The <strong>NACA</strong> and Seafarming (RAS/90/002) projects have shared management resources<br />
under a cost-effective arrangement. When <str<strong>on</strong>g>the</str<strong>on</strong>g> seafarming project terminates, its<br />
integrati<strong>on</strong> into <str<strong>on</strong>g>the</str<strong>on</strong>g> Intergovernmental <strong>NACA</strong> will expand <str<strong>on</strong>g>the</str<strong>on</strong>g> network with <str<strong>on</strong>g>the</str<strong>on</strong>g> additi<strong>on</strong> of<br />
<str<strong>on</strong>g>the</str<strong>on</strong>g> eight seafarming nodal centres. This will also effectively bring coastal and marine<br />
aquaculture into <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>NACA</strong> umbrella.<br />
Aquaculture has been largely traditi<strong>on</strong>al until a decade ago. The priority <str<strong>on</strong>g>the</str<strong>on</strong>g>n was to<br />
increase producti<strong>on</strong> and <str<strong>on</strong>g>the</str<strong>on</strong>g>refore producti<strong>on</strong> technology was needed. At present, most<br />
of <str<strong>on</strong>g>the</str<strong>on</strong>g> technical skills and technologies are available for most culture systems. Research<br />
and development should now adopt a multidisciplinary approach in order to overcome<br />
<str<strong>on</strong>g>the</str<strong>on</strong>g> broader, n<strong>on</strong>-biotechnical c<strong>on</strong>straints. The network umbrella c<strong>on</strong>cept will be most<br />
appropriate in developing a regi<strong>on</strong>ally coordinated multidisciplinary research and<br />
development programme in which various centres of excellence will have <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
resp<strong>on</strong>sibility for specific disciplines. The same pooling of resources and sharing of<br />
resp<strong>on</strong>sibilities adopted by <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>NACA</strong> project will be followed.<br />
One of <str<strong>on</strong>g>the</str<strong>on</strong>g> initiatives of <str<strong>on</strong>g>the</str<strong>on</strong>g> project to help lay a firm foundati<strong>on</strong> for <str<strong>on</strong>g>the</str<strong>on</strong>g> Intergovernmental<br />
<strong>NACA</strong> was <str<strong>on</strong>g>the</str<strong>on</strong>g> organizati<strong>on</strong> in June 1989 of a c<strong>on</strong>sultative meeting am<strong>on</strong>g agencies and<br />
organizati<strong>on</strong>s in <str<strong>on</strong>g>the</str<strong>on</strong>g> regi<strong>on</strong> implementing aquaculture development and related projects.<br />
The meeting adopted a set of recommendati<strong>on</strong>s to assure collaborati<strong>on</strong> am<strong>on</strong>g <str<strong>on</strong>g>the</str<strong>on</strong>g>m,<br />
foster cooperati<strong>on</strong> in areas of mutual interests and avoid duplicati<strong>on</strong> of efforts. The o<str<strong>on</strong>g>the</str<strong>on</strong>g>r<br />
initiative is liaising with d<strong>on</strong>or governments and agencies with <str<strong>on</strong>g>the</str<strong>on</strong>g> view of seeking<br />
collaborative support for <str<strong>on</strong>g>the</str<strong>on</strong>g> implementati<strong>on</strong> of some of <str<strong>on</strong>g>the</str<strong>on</strong>g> field activities under <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
<strong>NACA</strong> Programme of Work. These are essential preparatory acti<strong>on</strong>s for <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
establishment of a fully functi<strong>on</strong>al independent <strong>NACA</strong> organizati<strong>on</strong>.<br />
As originally planned, <str<strong>on</strong>g>the</str<strong>on</strong>g> project was phased out by 1989. However, c<strong>on</strong>sultati<strong>on</strong>s with<br />
officials c<strong>on</strong>cerned with <str<strong>on</strong>g>the</str<strong>on</strong>g> participating governments and instituti<strong>on</strong>s showed <str<strong>on</strong>g>the</str<strong>on</strong>g> need<br />
for internati<strong>on</strong>al assistance in <str<strong>on</strong>g>the</str<strong>on</strong>g> early stages of <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>NACA</strong> network operating<br />
independently for <str<strong>on</strong>g>the</str<strong>on</strong>g> first time as an intergovernmental organizati<strong>on</strong>. The assistance<br />
would firm up <str<strong>on</strong>g>the</str<strong>on</strong>g> foundati<strong>on</strong> for <str<strong>on</strong>g>the</str<strong>on</strong>g> Intergovernmental <strong>NACA</strong> by providing advisory<br />
activities and funding support needed to c<strong>on</strong>solidate and improve <strong>on</strong>going regi<strong>on</strong>al<br />
activities, initiate new programmes, mobilize funding support <str<strong>on</strong>g>from</str<strong>on</strong>g> various d<strong>on</strong>or<br />
agencies and liaise with o<str<strong>on</strong>g>the</str<strong>on</strong>g>r instituti<strong>on</strong>s in and outside <str<strong>on</strong>g>the</str<strong>on</strong>g> regi<strong>on</strong>. It would prepare <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
Governments to fully assume <str<strong>on</strong>g>the</str<strong>on</strong>g> funding for <str<strong>on</strong>g>the</str<strong>on</strong>g> core programme through <str<strong>on</strong>g>the</str<strong>on</strong>g>ir<br />
mandatory c<strong>on</strong>tributi<strong>on</strong>s. It would also permit <strong>NACA</strong> to c<strong>on</strong>tinue to engage <str<strong>on</strong>g>the</str<strong>on</strong>g> services<br />
of <str<strong>on</strong>g>the</str<strong>on</strong>g> regi<strong>on</strong>al and nati<strong>on</strong>al experts who have been sec<strong>on</strong>ded to <str<strong>on</strong>g>the</str<strong>on</strong>g> project by <str<strong>on</strong>g>the</str<strong>on</strong>g>ir<br />
governments and <str<strong>on</strong>g>the</str<strong>on</strong>g>refore are already trained in <str<strong>on</strong>g>the</str<strong>on</strong>g> various activities required to<br />
operate <str<strong>on</strong>g>the</str<strong>on</strong>g> network.
