PEACE AND GOVERNANCE<br />
The research programmes of the institutions of the<br />
University shall include, among other subjects,<br />
coexistence between peoples having different cultures,<br />
languages <strong>and</strong> social systems; peaceful relations between<br />
States <strong>and</strong> the maintenance of peace <strong>and</strong> security;<br />
human rights; ... <strong>and</strong> universal human values related to<br />
the improvement of the quality of life.<br />

In order to be faithful to the vision <strong>and</strong> ideals of the <strong>United</strong><br />
<strong>Nations</strong>, which has the primary responsibility for the<br />
maintenance of international peace <strong>and</strong> security, UNU<br />
work addresses issues of peace, security <strong>and</strong> governance.<br />
The University’s Peace <strong>and</strong> Governance Programme<br />
focuses on pre-conflict (for example, the root causes of<br />
conflict, preventive diplomacy), conflict (peace operations,<br />
conflict management) <strong>and</strong> post-conflict (peace-building,<br />
reconstruction) measures, as well as issues of governance<br />
(the nature <strong>and</strong> effectiveness of political, judicial <strong>and</strong><br />
administrative institutions, <strong>and</strong> human rights <strong>and</strong><br />
democracy). It also analyses the structure of the<br />
international system <strong>and</strong> how globalization can be<br />
managed, regulated <strong>and</strong> governed more effectively. The<br />
work of the Peace <strong>and</strong> Governance Programme takes a<br />
forward-looking, innovative approach to these issues <strong>and</strong><br />
challenges – one that conceptualizes peace, governance<br />
<strong>and</strong> security in the broadest sense.<br />

causes, consequences <strong>and</strong> patterns of contemporary<br />
conflict, <strong>and</strong> the role of community <strong>and</strong> international<br />

This section of the report focuses on UNU projects related<br />
to global problem-solving, conflict prevention, conflict<br />
interventions, conflict research <strong>and</strong> policy, conducting<br />
research in violent societies, South Asia’s effect on<br />
international peace <strong>and</strong> security, the plight of international<br />
migrants, <strong>and</strong> the nexus of geostrategic <strong>and</strong> human rights<br />
paradigms in international politics.<br />
Global Problem-Solving<br />
The Peace <strong>and</strong> Governance Programme plays a leading<br />
role in international debates <strong>and</strong> problem-solving<br />
PEACE<br />
The UNU mission in this thematic area – to contribute,<br />
through research, policy analysis <strong>and</strong> capacity<br />
development activities to the promotion of sustainable<br />
peace <strong>and</strong> good governance – is challenging <strong>and</strong> complex.<br />
It requires attention to the causes of war as well as to the<br />
conditions of peace <strong>and</strong> welfare before, during <strong>and</strong> after<br />
armed conflict. The intellectual framework of human<br />
security <strong>and</strong> human development has guided the selection<br />
<strong>and</strong> shape of many of UNU’s activities. UNU work in the<br />
broad thematic area of peace concentrates on:<br />
• international relations <strong>and</strong> world order – the evolving<br />
norms, institutions <strong>and</strong> interactions of international<br />
relations;<br />
• the UN system – the role of the UN in preventing <strong>and</strong><br />
managing conflict, contributing to post-conflict peacebuilding,<br />
<strong>and</strong> maintaining a stable international order;<br />
• human security – reflecting the shift in focus from<br />
military defence of the state to preservation <strong>and</strong><br />
