implementation and utilization of the corporate credit card scheme within<br />
his or her Department.<br />
13. Where corporate credit cards are pre-funded, the cardholder must submit<br />
a claim with supporting documentation proving the validity of the claim.<br />
Failure to do so may result in the rejection of the claim by the department,<br />
in which event the card holder may be unable, without difficulty, to repay<br />
the amount in full immediately. In such a case, recovery by the institution<br />
could seriously impact on the Member and his or her family. This may foster<br />
other negative practices in an attempt to restore financial balance.<br />
14. The PFMA, Treasury Regulations and the directive by National Treasury<br />
(as per paragraph 3 above) provide adequate controls to ensure prudent<br />
use of corporate credit cards in the Departments in which the scheme exists.<br />
These controls, however, does not ensure against negative publicity that<br />
may result from perceived or real wanton use of the scheme.<br />
