<strong>Court</strong> Implements New System <strong>of</strong> Releasing Opinions<br />

In 2007, the <strong>Supreme</strong> <strong>Court</strong> <strong>of</strong> <strong>Ohio</strong> implemented a new system <strong>of</strong><br />

releasing opinions to improve efficiency and better enable the public<br />

and media to process and understand the actions <strong>of</strong> the <strong>Court</strong>.<br />

Slip Opinions<br />

In October 2007, the <strong>Court</strong> began releasing “slip opinions” <strong>of</strong> its<br />

decisions. A slip opinion is an opinion published in near-final draft<br />

form, reflecting the substance <strong>of</strong> the <strong>Court</strong>’s decision, but subject to<br />

further editing to correct typographical or other formatting errors.<br />

<strong>The</strong> U.S. <strong>Supreme</strong> <strong>Court</strong> and many other state supreme courts also<br />

release their opinions in slip form subject to further editing.<br />

After the slip opinions are published on the <strong>Supreme</strong> <strong>Court</strong>’s Web<br />

site, the fully edited version <strong>of</strong> the slip opinion is published later in the<br />

advance sheets <strong>of</strong> the <strong>Ohio</strong> Official Reports. Generally, the fully edited<br />

version <strong>of</strong> opinions will appear in the <strong>Ohio</strong> Official Reports advance<br />

sheets approximately four to six weeks following its initial release in slip<br />

form.<br />

Prior to implementing the new system, opinions generally were<br />

released in a fully edited format on the Wednesday preceding the<br />

publication <strong>of</strong> those opinions in the Monday issue <strong>of</strong> the <strong>Ohio</strong> Official<br />

Reports advance sheets.<br />

Merit Decisions with Opinions<br />

<strong>The</strong> <strong>Court</strong> also began releasing merit decisions with opinions three<br />

days per week, on Tuesdays, Wednesdays and Thursdays. Previously,<br />

merit decisions with opinions generally were released only on<br />

Wednesdays. As in the past, merit decisions with opinions will not be<br />

released on Mondays or Fridays unless under special circumstances,<br />

such as with expedited election matters. Regular case announcements<br />

with rulings on procedural motions, discretionary appeals accepted for<br />

review and other matters will continue to be announced every business<br />

day. <strong>The</strong> regular daily announcement is released at 9 a.m.<br />

Administrative Actions<br />

In addition, the <strong>Court</strong> also began releasing administrative actions in<br />

separate announcements, and the Office <strong>of</strong> Public Information writes<br />

summaries <strong>of</strong> administrative actions on the <strong>Court</strong>’s Web site similar to<br />

the summaries it provides <strong>of</strong> the merit decisions with opinions.<br />
