Bro<strong>the</strong>rhood leader Abdul Rahman Alamoudi, later c<strong>on</strong>victed in a plot to murder Saudi<br />
Crown Prince Abdullah <strong>on</strong> behalf <str<strong>on</strong>g>of</str<strong>on</strong>g> Libyan leader Muammar al-Gaddafi. XIX 141 The US<br />
agent also testified that c<strong>on</strong>tact informati<strong>on</strong> for IHH and its director was found in <strong>the</strong><br />
Palm Pilot <str<strong>on</strong>g>of</str<strong>on</strong>g> US Bro<strong>the</strong>rhood leader Alamoudi.<br />
Since that time, IHH has expanded its work bey<strong>on</strong>d <strong>Muslim</strong> war z<strong>on</strong>es to operati<strong>on</strong>s<br />
in 120 countries, including humanitarian assistance in disaster z<strong>on</strong>es such as <strong>the</strong> Haiti<br />
earthquake and Hurricane Katrina. 142 143 IHH currently maintains str<strong>on</strong>g ties to <strong>the</strong><br />
AKP, and many <str<strong>on</strong>g>of</str<strong>on</strong>g> its board members are AKP <str<strong>on</strong>g>of</str<strong>on</strong>g>ficials. 144 The BBC has fur<strong>the</strong>r reported<br />
that IHH “has str<strong>on</strong>g sympathy” am<strong>on</strong>g <strong>the</strong> AKP and raises some <str<strong>on</strong>g>of</str<strong>on</strong>g> its m<strong>on</strong>ey from<br />
unidentified Islamic religious groups. 145 According to <str<strong>on</strong>g>Israeli</str<strong>on</strong>g> media reports, while<br />
IHH says it has no ties to <strong>the</strong> AKP, <strong>the</strong> organizati<strong>on</strong> says it is funded by d<strong>on</strong>ati<strong>on</strong>s<br />
<strong>on</strong>ly and that <strong>the</strong> m<strong>on</strong>ey comes mainly from Turkey’s religious businessmen, <strong>the</strong> same<br />
social class that supported Prime Minister Recep Tayyip Erdogan’s bid for power. 146<br />
As discussed elsewhere in this report, <strong>the</strong> Turkish Islamist organizati<strong>on</strong> known as<br />
MÜSIȦD is known to represent Turkey’s religious businessmen, and IHH reporting<br />
str<strong>on</strong>gly suggests that MÜSIȦD is a major funder <str<strong>on</strong>g>of</str<strong>on</strong>g> IHH. For example, in September<br />
2006, IHH reported that it had c<strong>on</strong>structed two health centers in Kashmir with <strong>the</strong><br />

c<strong>on</strong>tributi<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> MÜSIȦD.<br />
However, <strong>the</strong>re are also multiple intelligence reports about <strong>the</strong> ties between IHH and<br />
terrorist groups, beginning with a 1996 NATO intelligence report that listed IHH as<br />
<strong>on</strong>e <str<strong>on</strong>g>of</str<strong>on</strong>g> several charities suspected <str<strong>on</strong>g>of</str<strong>on</strong>g> providing support for terrorist groups in Bosnia. 148<br />
According to Bosnian intelligence, IHH founder/board member Osman Atalay and<br />
IHH founder Hakan Bogoclu had been part <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> Bosnian Army’s 7th <strong>Muslim</strong> Brigade<br />
described as “an umbrella for several hundred foreign Mujaheddin known at <strong>the</strong> time<br />
for <strong>the</strong>ir Islamist fervor.” 149 In 1996, French police, investigating an attempted car<br />
bombing in <strong>the</strong> city <str<strong>on</strong>g>of</str<strong>on</strong>g> Lille, found that key suspects had IHH c<strong>on</strong>tacts. In additi<strong>on</strong>, a<br />
French intelligence report cited multiple instances <str<strong>on</strong>g>of</str<strong>on</strong>g> jihadist activity by IHH during<br />
<strong>the</strong> mid 1990s:<br />
»» Turkish authorities started a criminal investigati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> IHH in December 1997 when<br />
sources revealed that leaders <str<strong>on</strong>g>of</str<strong>on</strong>g> IHH were purchasing automatic weap<strong>on</strong>s from<br />
o<strong>the</strong>r regi<strong>on</strong>al Islamic militant groups. IHH’s bureau in Istanbul was searched,<br />
and its local <str<strong>on</strong>g>of</str<strong>on</strong>g>ficers were arrested. Security forces discovered “disturbing<br />
items”, including firearms, explosives, bomb-making instructi<strong>on</strong>s, and a “jihad<br />
flag.” Based <strong>on</strong> seized documents, Turkish authorities c<strong>on</strong>cluded that “detained<br />
members <str<strong>on</strong>g>of</str<strong>on</strong>g> IHH were going to fight in Afghanistan, Bosnia, and Chechnya.”<br />
»» IHH President Bulent Yildirim c<strong>on</strong>spired in <strong>the</strong> mid-1990s to “recruit veteran<br />
soldiers in anticipati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> coming holy war [jihad]. Men were sent into war<br />
z<strong>on</strong>es in <strong>Muslim</strong> countries in order to acquire combat experience.” In hopes <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
“obtaining political support from <strong>the</strong>se countries, financial aid was transferred<br />
[<strong>on</strong> behalf <str<strong>on</strong>g>of</str<strong>on</strong>g> IHH], as well as caches <str<strong>on</strong>g>of</str<strong>on</strong>g> firearms, knives, and pre-fabricated<br />
explosives.”<br />

According to evidence presented in <strong>the</strong> statement, SAAR <str<strong>on</strong>g>of</str<strong>on</strong>g>ficer Yaqub Mirza assisted in <strong>the</strong> registrati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
a trust in <strong>the</strong> Isle <str<strong>on</strong>g>of</str<strong>on</strong>g> Mann known as <strong>the</strong> Happy Hearts Trust, under <strong>the</strong> c<strong>on</strong>trol <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> Success Foundati<strong>on</strong>.<br />
The government also presented evidence that <strong>the</strong> Happy Hearts Trust, in turn, transferred funds to two<br />
organizati<strong>on</strong>s serving as Hamas Fr<strong>on</strong>ts: <strong>the</strong> Humanitarian Relief Associati<strong>on</strong> in Israel and Human Appeal<br />
Internati<strong>on</strong>al in Jordan.<br />
The financial support provided by MÜSIȦD to IHH for Gaza projects will be discussed later in this report.<br />
