Connect<strong>in</strong>g With Host Communities<br />

NCPC cont<strong>in</strong>ued its work with federal applicant<br />

agencies and local communities. Major <strong>in</strong>itiatives<br />

generated by BRAC actions and the consolidation<br />

of the Department of Homeland Security (DHS)<br />

facilities rema<strong>in</strong>ed a signifi cant focus. In <strong>2011</strong>,<br />

NCPC reviewed a variety of projects and master<br />

plans for DoD <strong>in</strong>stallations. DHS moved forward on<br />

plans for the Sa<strong>in</strong>t Elizabeths West Campus and<br />

commenced construction on the U.S. Coast Guard<br />

headquarters. NCPC also reviewed the master plan<br />

for DHS’s Nebraska Avenue Complex <strong>in</strong> Northwest<br />

Wash<strong>in</strong>gton. In scope, scale and impact, these<br />

federal <strong>in</strong>stillations will permanently change the<br />

region and their host communities.<br />

Through its review of larger projects, NCPC looks for<br />

ways to leverage opportunities, <strong>in</strong>clud<strong>in</strong>g ways to spur<br />

private <strong>in</strong>novation, regional economic growth, and<br />

susta<strong>in</strong>able operations. NCPC also plays a critical role<br />

support<strong>in</strong>g ongo<strong>in</strong>g coord<strong>in</strong>ation among applicant<br />

agencies and local stakeholders.<br />

FY <strong>2011</strong> highlights <strong>in</strong>clude:<br />

Jo<strong>in</strong>t Base Anacostia-Boll<strong>in</strong>g Draft Master Plan<br />

A variety of projects at Fort Belvoir and Mar<strong>in</strong>e<br />

Corps Base Quantico<br />

Support<strong>in</strong>g New Facilities and Venues<br />

For large, complex projects, NCPC may work with<br />

applicants over months or years, with <strong>Commission</strong><br />

review occurr<strong>in</strong>g at key stages. This early and<br />

cont<strong>in</strong>u<strong>in</strong>g review allows issues to be addressed<br />

effectively. FY <strong>2011</strong> saw the completion of numerous<br />

projects NCPC reviewed <strong>in</strong> previous years. Many were<br />

funded through BRAC and the American Recovery and<br />

Re<strong>in</strong>vestment Act. These open<strong>in</strong>gs <strong>in</strong>clude improved<br />

visitor facilities, new parks and commemorations,<br />

and critical venues to help federal agencies meet<br />

national needs.<br />

largest federal build<strong>in</strong>g, eclipsed only by the<br />

Pentagon and the Ronald Reagan Build<strong>in</strong>g.<br />

Moshe Safdie, epitomizes a balance of<br />

contemporary design with<strong>in</strong> Wash<strong>in</strong>gton’s<br />
