DIVERSITY<br />
The Parks, <strong>Recreation</strong> and Neighborhood<br />
Services Department strives to be an<br />
unsurpassed leader in providing parks and<br />
recreational opportunities for <strong>Las</strong> <strong>Vegas</strong><br />
residents and visitors by <strong>of</strong>fering exceptional,<br />
innovative, creative experiences through<br />
diverse and inclusive programs that promote<br />
healthy lifestyles. We are fully accredited by<br />
the Commission for Accreditation <strong>of</strong> Park and<br />
<strong>Recreation</strong> Agencies (CAPRA), confirming<br />
that the department meets the operational<br />
standards established by the National<br />
<strong>Recreation</strong> and Park Association.<br />
The city <strong>of</strong> <strong>Las</strong> <strong>Vegas</strong> also recognizes and<br />
respects the unique differences that exist in<br />
our community’s individuals and cultures and<br />
endeavors to provide an environment where<br />
people <strong>of</strong> all ages, abilities and backgrounds<br />
are welcome and appreciated.<br />
Additionally, the Parks, <strong>Recreation</strong> and<br />
Neighborhood Services Department is<br />
committed to the fair, honest and pr<strong>of</strong>essional<br />
treatment <strong>of</strong> all individuals and organizations<br />

PERFORMANCE PLUS<br />
In 2007, the city management team under the<br />
guidance <strong>of</strong> the <strong>City</strong> Council launched a new<br />
performance management initiative in an effort<br />
to increase transparency and accountability<br />
in the way the city <strong>of</strong> <strong>Las</strong> <strong>Vegas</strong> conducts<br />
business. The initiative entitled, “Performance<br />
Plus – Managing for Results” is a standardized<br />
performance management system and is linked<br />
to the city’s budgeting process. Each year<br />
departments update strategic business plans<br />
that are organized by program. Each program<br />
measures the benefit customers experience<br />
as a consequence <strong>of</strong> receiving the program’s<br />
services. Collecting and evaluating performance<br />
measures in strategic business plans plays a<br />
significant role in each department’s decisionmaking<br />
by illuminating how well targets are<br />
achieved. The end result is that the city improves<br />
program efficiency and effectiveness, which<br />
in turn, provides better results for citizens. To<br />
