NGO Toolkit<br />

SXSW Eco NGO Toolkit<br />

The SXSW Eco NGO Toolkit brings together a diverse working group of engineers, software programmers,<br />

monitoring and evaluation specialists, donors and other stakeholders to design and build<br />

useable tools for NGO field practitioners. All tools built as a part of the SXSW Eco NGO Toolkit will be<br />

released for open source use to ensure universal access.<br />

This year’s challenge: Build an open source Crisis Response App<br />

When crisis strikes, emergency responders are deployed to the affected area. During this time, the most difficult obstacle is to<br />

determine who is affected, and where they are. Without this information, the relief workers, donors, governments, etc. do not have<br />

the capacity or the ability to fully understand what people need, or how to get it to them. This app will help us to understand how<br />

and where to start when something terrible happens. The Crisis Response App will then remain useful after the emergency response<br />

phase, and into the development phase.<br />

Lewis Lucke<br />

The Project Moderator will be<br />

Ambassador Lewis Lucke who<br />

heads Lewis Lucke LLC, a consulting<br />

business which brokers US<br />

investment into international<br />

communities needing aid in securing<br />

necessities such as affordable housing, renewable energy<br />

and power production. Former Ambassador to the Kingdom of<br />

Swaziland under George W. Bush, Ambassador Lucke also served<br />

for 27 years with the United States Agency for International<br />

Development (USAID), during which time he was the first USAID<br />

mission director for Iraq as well as “US Response Coordinator”<br />

for the Haitian Earthquake, directing a relief fund of $1 billion for<br />

recovery efforts.<br />

Wednesday, October 3rd<br />

10:00am–4:00pm<br />

> General and group discussions to determine what is<br />

accepted in the field as necessary information for successful<br />

crisis response.<br />

> Initial work with designers and programmers to discuss<br />

what is desired vs. what is possible.<br />

> Discuss hardware issues and external devices.<br />

Thursday, October 4th<br />

10:00am–5:45pm<br />

> Technical developers take over to discuss user interface<br />

and ask the hard questions.<br />

> Obtain commitment from NGOs that developers know what<br />

functionality the NGOs need.<br />

> Prioritization process for app capabilities.<br />

> Discuss legal, ethical and data ownership questions.<br />

> Create a clear vision of how app capability will evolve.<br />

> Discuss field deployment.<br />
