governments totalled $US 404 500 <str<strong>on</strong>g>from</str<strong>on</strong>g> 1985 to 1989. In additi<strong>on</strong>, a special c<strong>on</strong>tributi<strong>on</strong><br />
of $US 400 000 was made by China (TCDC/IPF) and <str<strong>on</strong>g>the</str<strong>on</strong>g> Thai Aid Programme in support<br />
of special activities.<br />
The project terminated <strong>on</strong> 31 December 1989, when a full-fledged Independent<br />
Intergovernmental <strong>NACA</strong> became established to receive <str<strong>on</strong>g>the</str<strong>on</strong>g> regi<strong>on</strong>al resp<strong>on</strong>sibilities and<br />
<str<strong>on</strong>g>the</str<strong>on</strong>g> implementati<strong>on</strong> mechanism of <str<strong>on</strong>g>the</str<strong>on</strong>g> UNDP/FAO <strong>NACA</strong> project. To enable it to be fully<br />
functi<strong>on</strong>al, <str<strong>on</strong>g>the</str<strong>on</strong>g> intergovernmental <strong>NACA</strong> was attached to <str<strong>on</strong>g>the</str<strong>on</strong>g> sec<strong>on</strong>d phase of <str<strong>on</strong>g>the</str<strong>on</strong>g> project<br />
‘Regi<strong>on</strong>al Seafarming Development and Dem<strong>on</strong>strati<strong>on</strong>’ in 1989–91.<br />
3. OBJECTIVES OF THE PROJECT<br />
The development objective of <str<strong>on</strong>g>the</str<strong>on</strong>g> project was to enable <str<strong>on</strong>g>the</str<strong>on</strong>g> expansi<strong>on</strong> of viable<br />
aquaculture systems through <str<strong>on</strong>g>the</str<strong>on</strong>g> improvement of existing technologies and <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
development of necessary technical expertise for implementing aquaculture<br />
development programmes and achieving producti<strong>on</strong> targets.<br />
The immediate objectives of <str<strong>on</strong>g>the</str<strong>on</strong>g> three phases of <str<strong>on</strong>g>the</str<strong>on</strong>g> project were to:<br />
Phases I and II<br />
• carry out multidisciplinary research <strong>on</strong> selected aquafarming systems to adapt,<br />
improve, or develop new technologies;<br />
• train core pers<strong>on</strong>nel needed for aquaculture development; and<br />
• maintain a regi<strong>on</strong>al informati<strong>on</strong> system for <str<strong>on</strong>g>the</str<strong>on</strong>g> provisi<strong>on</strong> of appropriate data and<br />
informati<strong>on</strong> for development planning, research and training.<br />
Phase III<br />
• c<strong>on</strong>solidate <str<strong>on</strong>g>the</str<strong>on</strong>g> establishment of an expanded network of aquaculture centres<br />
toge<str<strong>on</strong>g>the</str<strong>on</strong>g>r sharing <str<strong>on</strong>g>the</str<strong>on</strong>g> resp<strong>on</strong>sibilities of research, training and informati<strong>on</strong><br />
exchange essential to aquaculture development in <str<strong>on</strong>g>the</str<strong>on</strong>g> regi<strong>on</strong>;<br />
• streng<str<strong>on</strong>g>the</str<strong>on</strong>g>n instituti<strong>on</strong>al and pers<strong>on</strong>nel linkages between nati<strong>on</strong>al and regi<strong>on</strong>al<br />
aquaculture centres and <str<strong>on</strong>g>the</str<strong>on</strong>g>ir staff through exchange of technical pers<strong>on</strong>nel,<br />
know-how and informati<strong>on</strong>;<br />
• achieve regi<strong>on</strong>al self-reliance in aquaculture development through <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
establishment of a self-supporting network that would c<strong>on</strong>tinue to operate within<br />
<str<strong>on</strong>g>the</str<strong>on</strong>g> framework of Technical Cooperati<strong>on</strong> am<strong>on</strong>g Developing Countries (TCDC);<br />
and<br />
• promote <str<strong>on</strong>g>the</str<strong>on</strong>g> role of women in aquaculture development.<br />
4. RESULTS AND CONCLUSIONS<br />
4.1. IMPLEMENTATION STRATEGY<br />
The overall strategy in project implementati<strong>on</strong> emphasized five priority regi<strong>on</strong>al needs:<br />
• increase aquaculture producti<strong>on</strong> through effective transfer of established<br />
technologies in <str<strong>on</strong>g>the</str<strong>on</strong>g> regi<strong>on</strong>;<br />
• train senior pers<strong>on</strong>nel in <str<strong>on</strong>g>the</str<strong>on</strong>g> planning and executi<strong>on</strong> of aquaculture development<br />
and producti<strong>on</strong> undertakings;<br />
• help justify government financial support to nati<strong>on</strong>al aquaculture project; and<br />
• take <strong>on</strong> <strong>on</strong>ly relevant adaptive research that facilitates increasing producti<strong>on</strong>,<br />
leaving basic research though complementary for academic instituti<strong>on</strong>s.
