arson attack damage was caused to the
skatepark and two sections of the half-pipe had
to be replaced.
Public Convenience – In 2008 the Council
installed a new public toilet in the car park
behind the Iceland shop, and this has proved
very popular.
Tourism – This newly formed group will
consider ways to promote Tourism within the
town and will co-opt other members of the
community to assist with this task.
War Memorial – As a result of the inscriptions
on the memorial almost becoming unreadable,
trials were undertaken using three different
products. These were monitored over a ten
month period resulting in one product being
chosen to be used for cleaning the inscriptions
the result of which has been very successful and
appreciated by many members of the public.
Once a year interested parties join Billericay
Town Councillors in the annual pre-
Remembrance Day clean-up.
PLANNING COMMITTEE
The main role of the Planning Committee is to
keep an eye on proposed developments within
the town of Billericay and inform Basildon
Council of our views regarding all Planning
Applications. As necessary the Planning
Committee will respond to Local, Regional and
National Government consultations on matters
that may affect the town.
The following Working Parties report to the
Planning Committee:
Pedestrian and Cycle Routes – The Council has
provided signage for several healthy shortcuts
across the town, e.g. from Greens Farm Lane to
Sun Corner, and from the station to Queens
Park, with more planned. A map showing four
circular walks starting from the town centre has
been published and is available from the Council
office and the library. The long established Town
Trail leaflet is also available, with 40 historic sites
in the town centre marked with distinctive
plaques. In the summer the Council arranges
guided walks on the Town Trail.
Sun Corner – For as long as anyone can
remember, the people of Billericay have made
use of Sun Corner as if it was their right for
sports, leisure and general recreation. The Town
Council is committed to ensuring this
continues in perpetuity, and will pursue every
possible opportunity to protect it.
Roles of Different Councils
Councils such as Billericay Town Council
are known as “local authorities”, the first
elected tier of local government and
closest to the people. All such authorities get
their power to operate from Acts of Parliament
passed by Her Majesty’s Government. Billericay
is covered by three local authorities, each of
which has different responsibilities.
Essex County Council: – Waste Disposal,
Libraries, Highways, Education, Social Services,
Street Lighting and the Fire Brigade.
Basildon District Council: – Street Cleaning,
Leisure and Recreation, Waste collection,
Planning for Developments, and Housing.
Billericay Town Council: – Quarterly
newsletter Town Crier, the Town Guide booklet,
Hanging Baskets and Planters in the High
Street, Billericay in Bloom, Town Trail, Plant a
Shrub in Festival Gardens, War Memorial, Big
Litter Pick & Christmas Lights. Review planning
applications. Noticeboards, Circular Walks,
Teen Play area in Lake Meadows, and many
other local matters. More details are to be found
in sections of this guide dealing with specific
topics.
Partnerships: – Additionally, councils work
together in partnerships, often involving other
organisations. Billericay Town Council works in
a partnership with Basildon District Council in
planning for and providing improved facilities
in Lake Meadows. Basildon District Council
works in a so-called Local Strategic Partnership
with Essex County Council and other bodies to
deliver services according to the Basildon
Sustainable Communities Strategy.
