PUBLICATION OF THE AMENDED AND CONSOLIDATED MAIN COLLECTIVE<br />
AGREEMENT<br />
Please be advised that the Minister of Labour has signed the amended main collective agreement. Please<br />
note that all previous amendments have been consolidated into this new agreement. The agreement is<br />
binding on all employers and employees who are members of the employers’ organisation and trade union<br />
respectively; and in terms of Section 32(2) of the Labour Relations Act, 1995, the Minister has also<br />
extended the agreement to be binding on all other employers and employees engaged in the Electrical<br />
Industry.<br />
Some important amendments to the main collective agreement are inter alia:<br />
NEW WAGE RATES.<br />
The wages for 2013 has increased by 9% for all categories of employees earning the prescribed minimum<br />
wage rates and a 7% increase on the actual wages for all scheduled employees earning in excess of the<br />
prescribed minimum rates. The agreement will be published on the 12 July 2013 and the effective date of<br />
implementation of these new wage rates is MONDAY, 15 July 2013.<br />
However, the funds and levy contributions payable to Council that are to be calculated in terms of the new<br />
wage rates will only be effective from the 01 August 2013 UNLESS deductions have been made on a<br />
higher wage rate in which case contributions based on the higher rate must be included in the July 2013<br />
contributions.<br />
Please refer to the attached wage and fund contribution schedule for the Cape area.<br />
OFFSET<br />
The guaranteed minimum increases referred to above and in terms of Clause 4 and Clause 5 (1) of the<br />
published main collective agreement shall be subject to the provision that any increase granted on or<br />
after 1 February 2011 which is in excess of the 14 September 2012 gazetted wage rates may be off-set by<br />
the employer when calculating the guaranteed minimum increase.<br />
ALLOWANCES<br />
Where an employee, by reason of employment, is away from his usual working place and is required by his<br />
employer to live away from his usual domicile, meals and lodging shall be paid for or provided on the job by<br />
the employer. Where no hotel or other suitable accommodation is available within a reasonable distance of<br />
the working place and accommodation is supplied on site, the employee shall be paid a subsistence<br />
allowance of-R90.00 per night effective from the 15 July 2013.<br />
Clause 1(2) of Part II of the agreement referring to the stand – by allowance has been amended to a<br />
minimum of R59.01 per stand - by duty shift. (Previously was R54.14 per stand – by duty shift) and is<br />
effective from the 15 July 2013.<br />
NIGHT WORK<br />
The night work allowance has been increased to 13.5% from 12% and is effective from the 15 July 2013.
STORAGE, INSURANCE AND PROVISION OF TOOLS<br />
The maximum insurance cover required under this clause has been increased from R1, 500 to R2, 000 per<br />
skilled employee.<br />
OTHER AMENDMENTS<br />
Please note that there are other significant amendments to the Council’s main agreement. The new<br />
agreement can be viewed and or downloaded and or printed shortly from the Council’s website<br />
www.<strong>nbcei</strong>.co.za and a copy can shortly be obtained from the <strong>Region</strong>al Council office. Please also feel<br />
free to direct any agreement queries to the agents at the Council’s <strong>Region</strong>al office in your area.<br />
INCREASE IN SOUTH AFRICAN EQUITY WORKERS ASSOSIATION (SAEWA) – UNION FEES<br />
Please be advised that union fees for SAEWA members have been increased from R55.00 per month to<br />
R60.00 per member per month or R13.85 per week effective from the 01 August 2013.<br />
Please make the necessary deductions from employees who are members of SAEWA. Council will invoice<br />
all applicable firms accordingly.<br />
INCREASE IN THE ELECTRICAL CONTRACTORS ASSOCIATION (ECA) LEVIES<br />
For those firms who are members of the ECA please be advised that that the ECA levies has been<br />
increased to an amount of R10.31(Ten Rand, Thirty One Cents) per employee per week excluding VAT.<br />
(R11.76 including Vat)<br />
This 5% increase will be effective as from the 01 July 2013 and the Council will invoice member firms in this<br />
regard.<br />

IMPORTANT NOTES:<br />
1. a)The minimum Council Levy is R55.00 per month per firm.<br />
b) Council levies are retained by the Bargaining Council and are used towards administration costs.<br />
c) The Council levy was increased to 0.4% for the employer and 0.4% for the employee (total of 0.8% payable for each employee) with effect from 17 September 2012.<br />
2. a) ECA levy is paid by the employer only and compulsory for all employers who are members of the Electrical Contractors Association. (ECA)<br />
b) ECA levies have been increased to a fixed amount of R10.31 per week, (excluding Vat) per employee, with effect from the 01 July 2013. (Inclusive of Vat is R11.76)<br />
c) VAT (of 14%) is payable on ECA levies but not on the other funds.<br />
3. Pension/Provident Fund/Sick Pay Fund and Council levies - contributions must be calculated on employees normal weekly wage excluding overtime.<br />
4. Please be advised that if employees are employed on a fixed term contract,a minimum of 3% risk cover must be paid by the employer only in respect of the<br />
employees Pension or Provident Fund.Limited contract workers categories all have a N before the code i.e. N49,or N200 or N43 etc<br />
5. Please ensure that the correct designation code is entered for each employee on the monthly contribution sheet.<br />
6. For monthly paid staff, divide by 4.33 to obtain the actual weekly rate<br />
7. Members of the South African Equity Workers Association(SAEWA) pay union fees of R60.00 per month or R13.85 per week with effect from 01 August 2013.<br />
NB: Paid by member only. Firm pays member's union fees to Council monthly.(SAEWA fees are R55.00 per month or R12.69 per week until 31 July 2013.)<br />
8. Sick Pay Fund (SPF) is payable by ECA employers and their employees only.<br />
9. NB: New Wage Rates (Effective from 15 July 2013)<br />
a) The minuimum prescribed wage rates for each category of employment have been increased by 9%<br />
b) Actual wages have increased by 7% for employees earning above the prescribed minimum wage rates in each specific category of employment.<br />
10. The guaranteed minimum increases referred to above shall be subject to the provision that any increase granted on or after 01 February 2011 which is in excess<br />
of the 14 September 2012 gazetted wage rates may be off-set by the employer when calculating the guaranteed minimum increase.<br />
*11. A new "General Assistant" category has been introduced. (Please see above table.) Please note that the job description must be strictly adhered to.<br />
NB: No such employee shall be employed for a total period exceeding 4 months in any calendar year, with the same employer.<br />
A "General Assistant" means an employee who is engaged in any or all of the following tasks:<br />
Digging holes and trenches,planting poles and laying and pulling cables in trenches,chasing and cutting walls and concrete floor for conduit,providing no power<br />
tools are used. Loading or unloading materials,stripping redundant intallations and equipment incidental thereto from which the supply cables have been removed.
