14.3 When travel is by automobile and the employee travels directly from his or her home or place of employment, time will<br />

be credited from the assigned hour of departure until he or she reaches his or her destination and from the assigned hour<br />

of departure from the destination until he or she reaches his or her home or place of employment.<br />

14.4 When sleeping accommodation is provided, the hours between eleven (11:00) p.m. and the regular starting time of the<br />

employee shall not be credited.<br />

14.5 When an employee is required to travel on his or her regular day off or a holiday listed in Article 47 (Holidays), he or<br />

she shall be credited with a minimum of four (4) hours.<br />

14.6 All travelling time shall be paid at the employee’s basic hourly rate or, where mutually agreed, by compensating leave.<br />

ARTICLE 15 - NON-PYRAMIDING OF PREMIUM PAYMENTS<br />

(FXT, SE, FPT, RPT)<br />

15.1 There shall be no duplication or pyramiding of any premium payments or compensating leave provided by the Central<br />

Collective Agreement or any Bargaining Unit Collective Agreement as listed in Article 1 (Recognition).<br />

ARTICLE 16 - LOCAL AND MINISTRY NEGOTIATIONS<br />

(FXT, SE, FPT, RPT)<br />

16.1 It is agreed that all ministries may enter into local and ministry employee relations negotiations such that are appropriate<br />

as not being excluded by the provisions of the Crown Employees Collective Bargaining Act, 1993. Such negotiations<br />

shall not be subject to the mediation and arbitration procedures under the Act, provided however, that nothing shall<br />

preclude a grievance alleging a violation of the Central Collective Agreement, as provided in the said Act.<br />

16.2 The ministry Employee Relations Committee (ERC) shall be co-chaired by a member of the ministry’s Senior<br />

Management Group.<br />

16.3 The Union may forward to the Deputy Minister matters which are not resolved at the ministry ERC, and the Deputy<br />

Minister shall respond in writing to the matters raised within twenty-one (21) days of receipt by the Deputy Minister of<br />

the unresolved item.<br />

16.4 A Central Employee Relations Committee (CERC) shall be established consisting of equal numbers of up to four (4)<br />

members from each party. The Committee will discuss matters of interest between the parties which may include matters<br />

unresolved at ministry level negotiations. CERC discussions shall not be subject to mediation or arbitration. Either party<br />

may invite an additional representative for specific issues.<br />

ARTICLE 17 - JOINT CONSULTATION COMMITTEE<br />

(FPT, RPT)<br />

17.1 The Union and the Employer agree that consultation and communication on matters of joint interest are desirable to<br />

promote constructive and harmonious relations.<br />

17.2.1 The parties agree that a joint consultation committee composed of up to four (4) representatives from the Union and up<br />

to four (4) representatives of the Employer, shall be used as a forum for consultation on changes in conditions of<br />

employment not governed by this Central Collective Agreement and on other matters of mutual interest.<br />

17.2.2 The committee shall meet once every two (2) months, or more frequently, with the consent of the parties.<br />

17.3 While the committee shall consider and attempt to resolve all problems of mutual concern, it is understood that the<br />

committee shall function in an advisory capacity and shall have no power to alter, amend, add to or modify the terms of<br />

this Central Collective Agreement.<br />

ARTICLE 18 - SENIORITY (LENGTH OF CONTINUOUS SERVICE)<br />

18.1 An employee’s length of continuous service will accumulate upon completion of a probationary period of not more<br />
