that the chancellors <strong>of</strong> the public universities should not be called vice-chancellors. They should be full chancellors with political<br />

maneuverings out <strong>of</strong> it completely. The president, the prime minister or whoever is a political head <strong>of</strong> the country should not be<br />

the chancellor <strong>of</strong> the university. Let the chancellors be elected or interviewed, recruited through a certain set procedure, so that<br />

the best person is given the job and the autonomy to run that university.<br />

(d) In-peachment<br />

It is time Kenyans stopped looking at political heads as small boards. We have given them a whole 38 years, where we respect<br />

them, we refer them but all they have done is throw sand into our cooking plate or eating plate. So, this time we want a<br />

<strong>constitution</strong> that will make sure that whoever makes the mistake at his position during and in the course <strong>of</strong> discharging his duties,<br />

must account for it to the rule <strong>of</strong> law, according to the rule <strong>of</strong> law <strong>of</strong> the country.<br />

(e) Provincial administration<br />

I would like a situation where by the provincial administration is changed or transformed into a kind <strong>of</strong> politics, where we have<br />

provincial governors elected by the people <strong>of</strong> that province or that region, so that they become accountable and not loyal to the<br />

political figure heads who appoints them. The appointment <strong>of</strong> which I have already said we do not need anymore, unless there<br />

is a parliamentary committee to do that.<br />

(f) Autonomy <strong>of</strong> our economic sectors i.e. agricultural, industrial and any other sector that helps us in developing our<br />

economy.<br />

I would like to see a situation where, for example The Kenya Sugar authority, The C<strong>of</strong>fee Board <strong>of</strong> Kenya, The Kenya Tea<br />

Developing Authority is not run from state house, Let them be independent the way we claim them to be independent. So that<br />

they make there decisions, whoever does not make a good decision for the country must account for it. Thank you very much.<br />

wengine hawana. Ningeonelea ile katiba mpya itayokuja, wale wako na mashamba ile makubwa makubwa, ichukuliwe na<br />

ipewe wale hawana, maanake hata zingine zinakaa bure bila kufanyiwa kazi zozote. Na kunao wale hawana, wangekuwa wa<br />

kiilima na inatoa mazao. (Interjection)<br />
