates
August 2010
Hello Everyone,
Gord Menzel
Construction Manager (IRM)
I have been very busy and apologize
for not having my regular update
into you last month. We have been
working hard to get our bid done
for the pole installation with Arctic
Power.
IRM and Arctic Power were
successful in getting the contract.
This will bring some very good
opportunities to IRM. There will be
an apprenticeship program available
to First Nations people. I believe
that there will be two positions
available. At this time I believe that
Matthias Smith will be starting with
Arctic Power very soon. Great work
Matthias, I think you are making a
very good move. Matthias has been
working with IRM and Tsetspa all
year. I think he will do well there.
Keep up the good work and good
luck!
The pole installation started very
well and I believe IRM will be
successful throughout this job. Now
in mid August we had run into some
design and survey problems that will
slow us down temporarily while BC
Hydro deals with the issues.
On another note the West Harrison
Road south of the Spring Creek job
has been shut down due to extreme
weather conditions. I know the road
is very important to the First Nations
and as soon as the weather permits I
will make sure the road is finished as
quickly as possible.
Hope you enjoyed your summer!
IDC
Stewardship
Stephen Jimmie
stephen.jimmie@inshuckch.com
The IDC Stewardship Crew now
has 5 workers. Congratulations to
Brandon Edmonds and Gabriel Paul
who are the latest addition to the
Stewardship Crew.
To date, the workers have been
doing brushing work on the
Harrison-Lillooet Goldrush Trail
Project and field support for the
Environmental Investigation Project,
being done by Teranis Consulting
Ltd.
We have also secured a contract
with BC Hydro (formerly BC
Transmission Corporation) for
vegetation management under the
hydro transmission lines and work
has already started. The vegetation
management work involves slashing
with chainsaws and herbicide
spraying with chemicals.
The BC Hydro contract should keep
the crew busy until mid October
2010. IDC will be pursuing various
opportunities in an attempt to
keep the crew working as much as
possible.
In-SHUCK-ch Development
relationship with Leader Silviculture
Ltd. Leader Silviculture specializes
in tree planting, mechanical and
installation, as well as spacing,
pruning and slashing. Leader
Silviculture will be assisting the
Stewardship Crew on the BC Hydro
contract by working with the crew
on quality control and building
leadership capacity.
Our goal is that each of them will
have the skills to be a crew leader on
various other projects in the future.
Our crew will continue to expand as
needed so all individuals interested
in working with the crew are
encouraged to send in their resume.
We have just lost one of our power
saw operators so if you have saw
experience please send in your
