become a necessity for those seeking government appointments or lucrative<br />
state c<strong>on</strong>tracts. 94<br />
In January 2010, <strong>the</strong> State Department c<strong>on</strong>curred:<br />
“As reported REF B, religiosity has been increasing in Turkey in past years, just<br />
as has been seen in many o<strong>the</strong>r <strong>Muslim</strong> societies. The AKP is both a beneficiary<br />
<str<strong>on</strong>g>of</str<strong>on</strong>g>, and a stimulus for, this phenomen<strong>on</strong>. 95<br />
One <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> State Department cables also note that Prime Minister Erdogan “virtually<br />
paralyzed financial policy when he tried to appoint an Islamist as head <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> Central<br />
Bank against President Sezer’s firm oppositi<strong>on</strong>” and that from 1983 to 1991, <strong>the</strong>n-<br />
Foreign Minister Gul had a background as a specialist at <strong>the</strong> Islamic Development<br />

Bank in Saudi Arabia.<br />

In effect, <strong>the</strong> AKP’s steady mobilizati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Turkish <strong>Muslim</strong> identity al<strong>on</strong>g with<br />
its close financial and ideological affinity with <strong>the</strong> nati<strong>on</strong>’s new Islamist elites is<br />
setting <strong>the</strong> stage for a total recalibrati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Turkey’s internati<strong>on</strong>al compass. 97<br />
The Free Gaza Movement and <strong>the</strong> <strong>Global</strong> <strong>Muslim</strong><br />
Bro<strong>the</strong>rhood<br />
Since <strong>the</strong> founding <str<strong>on</strong>g>of</str<strong>on</strong>g> Free Gaza, individuals tied to <strong>the</strong> <strong>Global</strong> <strong>Muslim</strong> Bro<strong>the</strong>rhood have<br />
participated in its flotillas. The most important <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong>se was Yv<strong>on</strong>ne Ridley, a UK journalist<br />
who was aboard <strong>the</strong> first Free Gaza flotilla in August 2008. Ms. Ridley is best known for<br />
her capture by <strong>the</strong> Taliban while an undercover reporter and her subsequent c<strong>on</strong>versi<strong>on</strong><br />
to Islam after her release. Ms. Ridley has had close ties to <strong>the</strong> UK <strong>Muslim</strong> Bro<strong>the</strong>rhood<br />
since that time, including serving as a Respect Party politician and as a journalist for <strong>the</strong><br />

Islam Channel, and she went <strong>on</strong> to play an important role in later flotilla efforts.<br />
<str<strong>on</strong>g>Israeli</str<strong>on</strong>g> analysts have already documented that many individuals tied to <strong>Muslim</strong><br />
Bro<strong>the</strong>rhood organizati<strong>on</strong>s were part <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> Gaza Flotilla, including those affiliated<br />
with UK, <str<strong>on</strong>g>Israeli</str<strong>on</strong>g>, Egyptian, Jordanian, and Yemeni Bro<strong>the</strong>rhood groups. 102 Also playing<br />
an important role in <strong>the</strong> flotilla was Sheikh Raed Salah, <strong>the</strong> head <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> Nor<strong>the</strong>rn<br />
branch <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> Islamic Movement in Israel, c<strong>on</strong>sidered to be <strong>the</strong> most extreme wing<br />
<str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> movement that essentially comprises <strong>the</strong> <strong>Muslim</strong> Bro<strong>the</strong>rhood in Israel. Salah<br />
has been frequently <strong>the</strong> subject <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>Israeli</str<strong>on</strong>g> law enforcement acti<strong>on</strong>, which accused him<br />
<str<strong>on</strong>g>of</str<strong>on</strong>g> aiding Hamas and inciting violence in Israel. 103 104 Perhaps <strong>the</strong> most significant<br />
individual who was part <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> flotilla was Akram Kassab, known to be <strong>the</strong> pers<strong>on</strong>al<br />
secretary <str<strong>on</strong>g>of</str<strong>on</strong>g> Youssef Qaradawi. 105 106 Kassab was also <strong>on</strong>e <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> founding members <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
<strong>the</strong> Internati<strong>on</strong>al Uni<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>Muslim</strong> Scholars (IUMS) headed by Qaradawi. His first cited<br />
published work is titled “Zi<strong>on</strong>ism and <strong>the</strong> Threat to Humanity.” 107<br />
Less well known are <strong>the</strong> European and Turkish <strong>Global</strong> <strong>Muslim</strong> Bro<strong>the</strong>rhood groups<br />
that provided substantial support to <strong>the</strong> flotilla. There are three such groups that can<br />
be identified:<br />

The IDB has an extensive history <str<strong>on</strong>g>of</str<strong>on</strong>g> support for Islamist causes. For example, while Gul was beginning his<br />
term at <strong>the</strong> IDB in 1983, <strong>the</strong> Bank was supporting <strong>the</strong> Islamizati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Sudan.<br />
