We found:<br />

· Several boards or agencies did not submit a report for 1996.<br />

The Board <strong>of</strong> Assessors, <strong>the</strong> Board <strong>of</strong> Dietetics and Nutrition, <strong>the</strong> Board <strong>of</strong><br />

Optometry, and <strong>the</strong> <strong>Office</strong> <strong>of</strong> Mental Health Practice, did not submit reports for<br />

1996 as required. 9 In addition, <strong>the</strong> Minnesota Department <strong>of</strong> Health is supposed<br />

to submit a summary <strong>of</strong> <strong>the</strong> health-related reports by December 15 <strong>of</strong> each<br />

even-numbered year, but it has not done this in at least <strong>the</strong> last several bienniums.<br />

The Health Department argues that it does not receive funding to prepare <strong>the</strong><br />

summary called for in statute. The Department <strong>of</strong> Administration used to be<br />

required to publish a similar summary report for <strong>the</strong> non-health-related boards, but<br />

this requirement was repealed in 1990.<br />

These biennial reports could be a useful to <strong>the</strong> Governor and <strong>the</strong> Legislature in<br />

carrying out <strong>the</strong>ir oversight responsibilities and could be useful to <strong>the</strong> public, but<br />

we found:<br />
