so that it is eliminated and God’s religi<strong>on</strong> is made victorious over all o<strong>the</strong>r<br />

religi<strong>on</strong>s. Without this level <str<strong>on</strong>g>of</str<strong>on</strong>g> understanding, we are not up to this challenge<br />

and have not prepared ourselves for Jihad yet. It is a <strong>Muslim</strong>’s destiny to<br />

perform Jihad and work wherever he is and wherever he lands until <strong>the</strong> final<br />

hour comes… 25<br />

Once established, <strong>the</strong>se organizati<strong>on</strong>s began seeking legitimacy and have worked<br />

to influence and c<strong>on</strong>trol <strong>the</strong> development <str<strong>on</strong>g>of</str<strong>on</strong>g> Islamic discourse and political activity<br />

in <strong>the</strong>ir respective countries. Less publicly, <strong>the</strong>y are almost always associated with<br />

fundamentalism, anti-Semitism, and support for Hamas, Palestinian Islamic Jihad,<br />

and more recently, <strong>the</strong> Shiite Hezbollah. While claiming to disavow al Qaeda- linked<br />

terrorism, <strong>the</strong> Ikhwan are at best lukewarm in <strong>the</strong>ir c<strong>on</strong>demnati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Islamist violence<br />

and comm<strong>on</strong>ly issue statements justifying such violence. When compared to <strong>the</strong><br />

Egyptian organizati<strong>on</strong>, <strong>the</strong>re has been relatively little scrutiny <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> network that is<br />

referred to here as <strong>the</strong> <strong>Global</strong> <strong>Muslim</strong> Bro<strong>the</strong>rhood. This network has become far more<br />

important to <strong>the</strong> Islamist movement worldwide than <strong>the</strong> Egyptian organizati<strong>on</strong>, which<br />

is largely c<strong>on</strong>fined to activities inside Egypt, where its members are under c<strong>on</strong>stant<br />

government surveillance and c<strong>on</strong>trol.<br />

While at times denying its existence, Egyptian <strong>Muslim</strong> Bro<strong>the</strong>rhood leaders have<br />

acknowledged <strong>the</strong> reality <str<strong>on</strong>g>of</str<strong>on</strong>g> a global Bro<strong>the</strong>rhood network. For example, in June 2008<br />

<strong>the</strong> first Deputy chairman <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> Egyptian <strong>Muslim</strong> Bro<strong>the</strong>rhood was asked about <strong>the</strong><br />

“Internati<strong>on</strong>al <strong>Muslim</strong> Bro<strong>the</strong>rhood” and replied:<br />

There are entities that exist in many countries all over <strong>the</strong> world. These entities have <strong>the</strong><br />

same ideology, principle and objectives but <strong>the</strong>y work in different circumstances and<br />

different c<strong>on</strong>texts. So, it is reas<strong>on</strong>able to have decentralizati<strong>on</strong> in acti<strong>on</strong> so that every<br />

entity works according to its circumstances and according to <strong>the</strong> problems it is facing<br />

and in <strong>the</strong>ir framework. … These entities can have dialogue when <strong>the</strong>re is a comm<strong>on</strong><br />

cause that faces Arabs or <strong>Muslim</strong>s over <strong>the</strong>ir central issues like <strong>the</strong> Palestinian cause.<br />

At that time, all <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong>m must cooperate for it. I want to c<strong>on</strong>firm that while some see<br />

that Palestine caused rifts am<strong>on</strong>g <strong>the</strong> Arabs, we see that this cause is <strong>the</strong> <strong>on</strong>e for which<br />

all Arabs unite. 26<br />

Mohammed Mahdi Akef, <strong>the</strong> former Egyptian Bro<strong>the</strong>rhood Supreme Guide, said in an<br />

interview “we exist in 70 countries.” 27<br />

In spite <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong>se acknowledgements, <strong>the</strong>re do not appear to any organizati<strong>on</strong>s outside <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

Egypt that refer to <strong>the</strong>mselves publicly as <strong>the</strong> <strong>Muslim</strong> Bro<strong>the</strong>rhood, making it necessary<br />

to develop o<strong>the</strong>r means for identifying global <strong>Muslim</strong> Bro<strong>the</strong>rhood organizati<strong>on</strong>s and<br />

<strong>the</strong>ir leaders. The Internet newsletter cited above suggests a useful set <str<strong>on</strong>g>of</str<strong>on</strong>g> criteria,<br />

including examining <strong>the</strong> origins and founding <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> organizati<strong>on</strong> and its leaders,<br />

c<strong>on</strong>tact, and links to o<strong>the</strong>r organizati<strong>on</strong>s, ideology, and c<strong>on</strong>ferences sp<strong>on</strong>sored and/<br />

or attended.<br />

Identifying <strong>the</strong> <strong>Muslim</strong> Bro<strong>the</strong>rhood is made easier in some European countries such as<br />

Germany, where <strong>the</strong> domestic intelligence agency annually designates <strong>the</strong> Islamische<br />

Gemeinschaft in Deutschland as representing <strong>the</strong> <strong>Muslim</strong> Bro<strong>the</strong>rhood <strong>the</strong>re. 28 In<br />

France, <strong>the</strong> Uni<strong>on</strong> des organisati<strong>on</strong>s islamiques de France (UOIF) is <str<strong>on</strong>g>of</str<strong>on</strong>g>ten referred to<br />

by <strong>the</strong> media as “close to <strong>the</strong> <strong>Muslim</strong> Bro<strong>the</strong>rhood.” In additi<strong>on</strong>, most <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> <strong>Muslim</strong><br />

Bro<strong>the</strong>rhood organizati<strong>on</strong>s in Europe have banded toge<strong>the</strong>r to form an umbrella<br />

organizati<strong>on</strong> known as <strong>the</strong> Federati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Islamic Organizati<strong>on</strong>s in Europe (FIOE) whose<br />

leaders have acknowledged <strong>the</strong>ir relati<strong>on</strong>ship with <strong>the</strong> <strong>Muslim</strong> Bro<strong>the</strong>rhood. 29 30 O<strong>the</strong>r<br />

studies have documented <strong>the</strong> history and structure <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> <strong>Muslim</strong> Bro<strong>the</strong>rhood in <strong>the</strong><br />

United States. 31<br />
