subdivision is immune from liability if<br />

how to use equipment or facilities unless<br />
that judgment or discretion was exercised<br />
with malicious purpose, in bad faith or in<br />
a wanton or reckless manner, because a<br />
political subdivision can act only through its<br />
employees.<br />
