There are undoubtedly fur<strong>the</strong>r opportunities for more collaboration among <strong>the</strong><br />

boards and improvements in efficiency, but our analysis does not conclude that<br />

administrative efficiency is <strong>the</strong> primary problem with occupational regulation. We<br />

think <strong>the</strong> main issues policy makers should address are applying <strong>the</strong> policies in<br />

Chapter 214 more consistently and improving legislative oversight <strong>of</strong> regulatory<br />

authorities, especially in complaint investigation and enforcement.
