domestic or international crisis. The<br />

body in question is FEMA, the Federal<br />

Emergency Management Agency. It<br />

has the standby authority to:<br />

• relocate millions of workers, reorganize<br />

national industry and banking,<br />

and distribute all economic resources<br />

and transportation access;<br />

• operate every level of government,<br />

through personnel currently in<br />

place throughout Washington and the<br />

rest of the country;<br />

• institute total energy rationing;<br />

• order mass evacuations of residents<br />

in the perimeter of nuclear<br />

power plants.<br />
