5. Research, Development <strong>and</strong> Innovation <strong>in</strong> Egypt<br />
5.1. Introduction<br />
The structure of <strong>research</strong> <strong>and</strong> <strong><strong>in</strong>novation</strong> activities <strong>in</strong> Egypt is presently undergo<strong>in</strong>g<br />
significant changes. Until recently <strong>research</strong> fund<strong>in</strong>g suffered <strong>and</strong> strongly depended<br />
on <strong>in</strong>ternational grants. There was no clear national policy of <strong>research</strong> <strong>and</strong> <strong>research</strong>ers<br />
usually cont<strong>in</strong>ued to work along <strong>the</strong> same l<strong>in</strong>es of <strong>research</strong> of <strong>the</strong>ir PhD advisors or group<br />
leaders, with later be<strong>in</strong>g related to where <strong>and</strong> what <strong>the</strong> advisor studied himself more<br />
than to a national plan. This resulted <strong>in</strong> <strong>research</strong> be<strong>in</strong>g considered by <strong>the</strong> community as<br />
a luxury <strong>and</strong> by <strong>research</strong>ers only as a vehicle for foreign travel <strong>and</strong> promotion. The bra<strong>in</strong><br />
dra<strong>in</strong> problem was underst<strong>and</strong>able. The lack of a national <strong>research</strong> policy whose objective<br />
is to solve local <strong>in</strong>dustrial problems toge<strong>the</strong>r with weak l<strong>in</strong>ks between academia <strong>and</strong><br />
<strong>in</strong>dustry <strong>and</strong> limited fund<strong>in</strong>g were serious problems.<br />
5.2. The Structure<br />
Th<strong>in</strong>gs began to change when new concepts such as <strong>the</strong> global marker began to emerge.<br />
It became clear that <strong>research</strong> is <strong>the</strong> only means to compete. Besides, <strong>in</strong>ternational fund<strong>in</strong>g<br />
agencies donated grants for common <strong>research</strong> between Egyptian <strong>research</strong>ers <strong>and</strong> <strong>the</strong>ir<br />
<strong>in</strong>ternational counterparts, with strict measures for fund<strong>in</strong>g. Research was carried out <strong>in</strong><br />
Egypt <strong>and</strong> <strong>the</strong> bra<strong>in</strong> dra<strong>in</strong> problem was m<strong>in</strong>imized. Egyptian <strong>research</strong> began to develop.<br />
Some groups began to work on moderniz<strong>in</strong>g <strong>in</strong>dustry, some to develop ICT applications,<br />
some began work<strong>in</strong>g on genetically-eng<strong>in</strong>eered agricultural products, etc. International<br />
cooperation began to achieve positive results by work<strong>in</strong>g closely with different m<strong>in</strong>istries<br />
<strong>and</strong> <strong>in</strong>dustries. This describes <strong>the</strong> present phase.<br />
The problem was only partially solved that way. Local plann<strong>in</strong>g <strong>and</strong> fund<strong>in</strong>g of <strong>research</strong><br />
were left for a later stage. The prime m<strong>in</strong>ister of Egypt will himself chair a new 18-member<br />
S&T council, modeled on a similar panel <strong>in</strong> Japan. The Supreme Council for Science <strong>and</strong><br />
Technology will <strong>in</strong>clude six scientists, eight Cab<strong>in</strong>et members with <strong>research</strong> portfolios,<br />
as well as representatives of <strong>in</strong>dustry <strong>and</strong> f<strong>in</strong>ance. The fund<strong>in</strong>g shortage had to be faced.<br />
The planned restructur<strong>in</strong>g would transfer most grant-giv<strong>in</strong>g functions of Egypt’s massive<br />
Academy of Scientific Research <strong>and</strong> Technology to <strong>the</strong> new grant<strong>in</strong>g agency, which will be<br />
called <strong>the</strong> Egyptian National Fund<strong>in</strong>g Agency. The academy will allow important topics to<br />
be <strong>in</strong>vestigated, but its future role will not be <strong>in</strong> fund<strong>in</strong>g <strong>research</strong>.<br />
