Following the establishment <strong>of</strong> the <strong>Hong</strong> <strong>Kong</strong><br />
Special Administrative Region <strong>of</strong> the People's<br />
Republic <strong>of</strong> China on 1 July 1997, <strong>Hong</strong> <strong>Kong</strong><br />
proudly strides into a new era. <strong>The</strong> new<br />
Government is determined to solve the housing<br />
problem in <strong>Hong</strong> <strong>Kong</strong>. <strong>The</strong> White Paper on Long<br />
Term Housing Strategy, published in February this<br />
year, sets out our policies and initiatives to help all<br />
households gain access to adequate and affordable<br />
housing, and to encourage home ownership in the<br />
community. With the co-operation, support and<br />
help <strong>of</strong> the entire community, we will achieve our<br />
housing objectives.<br />
<strong>The</strong> <strong>Hong</strong> <strong>Kong</strong> Housing Society is celebrating its<br />
50th Anniversary. I commend its members and staff<br />
for their dedication, commitment and hard work in<br />
meeting the housing needs <strong>of</strong> the people <strong>of</strong> <strong>Hong</strong><br />
<strong>Kong</strong>. As the implementing agency for a number <strong>of</strong><br />

For the last 50 years the Housing Society has sought<br />
to serve the community and improve the quality <strong>of</strong><br />
life for the people <strong>of</strong> <strong>Hong</strong> <strong>Kong</strong>. Our organization<br />
has evolved in tandem with the housing needs <strong>of</strong> a<br />
developing society. Innovative architectural designs<br />
and planning have created a High-rise Society. To<br />
meet the demands for quality housing by an ever<br />
increasing population and yet bound by the<br />
constraints <strong>of</strong> limited space, housing has had to<br />
reach for the skies.<br />
Mr. Robin Hutcheon, the author; <strong>The</strong> Chinese<br />

ACKNOWLEDGEMENTS<br />
<strong>The</strong> slim bibliography is explained by the fact that<br />
this record <strong>of</strong> 50 years' activity <strong>of</strong> the Housing<br />
Society is based mainly on interviews conducted in<br />
<strong>Hong</strong> <strong>Kong</strong> in October 1997, as well as visits to a<br />
number <strong>of</strong> estates and housing projects. I have to<br />
thank Ms. Cindy Male who escorted me in a series<br />
<strong>of</strong> whirlwind visits to several estates where I was<br />
able to speak to housing managers, clerks,<br />
caretakers, tenants and others. Cindy's<br />
understanding <strong>of</strong>, and familiarity with the estate<br />
scene was invaluable, and her many anecdotes<br />
amusing and colourful. In the background was the<br />
extremely efficient Miss May Kan and others at the<br />
Housing Society who, under the direction <strong>of</strong> Mr.<br />
Victor So, the Executive Director, made it possible<br />
for me to learn so much about the Society in such a<br />
short time.<br />
Many others outside the Society were also most<br />
helpful, particularly Bentley Communications who<br />

South China Morning Post for large parts <strong>of</strong> our<br />
lives. Her insights into old <strong>Hong</strong> <strong>Kong</strong> and its<br />
people, their language and customs, were<br />
invaluable.<br />
