Conclusion:
The overall result of this activity was <strong>the</strong> establishment of a self-reliant and autonomous
Intergovernmental NACA Organization. The streng<strong>the</strong>ning of <strong>the</strong> Network centres
attracted <strong>the</strong> collaboration of o<strong>the</strong>r organizations and agencies. An autonomous NACA
organization, with its core programme funded by member governments, created a more
conducive environment for bilateral and multilateral agencies to channel <strong>the</strong>ir assistance,
<strong>the</strong>reby supporting <strong>the</strong> governments at managing NACA and fur<strong>the</strong>r streng<strong>the</strong>ning <strong>the</strong>ir
collective efforts in expanding aquaculture development in <strong>the</strong> region.
With fur<strong>the</strong>r collaborative support, NACA could continue to offer an excellent opportunity
for donor governments and agencies to work toge<strong>the</strong>r on activities of mutual interest and
achieve <strong>the</strong> common goal of improving <strong>the</strong> socio-economic well-being of <strong>the</strong> region's
people.
5. RECOMMENDATIONS
One of <strong>the</strong> major tasks of <strong>the</strong> project was to create a fully functional, autonomous
Intergovernmental NACA, to take over <strong>the</strong> regional aquaculture development mechanism
of <strong>the</strong> project. Having demonstrated <strong>the</strong> effectiveness of <strong>the</strong> network of regional
collaborative efforts in developing aquaculture, it was recommended that <strong>the</strong>
Intergovernmental NACA be streng<strong>the</strong>ned fur<strong>the</strong>r and continue to establish collaborative
arrangements with UNDP/FAO and international and donor agencies.
The streng<strong>the</strong>ning of <strong>the</strong> network centres had attracted <strong>the</strong> collaboration of o<strong>the</strong>r

It was envisaged that <strong>the</strong> obligatory contribution of member governments, based on <strong>the</strong>
approved formula, was only sufficient to maintain a core staff nationals seconded by <strong>the</strong>
governments or recruited directly by Intergovernmental NACA at a special scale lower
than international rates. Therefore, donors have to be found for most of <strong>the</strong> field
programmes. In this connection, <strong>the</strong> Five-year Programme of Work of NACA approved
by <strong>the</strong> Provisional Governing Council during its third session held in Bangkok in January
1989 proposed a number of ways for obtaining external funding support. One of <strong>the</strong>se
was for NACA to undertake <strong>the</strong> responsibility of implementing projects of international
agencies like UNDP and FAO, as well as <strong>the</strong> World Bank and Asian Development Bank,
that fall within <strong>the</strong> field of interest and competence of <strong>the</strong> organization.
The diversity of problems in <strong>the</strong> region calls for cooperative regional actions for solutions.
The network mechanism has proven <strong>the</strong> effectiveness of pooling of resources and
sharing of responsibilities, as well as results of research and development in
approaching common problems.
Moreover, <strong>the</strong> level of aquaculture production in <strong>the</strong> Asia and <strong>the</strong> Pacific Region can
fur<strong>the</strong>r be raised by increasing <strong>the</strong> present production acreage and/or by replacing <strong>the</strong>
