Abstract
The state is the most important
political institution of society. For a
society is a necessity and is the superior
power of it. The state is immanent to the
company of a company, people with
rights and duties in relation to it.
The first step toward rule of law was
made in England in the XVII-century by
police duties (1628). The XVII-century,
democratic states of the world has
perfected the idea of rule of law through
the improvement of judicial review over
administrative and general control of the
constitutionality of laws.
The concept of rule of law has
developed in the concerns of determining
a relationship between state law,
guaranteein the exercise of citizens’ rights
to shelter from abuse of power.
