THE NETWORK STIRS (2006)<br />
2006 saw <strong>the</strong> first significant developments in <strong>the</strong> Turkish/MB network. The year<br />
had begun with two important events pertaining to Hamas. On January 25, Hamas<br />
w<strong>on</strong> enough seats to form a majority government in <strong>the</strong> electi<strong>on</strong>s for <strong>the</strong> Palestinian<br />
Legislative Council (PLC), <strong>the</strong> legislature <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> Palestinian Nati<strong>on</strong>al Authority<br />
(PNA). 186 On February 16, a five-man Hamas delegati<strong>on</strong> headed by political leader<br />
Khaled Mashaal arrived in Turkey. The delegati<strong>on</strong> was expected to meet with Turkish<br />
Prime Minister Recep Tayyip Erdogan, but several hours after <strong>the</strong> arrival <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong><br />
group, <strong>the</strong> Prime Minister’s <str<strong>on</strong>g>of</str<strong>on</strong>g>fice announced that no meeting would be held, and <strong>the</strong><br />
delegati<strong>on</strong>, including Mashaal, met instead with Turkish Foreign Minister Abdullah<br />
Gul at <strong>the</strong> AKP headquarters. XXII 187 In early July, Turkish media reported that Foreign<br />
Minister Ahmet Davutoglu had met with Hamas leader Khaled Mashaal <strong>on</strong> a trip to<br />
Damascus. 188 The remainder <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> year saw two important c<strong>on</strong>ferences involving <strong>Global</strong><br />
<strong>Muslim</strong> Bro<strong>the</strong>rhood leader Youssef Qaradawi held in Istanbul and <strong>the</strong> first known<br />
joint acti<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> Turkish/MB network including IHH, which took place during <strong>the</strong><br />
Leban<strong>on</strong> War.<br />
Qaradawi Comes To Turkey<br />
For <strong>the</strong> first known time, two significant meetings <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> <strong>Global</strong> <strong>Muslim</strong> Bro<strong>the</strong>rhood<br />
were held in Turkey during July 2006. From July 1-2 2006, a c<strong>on</strong>ference was held in<br />
Istanbul titled <strong>the</strong> “<strong>Muslim</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> Europe C<strong>on</strong>ference.” Organized with <strong>the</strong> support <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
<strong>the</strong> UK Foreign and Comm<strong>on</strong>wealth <str<strong>on</strong>g>of</str<strong>on</strong>g>fice, <strong>the</strong> c<strong>on</strong>ference steering committee included<br />
important leaders <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> <strong>Global</strong> <strong>Muslim</strong> Bro<strong>the</strong>rhood such as Tariq Ramadan, German<br />
<strong>Muslim</strong> Bro<strong>the</strong>rhood leader Ibrahim El-Zayat, French <strong>Muslim</strong> Bro<strong>the</strong>rhood leader<br />
Fouad Alaoui, and Bosnian Grand Mufti Mustafa Ceric. 189 190 C<strong>on</strong>ference participants<br />
also included, most notably, Youssef Qaradawi but also important <strong>Global</strong> <strong>Muslim</strong><br />
Bro<strong>the</strong>rhood leaders such as Tunisian Rashid Ghannouchi, FIOE <str<strong>on</strong>g>of</str<strong>on</strong>g>ficer Ayman Aly,<br />
and <strong>the</strong> former Deputy Prime Minster <str<strong>on</strong>g>of</str<strong>on</strong>g> Malaysia Anwar Ibrahim. 191 The Turkish<br />
participants included many individuals from <strong>the</strong> Turkish religious establishment such<br />
as Mehmet Aydin, <strong>the</strong> Chairman <str<strong>on</strong>g>of</str<strong>on</strong>g> Religious Affairs under <strong>the</strong> Erdogan government,<br />
as well as numerous scholars and academics. XXIII<br />
Also held in July 2006 in Istanbul was <strong>the</strong> Sec<strong>on</strong>d General Assembly <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> Internati<strong>on</strong>al<br />
Uni<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>Muslim</strong> Scholars (IUMS), headed by <strong>Global</strong> <strong>Muslim</strong> Bro<strong>the</strong>rhood leader<br />
Youssef Qaradawi. XXIV 192 The IUMS meeting was hosted by two Turkish NGO umbrella<br />
organizati<strong>on</strong>s known as <strong>the</strong> Türkiye Gönüllü Teşeküller Vakfı (TGTV) and <strong>the</strong> İslam<br />
Dünyası Sivil Toplum Kuruluşları Birliği (İDSB), or in English, <strong>the</strong> Uni<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> NGOs <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong><br />
Islamic World (UNIW). The TGTV had been founded in December 1994 with <strong>the</strong> intent<br />
<str<strong>on</strong>g>of</str<strong>on</strong>g> fostering ties am<strong>on</strong>g <strong>the</strong> Islamist NGOs within Turkey. 193 The organizati<strong>on</strong> is known<br />
to engage in a variety <str<strong>on</strong>g>of</str<strong>on</strong>g> activities, including publishing books and reports, holding<br />

A Turkish <str<strong>on</strong>g>of</str<strong>on</strong>g>ficial who spoke <strong>on</strong> c<strong>on</strong>diti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> an<strong>on</strong>ymity said Erdogan changed his mind in part because <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
intense pressure from <strong>the</strong> Bush administrati<strong>on</strong>.<br />

The IUMS was launched in July 2004 in c<strong>on</strong>juncti<strong>on</strong> with a visit by Qaradawi to L<strong>on</strong>d<strong>on</strong> for a meeting <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
<strong>the</strong> European Council for Fatwa and Research (ECFR) and appears to serve as a kind <str<strong>on</strong>g>of</str<strong>on</strong>g> leadership body for<br />
<strong>Global</strong> <strong>Muslim</strong> Bro<strong>the</strong>rhood scholars and clerics.<br />
