Introduction<br />

On December 21, 2009, <strong>the</strong> Appellate Body of <strong>the</strong> World Trade<br />

Organization (<strong>WTO</strong>) issued its decision affirm<strong>in</strong>g <strong>the</strong> great majority<br />

of <strong>the</strong> panel’s conclusions and rul<strong>in</strong>g <strong>in</strong> <strong>the</strong> U.S.’ favor <strong>in</strong> <strong>the</strong> case of<br />

Ch<strong>in</strong>a — Measures Affect<strong>in</strong>g Trad<strong>in</strong>g Rights and Distribution Services<br />

for Certa<strong>in</strong> Publications and Audiovisual Enterta<strong>in</strong>ment Products<br />

( Ch<strong>in</strong>a — Media ). 4 Predictably, Hollywood media companies were<br />

elated with <strong>the</strong> Appellate Body’s decision, 5 and Ch<strong>in</strong>ese authorities<br />
