FOREWORD BY
THE HONOURABLE TUNG CHEE HWA,
CHIEF EXECUTIVE,
HONG KONG SPECIAL ADMINISTRATIVE REGION
Following the establishment of the Hong Kong
Special Administrative Region of the People's
Republic of China on 1 July 1997, Hong Kong
proudly strides into a new era. The new
Government is determined to solve the housing
problem in Hong Kong. The White Paper on Long
Term Housing Strategy, published in February this
year, sets out our policies and initiatives to help all
households gain access to adequate and affordable
housing, and to encourage home ownership in the
community. With the co-operation, support and
help of the entire community, we will achieve our
housing objectives.
The Hong Kong Housing Society is celebrating its
50th Anniversary. I commend its members and staff
for their dedication, commitment and hard work in
meeting the housing needs of the people of Hong
Kong. As the implementing agency for a number of
subsidised housing and urban redevelopment
projects, the Society will continue to play an
important role in the housing development of Hon£
Kong into the 21st century.
Tung Chee Hwa
Chief Executive,
Hong Kong Special Administrative Region
FOREWORD BY
THE HONOURABLE CHUNG SHUI-MING,
CHAIRMAN,
HONG KONG HOUSING SOCIETY
For the last 50 years the Housing Society has sought
to serve the community and improve the quality of
life for the people of Hong Kong. Our organization
has evolved in tandem with the housing needs of a
developing society. Innovative architectural designs
and planning have created a High-rise Society. To
meet the demands for quality housing by an ever
increasing population and yet bound by the
constraints of limited space, housing has had to
reach for the skies.
Mr. Robin Hutcheon, the author; The Chinese
University Press, the publisher; Bentley
Communications for managing the project; and
everyone at the Housing Society.
We look forward to continued growth with Hong
Kong as we progress into the 21st century.
We owe much of our progress to the collective
effort of our dedicated members and staff and to all
those who have worked with us in providing
housing to those in need.
We wish to thank all those who have contributed
towards this book, particularly Mr. Tung Chee
Hwa, Chief Executive of Hong Kong Special
Administrative Region, for writing the foreword;
Chung Shui-ming
ACKNOWLEDGEMENTS
The slim bibliography is explained by the fact that
this record of 50 years' activity of the Housing
Society is based mainly on interviews conducted in
Hong Kong in October 1997, as well as visits to a
number of estates and housing projects. I have to
thank Ms. Cindy Male who escorted me in a series
of whirlwind visits to several estates where I was
able to speak to housing managers, clerks,
caretakers, tenants and others. Cindy's
understanding of, and familiarity with the estate
scene was invaluable, and her many anecdotes
amusing and colourful. In the background was the
extremely efficient Miss May Kan and others at the
Housing Society who, under the direction of Mr.
Victor So, the Executive Director, made it possible
for me to learn so much about the Society in such a
short time.
Many others outside the Society were also most
helpful, particularly Bentley Communications who
helped coordinate the project. I also have to thank
Fr. Harold Naylor for his insights and recollections
of Fr. T. F. Ryan, the Rev. Erik Kvan, Sir Jack
Cater, Sir David Akers-Jones, Mr. Tan Man Kou,
immediate past Chairman of the Society, and the
Rev. Carl Smith, Dr. Elizabeth Sinn, Dr. Solomon
Bard, Mr. Francis Wong, Mrs. J. Kinoshita and Mr.
Rupert Chan of the University of Hong Kong, Ms.
Jessica Lam of the Public Records Office, Miss
Sheila Sersale for answering many questions and
providing a wealth of information in her annual
reports, and the unpublished manuscript of Mrs.
Jean Glover, which together with the annual reports
of the Housing Society helped me to compile the
essential background to its 50 years of achievement.
Much of the historical background came from my
own files and writings compiled after a residence in
Hong Kong dating back to 1953, and from my wife,
Beatrice. Both of us worked as journalists for the
South China Morning Post for large parts of our
lives. Her insights into old Hong Kong and its
people, their language and customs, were
invaluable.
I have also to thank the Chinese University Press for
their encouragement, support and patience. The
photographs are mainly from the Housing Society's
own records and they tell the achievement of the
last 50 years far more graphically than any words of
mine.
