Abstract<br />
The state is the most important<br />
political institution of society. For a<br />
society is a necessity and is the superior<br />
power of it. The state is immanent to the<br />
company of a company, people with<br />
rights and duties in relation to it.<br />
The first step toward rule of law was<br />
ma<strong>de</strong> in England in the XVII-century by<br />
police duties (1628). The XVII-century,<br />
<strong>de</strong>mocratic states of the world has<br />
perfected the i<strong>de</strong>a of rule of law through<br />
the improvement of judicial review over<br />
administrative and general control of the<br />
constitutionality of laws.<br />
The concept of rule of law has<br />
<strong>de</strong>veloped in the concerns of <strong>de</strong>termining<br />
a relationship between state law,<br />
guaranteein the exercise of citizens’ rights<br />
to shelter from abuse of power.<br />
