Yesterday, while reading thenames of men and women who havelong passed from this world, some ofwhom appeared to have nodescendants, I wondered if we as a<strong>Nation</strong> were doing all that we couldto seek out and find our 'lostcitizens,' so to speak.Occasionally I hear the lamenting ofcommunity members who can't gettheir relatives registered or madeband members, some of whom liveabroad, others who have lived hereall their lives and may not evenknow they're connected to <strong>In</strong>-<strong>SHUCK</strong>-<strong>ch</strong>. These are the people wewant to find out about. I've alwaysbeen very curious to see how far thebran<strong>ch</strong>es of this family tree spread -what towns, what countries theytou<strong>ch</strong>. Can those bran<strong>ch</strong>es snag theclothes of these people and bringthem home? Or would they evenwant to come home? And even ifthey did, would we welcome themback?This begs the question, what does itmean to be <strong>In</strong>-<strong>SHUCK</strong>-<strong>ch</strong>? I'veNi<strong>ch</strong>olas A. Thisquestion is the foundation of one ofthe most important documents the<strong>Nation</strong> will produce - its CitizenshipCode. It will require a lot ofdiscussion and contemplation byeveryone; we will all need to agreeon the answer before we can trulycall ourselves a <strong>Nation</strong>.Until then, we want to knoweverything you know about yourancestors, relatives and descendants.At the <strong>In</strong>-<strong>SHUCK</strong>-<strong>ch</strong> GeneralAssembly on September 24 and 25,2005, we handed out blank familytrees so people could fill them intheir personal genealogy. Theseforms can also be picked up at theDero<strong>ch</strong>e office. So please, startthinking, start asking questions withyour friends and family now. Wewill use these genealogies to updateour records, and hopefully, to learnof members we didn't even knowabout. Tracking down these 'lostcitizens' could potentially be themost rewarding experience we everhave. Summer is over and it'stime to pull up your socks and jumpin with the rest of us to gather ourthoughts and discuss what we wouldlike to see for the future. Wheresome of us will be tea<strong>ch</strong>ing our<strong>ch</strong>ildren the values of our culturaltraditions, the rest will be trying tofind and implement structure to goalong with these traditions.During the last gatherings inChilliwack and Baptiste wediscussed the value of getting inputfrom members on there visions foreconomic development and for theLand Stewardship Plan that wasdeveloped by Timberline Forest<strong>In</strong>ventory Consultants (this report isin draft form for communitydiscussions).Also, to better understand the wholetreaty process, I have gone back andreviewed the first steps in the treatyprocess with the members, endingwith our current stage. The ones usuallyheld in Mission, Chilliwack andVancouver were held in Leq:a'mel onAugust 25, 2005. Rob Reiter andJosh Alexander made presentations.This format <strong>ch</strong>ange was used assome staff members were onholidays and this format wasrequested by the members.Rob's presentation included anoverview of what is happening withthe treaty so far and covered most ofthe <strong>ch</strong>apters in the Agreement inPrinciple (AiP). Although somepeople were already wishing to moveinto implementing their rights, hecautioned us to be thorough inplanning.Josh spoke about the land aspectsconcerning what we realisticallyshould have total control over andwhat we should have a form ofjurisdiction over. The question ofwho decides on the 'value' of ourland was also raised and discussed.There were also several questionswhi<strong>ch</strong> were asked during thegatherings (listed below) whi<strong>ch</strong> wereanswered by Rob or Josh.1. What is the affect of recent courtcases on our process? There is noreal bearing.2. Will all license holders lose theirlicenses in the territory? No, but wewill give out licenses in the future.3. Will we lose our status as natives?No, we will issue our own ID's andwill continue to enjoy the samerights all natives have.4. Will Forestry be held liable fortheir pre-1950 practices? No, butthey will have to repair any presentdamages before we take over theland.5. How is our land valued? B.C. andCanada say that it is valued by thetimber on it or its potential fortimber; we say it is valued by itsculture.6. What is the effect of NAFTA onour water rights? We will have a sayin the matter internationally.7. Who presently is responsible forwater quality in the territory? B.C.8. Is the pictograph above Skatinknown? No, but Maurice will beadvised to look into it.9. How will the Treaty be voted on?On voting day it will take 50% + 1 ofall eligible voters. This is unlike theusual voting method when we countonly those who show up. We havehigh hopes of closer to 100 % tocontinued Home & Away p5

Why are we already 'settling' forless than our SOI? We are not, butwe are realistic since a map of all theSOI's sent in by First <strong>Nation</strong>sequaled 150% of B.C.11. What about our tax exemption?We will lose it, but not until we canafford to.12. When we are talking taxes are wetalking income tax or sales tax? Onlyincome tax presently, sales tax willbe discussed by the developmentgroup.13. What about the Loan? We areworking to have it erased off thebooks or stret<strong>ch</strong>ed out until we canreasonably pay it off. Presently weare in the process of extending thedeadline.14. How will our land bedesignated? More than 'Fee Simple.'15. Is there a level of accountabilitybuilt into our treaty? We can put it inif desired, but it will be better offcovered by constitutions.16. Is there any truth to the rumor wehad a graveyard in the FraserValley? Unsure, will be looked into.17. Will our transfer payments betaxable? No, we will be agovernment delivering services.Though there was a difference in theformat of the gatherings, thesentiment and desire for commongoals was apparent. UCWALMICWOctober 2005 Page 7ResourcesHarrison WestFSR UpdateThe three bridges on the HarrisonWest Forest Service Road, within the<strong>In</strong>-<strong>SHUCK</strong>-<strong>ch</strong> Traditional Territory,are s<strong>ch</strong>eduled to be completed by theend of September. Excavating wasstarted at Doctor's Creek on August25 and was completed September 10.Bremner Creek's construction startedSeptember 12 and was completedSeptember 20. Mystery Creekconstruction was started onSeptember 21 and is s<strong>ch</strong>eduled forcompletion on September 30.As well, road maintenance, takingplace between Doctor's Creek andTrethewey Creek, has beencontracted to Lineham Logging. Theywill be ensuring that drainagesystems are cleaned out, the road isclear, and the surface of the road isgraded. While this work is beingdone, it is not intended to make theroad a two-wheel drive road and willnot effect any substantial roadmodifications.Update on Forest andRange AgreementDave Miller, RPFdave.miller@inshuck<strong>ch</strong>.comOur Forest and Range Agreement isslowly coming together. Currently wehave submitted a Forest DevelopmentPlan (FDP) for three areas on LongIsland in Harrison Lake. The FDP isin the advertising stage whi<strong>ch</strong> is for aperiod of sixty days in whi<strong>ch</strong>interested parties can comment on theFDP to the Government.We have sent out no less than eightletters to various First <strong>Nation</strong>s(including ourselves) and otherinterested parties for their responsesto our FDP. This sixty-day period wasto be completed in late August andthen the Government can approve ourFDP. It hasthin,smoothbark thatis silvergreyincolour. The leaves are deciduous,egg to oblong shaped and alternateon the bran<strong>ch</strong>. The flowers aregreenish yellow, are small, and forman umbrella shaped cluster in the axilof the leaves. The fruits are blueblackto purplish-black berries,approximately 5 to 8 mm across andare thought to be edible (Pojar andMacKinnon, 1994).Traditional UsesCascara bark is thought to be good tocure most anything. Is good to clearthe blood. It also good to heal hurts,cuts, or sores. It is also thought to bea good laxative when the bark isboiled. The plant was also used tomake a syrup that was taken while ina hotsprings (tseq) until theindividual threw up. The syrup couldalso be put in hotspring water andbathed in (Jim, Purcell, Peters, andWilliams 1993 and Charlie, 1998).The bark from this plant could bepeeled from the bush and dried. Itwas used as medicine and forbrewing beer and could be sold bythe pound (Martinez, 1998). Theplant was often used to relieveconstipation, stoma<strong>ch</strong> disorder, andeczema. The bark would be peeledoff, boiled, and taken as a drink(Williams, 1979).This plant grows in dry to wet areas,often in shady areas. They favoursouthern exposure and are oftenfound in association with Red Alderand Vine Maple. Through theLSTC application to "BRAND," wewere only able to have Skatinconnected to broadband internetbecause they have a s<strong>ch</strong>ool. I havetried to have the other communitiesadded to the list for service, but havebeen unsuccessful to date, though Iam continuing to look into this.The satellite will allow for 5Mbpsdownload speed at the Skatin/Headof the Lake S<strong>ch</strong>ool area. We werealso successful in securing "LastMile" funding to have thecommunity connected via wirelessnetworking. CommunityOliver PetersThis year the Family and DouglasFirst <strong>Nation</strong> outing at the Stave LakeLodge and Campsite wasn't as goodas the May 2004 outing at theHayward gazebo. All of thedaughters of Pat and Norman Sr.Peters pit<strong>ch</strong>ed in on food andorganization for the outing in May2004. Now that was a great and wellorganized outing for something thatwas just thrown together at the lastminute. Thank you, GIRLS! fromeveryone that attended.The May 2005 Lodge and Campsiteall in all, was a success, plenty offood and prizes for everyone. Movieswere wat<strong>ch</strong>ed all day long as peoplecame in to rest and once the moviewas over, went right back out to havemore fun. Everyone pit<strong>ch</strong>ed in onpreparation and clean-up, except fora few people. One should pit<strong>ch</strong> inand help to the best of their ability inappreciation at any event organizedby someone for others to enjoy.The July 2005 Stave Lake Campsiteouting did not have a great turnout.On Friday evening I was the onlytent on site. Chase and JennelleComeau also showed up later thatnight. Saturday evening the wholeComeau family arrived and suppliedthe supper. It was a great meal. Wespent the evening talking about oldtimes and what we hope to do nextyear.
