Catholic Women's League met in<br />

the Parish Hall last Wednesday. Fr.<br />

P. A. Bergin led the opening prayers<br />

and Ursula McEwen presided.<br />

Elsa Drummond, spiritual<br />

convener, reported that a meeting<br />

was held January 26 with<br />

representatives of the Anglican<br />

Church, the Community Gospel<br />

Hall and the United Church to<br />

complete arrangements for the<br />

World Day of Prayer to be held in<br />

the Catholic Church on Drake<br />

Road on March 4 at 1:30 pm.<br />

The speaker will be Rev. Murdo<br />

Nicholson. Alter the service<br />

refreshments will be served in the<br />

church hall.<br />

Ursula McEwen reported on the<br />

visit to the parish of representatives<br />

of Marriage Encounter. Anyone<br />

wishing to go to Marriage<br />

Encounter in Victoria may obtain<br />

an application from Fr. P.A.<br />

Bergin.<br />

The members concluded their<br />

study of proposed changes to the<br />

constitution of the C.W.L. Their<br />

recommendations will be presented<br />

to the constitution committee at the<br />

regional meeting to be held March 7<br />

at Port Alberni.<br />

The meeting closed with prayer<br />

and Val Gyves and Pat Beitel<br />

provided refreshments for a social<br />

hour.<br />

AN INVESTMENT IN YOUTH<br />

This summer, thousands of jobs will be created for students. The federal government's<br />

SUMMER CANADA program will provide funding to non-profit organizations and<br />

municipalities to help them employ students, and give them career-related experience.<br />

• Students who can't find summer jobs don't develop the kind of work experience that<br />

helps them bridge the gap between school and work. It might even mean a student's<br />

education comes to a sudden stop. SUMMER CANADA is designed to change that — by<br />

helping employers help students. • If you are a student interested in real work<br />

experience, you should register at your local Canada Employment Centre. If you are a<br />

member of a non-profit organization that would like funding to hire students, read on.<br />

COMMUNITY PROJECTS<br />

SUMMER CANADA applicants who want<br />

funding to hire students to work on communitybased<br />

projects must be able to employ three<br />

local students. Work should result in tangible<br />

goods or services to the community and provide<br />

marketable job experience for the student workers.<br />

Community projects must last between six<br />

and eighteen con<strong>sec</strong>utive weeks during the<br />

summer.<br />

continue for three con<strong>sec</strong>utive summers. That<br />

gives the employer increasingly skilled workers,<br />

Spot bowling is the only way to go<br />

and living proof is Ed Harker, who<br />

sports a 150 average in the men's<br />

league. Two weeks ago Terry got<br />

him to try spot bowling instead of<br />

his usual pin bowling. Last week it<br />

paid off as he came up with a 618<br />

triple, 168 pins over his average.<br />

Felt sorry for my daughter Julie<br />

last Friday night. She had six<br />

headpins in one game as she came<br />

up with a 137 game.<br />

It never fails. As soon as anyone<br />

asks me to watch him bowl, because<br />

he is not doing too good of late, he<br />

always gets a strike. How can you<br />

fault anyone who does that<br />

Perseverance pays off for<br />

<strong>Salt</strong> <strong>Spring</strong> Sockeyes<br />

Perseverance pays off in the long<br />

run. The <strong>Salt</strong> <strong>Spring</strong> Sockeyes have<br />

had a dismal season in league play<br />

and after last weekend's opening<br />

defeat in Cup play the prospects<br />

looked bleak indeed.<br />

But not for this group of neversay-die<br />

women, who put on a<br />

sparkling display of soccer to defeat<br />

the Stingers 2-1. Even so, the<br />

outcome was never a certainty,<br />

especially in the <strong>sec</strong>ond half when<br />

the Stingers poured on the pressure.<br />

The Sockeyes started with only<br />

nine players and appeared to be in<br />

for a tough match even though the<br />

Stingers had only 10 players.<br />

Minutes after the opening whistle<br />

Trish Graham arrived, giving the<br />

Sockeyes their 10th player and the<br />

team sprang to life.<br />

Deneen Grant pushed a quick<br />

pass to Trish who split the Stingers'<br />

defence and banged home their first<br />

goal.<br />

Moments later, Vicki Byron<br />

arrived and the team had their full<br />

complement of players and they<br />

responded by pouring on the<br />

pressure in the Stingers' end.<br />

Trish, Vicki and Debby Bell all<br />

had glorious chances to score but<br />

the Stingers held on valiantly. The<br />

Sockeyes' pressure eventually paid<br />

off as Jackie Byron dribbled<br />

through three defenders and put<br />

Debbie Bell in the clear with a<br />

perfect pass.<br />

Debbie made no mistake and the<br />

Sockeyes were up by two at the half.<br />

The Stingers' missing players<br />

finally arrived at the half giving<br />

them a full squad. With their fresh<br />

legs they poured on the pressure in<br />

the <strong>sec</strong>ond half. The Sockeyes' back<br />

wall of Suzanne Terrick, Sue Byron<br />

and Marianne Allan, coupled with<br />

goalie Denise de la Franiere, were<br />

equal to the challenge.<br />

Mid-way through the half the<br />

Stingers slipped through the<br />

Sockeyes' defence for a goal but it<br />

was the only goal Denise was to let<br />

in, as she played brilliantly<br />

throughout the match.<br />

The Stingers pushed forward for<br />

the equalizer but the Sockeyes' midfield<br />

of Becky Legg, Deneen Grant<br />

and Maria Betts took control and<br />

contained the opposition in their<br />

own half for most of the remainder<br />

of the game.<br />

Next week they hope to make it<br />

two in a row with a home game on<br />

Sunday at 11:30 am.<br />

On Sunday the <strong>Salt</strong> <strong>Spring</strong><br />

Strikers lost an important match to<br />

Prospect Lake in their quest for the<br />

"B" District Cup.<br />

Although the Cup is not out of<br />

their reach yet, the road to the<br />

playoffs is now quite a bit more<br />

difficult as they will have to win<br />

three games in a row, away from<br />

home, to participate in the final<br />

match.<br />

The Strikers were short some<br />

players but the team was determined<br />

to fill in the voids and pull off a<br />

victory against their strong"B"side.<br />

Besides the desire for the District<br />

Cup, the boys had another reason<br />

for wanting this victory. Last year<br />

the same Prospect Lake team had<br />

knocked the Strikers out of District<br />

Cup play and down to the "C" level<br />

of competition.<br />

The Strikers started strongly,<br />

putting immediate pressure on the<br />

Prospect Lake defence but time<br />

after time they either outran the<br />

Striker forwards or muscled them<br />

off the ball.<br />

Finally, after 15 minutes of<br />

determined effort, the Strikers were<br />

able to break through the defensive<br />

wall, and put the ball in the back of<br />

the net. As with many of the team's<br />

goals, it was a combined effort<br />

between Mike Cue and Jeff Moger.<br />

Prospect Lake rallied after the<br />

scoring of this goal and scored one<br />

of their own, a well earned goal that<br />

seemed to boost their spirits and<br />

spur them on to greater effort. Ten<br />

minutes later they scored again, this<br />

time on a breakaway.<br />

Now the Strikers renewed their<br />

effort, and with only minutes to go<br />

in the first half, almost tied it up as<br />

Lric Donnelly executed a perfect<br />

left-footed kick that beat the keeper,<br />

but missed the net by inches.<br />

The <strong>sec</strong>ond half was back and<br />

forth action, as both teams were<br />

able to move the ball through the<br />

mid-field of the other, but seemed<br />

unable to penetrate each other's<br />

defence.<br />

Finally, with five minutes to go,<br />

the Strikers literally pulled their<br />

goalie and pushed everyone up in an<br />

effort to even the score and put the<br />

game into overtime. With only the<br />

keeper and one defender back, the<br />

Striker net was virtually<br />

unprotected.<br />

With only minutes to go.<br />

Prospect Lake .broke out of their<br />

own end and put the lid on the game<br />

with their third goal.<br />

Coers Cup play is delayed<br />

by poor weekend weather<br />

Soccer news came on two fronts<br />

last week amid a weekend of terrible<br />

weather that limited action at<br />

Portlock Park.<br />

Our off-field news is that the<br />

Royal Canadian Legion Branch at<br />

<strong>Salt</strong> <strong>Spring</strong> becomes a supporter of<br />

our club once again.<br />

Over past seasons the service<br />

clubs of <strong>Salt</strong> <strong>Spring</strong> <strong>Island</strong> have<br />

been a mainstay of support for the<br />

many programs our club offers.<br />

Once again the <strong>Salt</strong> <strong>Spring</strong><br />

Selects put on a thrilling cup game<br />

as they out-lasted Duncan 1-0 to<br />

advance to the semi-finals ol the<br />

District Cup.<br />

The two teams battled through 60<br />

minutes of scoreless regulation<br />

time, forcing a 20-minute overtime<br />

session. Duncan, with the wind at<br />

then back, pressed hard in the first<br />

half of the overtime but the Selects'<br />

defence held tight.<br />

Mid-way through the <strong>sec</strong>ond hall<br />

of overtime the Selects struck for the<br />

big goal. It started from a cornerkick<br />

with Rob Wanless passing the<br />

ball to Ben Berry. Ben dropped the<br />

ball to Chad Little who first-timed a<br />

cross into the middle.<br />

The cross was deflected into the<br />

air but carried to Darccy<br />

Kirkpatrick who smartly volleyed a<br />

high shot in for the winner.<br />

Duncan pressed hard for the<br />

equalizer in the dying minutes but<br />

<strong>Salt</strong> <strong>Spring</strong> was the match for every<br />

Duncan thrust.<br />

No damage<br />

Volunteer firefighters were called<br />

out last Thursday to deal with a<br />

chimney fire in a home on Lower<br />

Ganges Road on <strong>Salt</strong> <strong>Spring</strong> <strong>Island</strong>.<br />

The fire caused no damage to the<br />

home of Betty Calkins. The call was<br />

made at 5:45 pm.<br />

Their support enabled us to put on<br />

the Whitecaps clinic, referees'clinic<br />

and coaches' clinics as well as run<br />

our on-the-lield program.<br />

During the last couple ol seasons<br />

their support has dried up as they<br />

turned their financial assistance<br />

towards other goals. The return of<br />

the Legion to our family comes<br />

when we need it most.<br />

With spiraling costs and a<br />

booming enrolment of 250 players,<br />

finding the necessary funding<br />

becomes more difficult each soccer<br />

season.<br />

On the soccer field there was only<br />

limited play in Cup action but all<br />

our teams are still involved, at least<br />

for another weekend. The poor<br />

weather cancelled Coers Cup play<br />

for the intra-island and peewee<br />

soccer also, but both will resume<br />

next weekend.<br />

In Division 6C cup play the<br />

Selects won again with an exciting<br />

1-0 win over Duncan in overtime.<br />

This weekend they play their semifinal<br />

match at 11:30 at Portlock<br />

Park.<br />

The Sting in 5C cup play won<br />

easily as their opponents failed to<br />

field a team. Their next match is<br />

Saturday at 1 pm at home.<br />

1 he Sockeyes, in women's play,<br />

defeated the Stingers 2-1 and also<br />

play at home at 11:30 am Sunday at<br />

Portlock.<br />

The Strikers in 3B cup play<br />

dropped a tough 3-1 decision to<br />

Prospect Lake and play in Victoria<br />

this weekend.<br />

The Wranglers play their semifinal<br />

match in Saanich this<br />

weekend. With a win they move into<br />

the 4C cup final.<br />

The Kicks play their first games<br />

this weekend in the IA cup.<br />

Saturday at 10 am at Portlock<br />

against Bays United is the first with<br />

their <strong>sec</strong>ond at 10 am Sunday.<br />

For 3,000,000 Canadians<br />

Heart Disease isn't just<br />

somebody else's problem.<br />

Make no mistake about it. Heart and Blood Vessel diseases<br />

are Canada's number one health problem, killing almost as<br />

many Canadians every year as all other causes put together.<br />

At any one time, almost 3,000,000 people will be affected<br />

by diseases the Canadian Heart Foundation is concerned<br />

about. They include: Hypertension (high blood pressure). Heart<br />

Attack and Stroke, Rheumatic Heart Disease, Congenital<br />

Heart Disease plus a number of others that are less well<br />

known.<br />

At present it is estimated Heart and Blood Vessel diseases<br />

are costing the Canadian economy over two billion dollars a<br />

year in medical expenses, lost wages and lost production. That<br />

makes it a problem that affects us'all.<br />

Look at all we've done.<br />

We can all be proud of the progress the Canadian Heart<br />

Fund has made over the last 25 years. Today the death rate<br />

is down dramatically. Over 27°/o compared to 1965. Literally<br />

thousands of Canadians are alive today because of your<br />

donations in the past.<br />

The reason for this reduction is based almost solely on<br />

research and education. Canadian researchers developed the<br />

first pacemaker, artery transplants, human heart valve replacement,<br />

surgical correction for "blue babies" and techniques<br />

used around the world when major heart surgery is necessary.<br />

Our education programme helps spread information about<br />

new breakthroughs to doctors, nurses and other health care<br />

professionals through seminars held in hospitals across<br />

Canada. Training for Cardiopulmonary Resuscitation<br />

(Emergency Heart Massage) is also carried on in many centres.<br />

Of all the donations received by the Heart Fund, 88% goes<br />

directly into research and education. So youe money makes a<br />

difference where it really counts.<br />

Because research into a number of heart diseases has been<br />

so successful, future work is being concentrated on the two<br />

main killers left to be conquered: Arteriosclerosis and<br />

Hypertension.<br />

Commonly referred to as hardening of the arteries,<br />

Arteriosclerosis is a condition where deposits build up on<br />

blood vessel walls. When a blood vessel is closed off by these<br />

deposits the surrounding tissue dies. A Heart Attack or one<br />

type of Stroke could be the result.<br />

You know Hypertension as high blood pressure. Over<br />

2,000,000 Canadians have this condition. It is one of the<br />

leading causes of stroke, congestive heart failure and is a<br />

major risk factor in Coronary Artery Disease. Many medical<br />

researchers feel that successfully finding a cure to<br />

Arteriosclerosis and Hypertension will virtually eliminate both<br />

Stroke and Heart Attack. The two major causes of death in<br />

Canada.<br />

So think of the breakthroughs still to come. Help us buy<br />

more time in the research labs. It's the only place heart<br />

disease will finally be stopped.<br />

Last year 80,000 Canadians died of Cardiovascular Disease.<br />

More people than from all other diseases combined. So even<br />

with the progress made to date, Heart diseases can still<br />

affect you or your family without warning.<br />

And it's not just the elderly. In men half the deaths from<br />

heart attack happen between the ages of 35 and 64. And the<br />

median age of stroke victims is only 50. Right in what many<br />

people consider the prime of life.<br />

There are still a lot of unanswered questions. Still too many<br />

people we can't help. We're doing all we can. Now it's all up to<br />

you. Help us make heart disease a part of the past.<br />

The glass door had been broken<br />

accidentally, said the defendant,<br />

and thejudge accepted his version of<br />

the incident.<br />

Melvin Bannock, of <strong>Salt</strong> <strong>Spring</strong>,<br />

told thejudge last week that he had<br />

gone to the Gulf <strong>Island</strong> Trading<br />

Company store,on September 23 at<br />

about 6:20 pm to buy a lighter. The<br />

store was closed but customers<br />

could be seen within, said Bannock.<br />

He and a clerk at the store became<br />

involved in an argument and<br />

Bannock had been pushed into the<br />

street. When he again attempted to<br />

enter the store, the window was<br />

broken, he said.<br />

Bannock told Judge D.S. Collins<br />

that he had gone almost<br />

immediately to the home of the store<br />

owner to offer to pay for the<br />

window. The replacement value was<br />

$57.<br />

He had been drinking for several<br />

hours previous to the incident, said<br />

Bannock. The crown attorney said<br />

that people had come forward to<br />

note that such behaviour was not<br />

ordinary conduct for Bannock.<br />

ACCEPTED<br />

He had entered a guilty plea to the<br />

charge of causing a disturbance and<br />

asked the judge for a definition of<br />

wilful damage. Thejudge noted that<br />

it involved intentional damage.<br />

When Bannock gave his evidence<br />

that the glass broke accidentally, the<br />

judge accepted it.<br />

In handing out a fine of $25, the<br />

judge noted that the incident might<br />

not have occurred if Bannock had<br />

not been drinking. Bannock's<br />

actions in contacting the store<br />

owner to pay for the damage also<br />

influenced his decision, said the<br />

judge.<br />

Discussion centres on two issues at Trust meeting<br />

The quarterly public meeting of<br />

the Galiano <strong>Island</strong> Trust Committee<br />

held in the Community Hall Friday<br />

evening drew a large audience, and<br />

two main issues emerged.<br />

The first arose from applications<br />

which sought to change the density<br />

provisions on certain parcels to<br />

allow construction of an extra<br />

family dwelling over and above that<br />

allowed by the zoning bylaw.<br />

The general trustees were<br />

adamant that such ad hoc decisions<br />

are a danger to the integrity of the<br />

community plan and the bylaws,<br />

and unfair to others who own<br />

property in the respective zones.<br />

One parcel in question is in V2<br />

zone and was formerly, under<br />

Capital Regional District bylaw<br />

103, in the Rural Residential zone.<br />

Both bylaws state that "On one<br />

parcel of land there is allowed one<br />

one-family dwelling". The members<br />

of the Advisory Planning<br />

Commission and the trustees all<br />

agreed that their duty was to uphold<br />

the bylaw, so the application was<br />

rejected.<br />

COULD BE CHANGED<br />

It was pointed out that if the<br />

public has changed its position since<br />

the community plan received<br />

widespread support 10 years ago,<br />

and is willing to permit multiple<br />

dwellings per parcel in any zone,<br />

then the plan and the bylaws can be<br />

changed.<br />

The original plan envisioned<br />

review every few years but set out no<br />

mechanism whereby this could be<br />

done. The initiative for change or<br />

review could come from the<br />

Advisory Planning Commission or<br />

a revival of a Galiano planning<br />

committee but would involve a great<br />

deal of work and many public<br />

meetings.<br />

The most absorbing issue was<br />

that of a commercial centre which<br />

arose from consideration of the<br />

designation, by the ministry of<br />

transportation and highways, of<br />

Sturdies Bay Road from the wharf<br />

to Burrill Road as a controlled<br />

access highway, and two<br />

applications for commercial zoning.<br />

The effect of the highway<br />

designation is to stifle any further<br />

development in the Sturdies Bay<br />

area, especially as the regional<br />

approving officer has so far failed to<br />

respond to a request for guidelines<br />

or policy.<br />

Unless this situation can be<br />

resolved the commercial centre of<br />

the island might shift to the area<br />

around the inter<strong>sec</strong>tion of Sturdies<br />

Bay Road and Porlier Pass Drive,<br />

two kilometers north.<br />

TWO APPLICATIONS<br />

That this process may have<br />

already begun was evidenced by two<br />

applications for commercial zoning<br />

in the area. One was for a farm and<br />

garden centre to sell animal feed,<br />

produce, health food and related<br />

merchandise. The other was for a<br />

neighbourhood pub with cafe.<br />

Both applications had received<br />

the approval of the Galiano<br />

Advisory Planning Commission<br />

and, despite considerable<br />

reservation regarding traffic safety,<br />

received popular but not unanimous<br />

support. In both cases bylaws had<br />

been prepared and received first<br />

reading, and the applications will<br />

proceed to public hearing.<br />

Sparky New received assurance<br />

that plans and details of each<br />

proposal would be made available<br />

lor public scrutiny, that both<br />

projects would be subject to<br />

development permit, and that the<br />

conditions negotiated should reflect<br />

public input at the hearings.<br />

Edrie Holloway thought that<br />

there should be more study of the<br />

need for commercial development<br />

and Dr. Kingscote voiced concern<br />

about the possibility of groundwater<br />

pollution in the area.<br />

CORONER'S REPORT<br />

The coroners report on the death of<br />

Pauline Rimmer in a bicycle<br />

accident last summer was received<br />

and his recommendations<br />

discussed. Pressure will be exerted<br />

on B.C. Ferries to have Mr. Ross'<br />

suggestion regarding off-loading of<br />

cyclists after cars, implemented.<br />

More highway warning signs<br />

were advocated whether erected by<br />

the department or the local<br />

community. Although all users<br />

enjoy equal rights to use the island<br />

roads they are not all equally<br />

vulnerable and vehicle drivers have<br />

a special responsibility for road<br />

safety. The department of highways<br />

was criticised by several speakers for<br />

the low priority it appears to give to<br />

road safety.<br />

The <strong>Island</strong>s Trust regional plan<br />

and its possible effect on the<br />

Galiano plan and bylaws was the<br />

subject of a report from Tony<br />

Roberts, the Trust's chief executive<br />

officer.<br />

He concluded that since the<br />

regional plan dealt in generalities<br />

and was designed to give a clear<br />

statement of the Trust's wishes when<br />

dealing with government ministries,<br />

it would have little or no effect on<br />

the community<br />

plan or bylaws.<br />

There is no intent to have regulatory<br />

bylaws enforce the regional plan,<br />

and the only way it might supercede<br />

any part of the local plan would be if<br />

protective zoning for the purpose of<br />

preserving an ecologically sensitive<br />

area, such as the top of Galiano<br />

Mountain, was required.<br />

This report is being made<br />

available to the Chamber of<br />

Commerce, which will consider the<br />

plan on February 19.<br />

After more than four hours the<br />

standing-room-only audience had<br />

dwindled to a corporal's guard as<br />

discussion took to the water.<br />

Ann Eriksson of Retreat Cove<br />

had sought advice of the Trust as to<br />

how she might start mariculture in<br />

those waters. She was encouraged to<br />

pursue the matter by further<br />

discussion with the Trust.<br />

Supporters of the proposal were<br />

anxious not to have Retreat Cove<br />

rezoned to Water B as this would<br />

allow a number of polluting<br />

activities.<br />

Finally, the chairman reported on<br />

the question of pollution by boats in<br />

areas of restricted tidal movement.<br />

Both federal and provincial<br />

governments are concerned, and the<br />

latter is considering<br />

introducing<br />

regulations applying to private<br />

pleasure craft, compelling any<br />

equipped with a head to install a<br />

holding tank which could only be<br />

discharged at an appropriate shore<br />

installation or in open water.<br />

The <strong>Island</strong>s Trust has been asked<br />

to identify anchorages where the<br />

discharge of marine sewage is a<br />

problem.<br />

The annual general meeting of the<br />

Senior Citizens Association was<br />

held February 7 in Page Drive<br />

Lounge. In the absence of both the<br />

president and vice-president,<br />

business was conducted by the<br />

treasurer, Frank Greenhalgh, who<br />

also had to present the financial<br />

statement.<br />

Members were informed that the<br />

association had a bank balance in<br />

excess of $4,000. Several proposals<br />

were made to reduce this, but the<br />

only one framed as a motion and<br />

duly passed was to make a donation<br />

to the Activity Centre Society, as<br />

members expected some of their<br />

number of make use of this facility.<br />

In light of the rather inconclusive<br />

nature of the meeting the executive<br />

is calling a special general meeting<br />

for next Monday at 2 pm in Page<br />

Drive Lounge. It is hoped that there<br />

will be a larger turn-out to discuss<br />

the disposition of funds, as some of<br />

it is public, in the sense that it was a<br />

grant from the B.C. Seniors Lottery<br />

Fund.<br />

Officers elected for 1983 were Les<br />

Woodbridge as president; first vicepresident,<br />

Jean Callaghan; <strong>sec</strong>ond<br />

vice-president, Phyllis Linton;<br />

<strong>sec</strong>retary, Jean Tully; and treasurer,<br />

Galiano Chamber of Commerce will<br />

take place in the South Galiano<br />

Community Hall on Saturday at 8<br />

pm. There are a number of<br />

Lounge the Galiano <strong>Island</strong> Housing<br />

Society will hold its annual meeting.<br />

This society is responsible for the<br />

administration of the Senior<br />

Citizens Housing Complex at Page<br />

Drive. Membership is open to the<br />

public who are invited to attend the<br />

meeting.<br />

Frank Graham<br />

News has been received of the<br />

death in Victoria of Frank Graham.<br />

The fact that Mr. Graham fought in<br />

the Boer War gives an indication of<br />

his longevity. His connection with<br />

Galiano was a long one.<br />

Originally from England, Frank<br />

sailed with the East India Company<br />

to China, where he is reported to<br />

have made the acquaintance of Sun<br />

Yat Sen before that gentleman came<br />

to prominence with the overthrow<br />

of the Manchu dynasty and the<br />

formation of the republic.<br />

From there he made his way to<br />

Canada, and after selling real estate<br />

in Victoria he moved to Retreat<br />

Cove, where he bought a large<br />

parcel of very attractive farm and<br />

forest land.<br />

Frank and his wile lived simply in<br />

a small house on his property for<br />

over 30 years. He was a skilful<br />

gardener, noted particularly for his<br />

spring bulbs. Another hobby at<br />

which he excelled was carving, and<br />

his masterpiece was an intricate<br />

ikon-like work of art made from<br />

holly wood, which took him almost<br />

20 years to complete. He was well<br />

known to the boating fraternity as<br />

wharfinger of the government dock<br />

at Retreat Cove.<br />

He was a character about whom<br />

numerous tales are told. Many of<br />

these have been preserved on tape<br />

by Dr. Hart Scarrow, a long-time<br />

neighbour of Frank's.<br />

Mr. Graham was one of those<br />

individuals who, after very long and<br />

interesting lives, deserve a<br />

biography rather than an obituary.<br />

Georgeson, who settled on Galiano<br />

over a century ago. Nine of these<br />

were grandchildren of Harry Sr. and<br />

Devina Baines (Devina's mother<br />

was a Georgeson) and a 10th was<br />

their great grandchild. Three others<br />

Taime Hindmarch has gone to<br />

Ottawa to visit Mary, her youngest<br />

daughter. Mary is recovering from a<br />

serious illness. Taime is off to give<br />

her care and warmth for a week.<br />

The Parks Branch is proceeding<br />

with the plan to build three quarters<br />

of a mile of trail, picnic tables,<br />

outhouses and a water facility at<br />

Winter Cove. Three foremen have<br />

come from the Nanaimo area to<br />

supervise the work.<br />

Over 20 islanders applied for the<br />

seven jobs that were offered. The<br />

men will work 10 days on and four<br />

off. This allows the foremen time to<br />

visit with their families. They are<br />

staying in the Department of<br />

Highways yard in recreational<br />

vehicles.<br />

The Gulf <strong>Island</strong>s School Board<br />

pproved a budget of $268,101 for<br />

On an annual budget of $600, the<br />

The automobile hit the power<br />

jole and drove it four feet out of<br />

rustees had hired three teachers<br />

Trustees of the Gulf <strong>Island</strong><br />

School Board would shun fourletter<br />

words. As one trustee noted,<br />

"Snow is a four-letter word and I<br />

want nothing to do with it."<br />

Ten years ago<br />

The <strong>Salt</strong> <strong>Spring</strong> resident wanted<br />

to build on his three acres. He was<br />

told that no permit could be issued<br />

because the land was for farming.<br />

But the land had not been farmed<br />

for many years and was not<br />

registered as farmland, so the man<br />

could not farm it. When he<br />

attempted to find out the exact<br />

status of his land he failed. The<br />

provincial government had decreed,<br />

through cabinet order, that<br />

farmland in the province must be<br />

farmland, but the federal land<br />

inventory designated the category<br />

for land. The owner wondered what<br />

was going on.<br />

The planning association<br />

protested the proposed bridge<br />

between Gabriola and Vancouver<br />

<strong>Island</strong>s. The <strong>Salt</strong> <strong>Spring</strong> group sent<br />

a letter to the minister of municipal<br />

affairs outlining their objections to<br />

the bridge and the proposed ferry<br />

terminal, which would serve<br />

mainland traffic to the islands.<br />

The Independent Crown Colony<br />

of <strong>Salt</strong> <strong>Spring</strong> <strong>Island</strong> was split in<br />

two. The factions, Unionists who<br />

wanted to rejoin British Columbia<br />

and Separatists who wanted to join<br />

nothing, were arguing hot and<br />

heavy about the status of the island<br />

colony. The prime minister could<br />

not be reached for comment and the<br />

foreign diplomats commented, "No<br />

comment." A vote to determine<br />

islanders' opinion resulted in a 50-50<br />

split. No one knew what the future<br />

held.<br />

The Galiano <strong>Island</strong> community<br />

plan was adopted at a meeting of<br />

island residents. The plan was a<br />

compromise between two plans<br />

previously presented by two groups.<br />

The accepted plan visualized a<br />

population of 3,000. Different<br />

categories of land use, such as rural<br />

residential, wilderness and<br />

wilderness forests were approved by<br />

the meeting.<br />

The water supply on <strong>Salt</strong> <strong>Spring</strong><br />

would be increased with the hookup<br />

of St. Mary Lake to the North<br />

<strong>Salt</strong> <strong>Spring</strong> Waterworks District.<br />

The lake water would be available to<br />

residents on the system by the end of<br />

March.<br />

The Ganges detachment of<br />

RCMP told Driftwood that a dog<br />

chasing a deer could be shot but a<br />

deer chasing a dog couldn't suffer<br />

the same fate.<br />

Five years ago<br />

The operating budget for the Gulf<br />

<strong>Island</strong>s School District had been set<br />

at a record high $2,615,530. The<br />

previous year, the trustees had spent<br />

$2,172,015. The budget included<br />

$1.5 million for the instructional<br />

portion of running the district as<br />

well as almost $380,000 for debt<br />

services to pay for improvements<br />

and renovations already made.<br />

The proposed school at<br />

Fernwood on <strong>Salt</strong> <strong>Spring</strong> was put<br />

on hold as a result of a tie vote for<br />

acceptance of a contractor's bid oi<br />

$552,676 to build the structure. A tie<br />

vote automatically defeats a<br />

motion. A trustee, later in the<br />

meeting of the board, presented a<br />

notice of motion for consideration<br />

at the following meeting that a<br />

tender lor construction be accepted<br />

by the board.<br />

The wharf at Miners Bay on<br />

Mayne <strong>Island</strong>-was-heing rebuilt a Lacost<br />

of $87,000. Although most of<br />

the existing pilings could be utilized.<br />

new pilings had to be driven and the<br />

deck had to be replanked.<br />

Readers of Driftwood were asked<br />

to forgive and forget the printing of<br />

the number $149,400. What readers<br />

should have read was the figure<br />

$1,049,400 as the cost of<br />

construction of the intermediate<br />

care facility which was to be built<br />

near Lady Minto Hospital.<br />

The gong was kept busy sounding<br />

the end to four acts in the Gong<br />

Show held in the Activity Centre.<br />

The show had been staged to raise<br />

money for renovations to Central<br />

Hall. The scores for the 15 acts<br />

which appeared ranged from a<br />

perfect 30 to a ring of the bell. The<br />

event added at least $500 to the<br />

renovation fund.<br />

Land, to be used for the Fall Fair<br />

and as a location for a museum, was<br />

the goal of the <strong>Salt</strong> <strong>Spring</strong> <strong>Island</strong><br />

Farmers' Institute. The group was in<br />

the process of seeking a suitable plot<br />

of land for the regular projects of the<br />

association.<br />

The Central Hall renovation fund<br />

stood at close to $5,000 as a result of<br />

donations, a rummage sale and the<br />

Gong Show. The restoration<br />

committee had estimated the cost of<br />

improvements to the historic<br />

building on <strong>Salt</strong> <strong>Spring</strong> to be<br />

$10,000.<br />

On Monday evening a wartime<br />

movie depicting the Canadian navy<br />

in action was shown on Channel 13.<br />

Majority of island residents are<br />

unable to bring in the American<br />

station.<br />

The significance of Corvette K<br />

225 is that the late John Sturdy of<br />

<strong>Salt</strong> <strong>Spring</strong> <strong>Island</strong> was closely<br />

identified with the production.<br />

A fighting sailor, Lieut.-Cmdr.<br />

Sturdy was sailing in corvettes in the<br />

Atlantic when, in 1943, he was<br />

transferred to serve a stint in<br />

Hollywood as technical adviser to<br />

the studio producing the movie.<br />

Sturdy was not only technical<br />

adviser, but was responsible for<br />

much of the script. The movie<br />

follows the activities of a Canadian<br />

ship in the Atlantic. It featured<br />

Randolph Scott and Ella Raines.<br />

Maxwell Lake in jeopardy, says society<br />

help in expediting the land exchange<br />

proposal.<br />

WROTE TO WATERLAND<br />

There the matter stood until<br />

January 1982 when a letter from the<br />

North <strong>Salt</strong> <strong>Spring</strong> Waterworks<br />

District trustees was sent to Tom<br />

Waterland, minister of forests,<br />

asking for his help in preserving<br />

Maxwell Lake and reminding him<br />

that he had received a copy of the<br />

letter sent to Chabot six months<br />

earlier. It also asked for a meeting<br />

with Waterland.<br />

Waterland replied that upon<br />

receipt of the copy of the letter to<br />

Chabot he had indicated to Chabot<br />

that "this was not an issue that 1<br />

would recommend be resolved by a<br />

land exchange." His letter also<br />

stated that he had instigated an<br />

investigation to determine what<br />

control, if any, his department could<br />

exercise over any logging operations<br />

on the Texada holdings.<br />

He stated he would get in touch<br />

again when he had received the<br />

report. That was a year ago and no<br />

further word has been received from<br />

him.<br />

Shortly after the letter from<br />

Waterland a letter was received<br />

from Chabot, reversing his original<br />

opinion on favouring the land<br />

exchange and conforming with<br />

Waterland's response. Nothing<br />

further has been heard from the<br />

government in the past year.<br />

DEAD ISSUE<br />

Rainsford feels the land exchange<br />

proposition is now a dead issue and '<br />

stated recently that his company<br />

favours the idea of scientific,<br />

controlled logging of the property.<br />

He said this is common practice on a<br />

number of other watershed areas in<br />

the province and has proved to be<br />

quite satisfactory.<br />

He said that such an operation at<br />

Maxwell Lake would involve<br />

selective logging with reforestation<br />

and would guarantee no<br />

deterioration, of the watershed or<br />

the lake.<br />

In the meantime, the company, in<br />

an effort to obtain some revenue<br />

from the property, is proceeding<br />

with the construction of the two<br />

modular rental homes.<br />

in addition to the Texada<br />

property, which borders on the<br />

southeast side of the lake, there are<br />

five other holdings in the watershed.<br />

The land to the southwest is owned<br />

by Fairfield Holdings, with the<br />

owners living in the United States.<br />

There is a seasonal summer cottage<br />

on this property.<br />

FIRST OPTION<br />

The owners of the property have<br />

agreed to enter into a legal<br />

agreement with the NSSWD which<br />

would give it the first option to buy<br />

the property when the land comes<br />

up for sale at the passing of the<br />

present owners.<br />

To the west but not bordering on<br />

the lake is a 45-acre parcel owned by<br />

MacMillan Bloedel. It is very<br />

rugged land and not easily<br />

accessible. The company, on being<br />

approached, is studying the<br />

proposal of donating the land to the<br />

water district.<br />

The land to the northwest is held<br />

by Hanuman Services and could<br />

eventually be developed for<br />

housing. However, the company has<br />

agreed to donate the 30 acres of its<br />

property which is within the<br />

watershed to the waterdistrict.<br />

The entire northern <strong>sec</strong>tion of the<br />

watershed area as well as the land<br />

immediately west and northeast of<br />

the lake is owned by the water<br />

district, having been donated by the<br />

Mouat family some years ago.<br />

North of this is a 120-acre parcel<br />

owned by Gossett and his wife<br />

Mimi. Although the land drains<br />

away from the lake it is listed as<br />

being in the watershed. The Gossetts<br />

plan to enter into a legal agreement<br />

with the NSSWD for first option to<br />

purchase and also to place a<br />

covenant on the land in favour of<br />

Williams<br />

Maxwell Lake has been the<br />

source of water for Ganges and<br />

much of the surrounding area for<br />

the past 70 years. It currently serves<br />

450-500 businesses and homes.<br />
