The TMI Story<br />
Fusion first reported on FEMA during<br />
the Three Mile Island incident.<br />
We learned that on March 27, 1979,<br />
the agency had become operational,<br />
centralizing all "crisis management"<br />
functions with accountability solely to<br />
the National Security Council. FEMA<br />
had jumped the gun on its officially<br />
designated April 1 activation, and just<br />
a day after it became operational, the<br />
Three Mile Island crisis began.<br />
