<strong>IFES</strong> would like to thank the many people from government institutions at home and<br />

abroad, from the non governmental sector around the world, and the individuals who<br />

committed their time and expertise to creating and testing the <strong>Delimitation</strong> <strong>Equity</strong> <strong>Project</strong>.<br />

Their professional expertise is the meat and bones of this manual.<br />

Our greatest thanks are to Jeff Fischer who created this project to identify ways by which<br />

democratic societies could begin applying best practices and citizen oversight to one of<br />

democracies most fundamental processes. Dr. Lisa Handley has carried the heaviest<br />

load as <strong>IFES</strong> expert practitioner and has put in countless hours writing and perfecting<br />

the manual at home and researching and teaching training sessions in the field. Dr.<br />

Peter Schrott and Dr. Jeremy Grace applied their skills to honing the project in the US<br />

and Azerbaijan. The training CD and website could not have been created without Mike<br />

Connell, Mike Jedacek, and Matt Murray of New Media Communications who created<br />

them from thin air and provided much appreciated technical expertise. <strong>IFES</strong> would like<br />

especially to thank the Electoral Commission of Azerbaijan and Citizen’s Action for Free<br />

and Fair Elections of Jamaica. These two institutions were the test beds and first<br />

appraisers of the training manual. The information contained in the many tables and<br />

appendices of the manual is the product of years of hard work on the part of the world’s<br />

election community who created the tools and volunteered their information. <strong>IFES</strong> also<br />

thanks Zoe Fraade-Blanar of BinarySpark for her expert eye.<br />

Special thanks go to the writers of the delimitation case studies who research is breaking<br />

new ground, Dr. Ron Johnston, Michael Maley, Alan McRobie, Dr. Charles Pattie, Dr.<br />

Many thanks to those at <strong>IFES</strong> who labored over the project, Jeffrey Carlson for leading<br />
