<strong>Sustainable</strong> <strong>Development</strong> Governance<br />

The UNU/IAS research project on “<strong>Sustainable</strong><br />

<strong>Development</strong> Governance,” undertaken in cooperation<br />

with the University of Kitakyushu (Japan) <strong>and</strong> financially<br />

supported by the Japan Foundation Center for Global<br />

Partnership, issued two substantive policy reports in 2002.<br />

The preliminary UNU report, International <strong>Environment</strong>al<br />

Governance – The Question of Reform: Key Issues <strong>and</strong><br />

Proposals, was submitted to the 3rd Prepcom for the<br />

World Summit on <strong>Sustainable</strong> <strong>Development</strong> (WSSD), held<br />

25 March to 5 April 2002 at the UN Headquarters in New<br />

York. The final report, comprising the works of 21<br />

scholars, was adjusted to include new findings <strong>and</strong><br />

additional work; this report, UNU/IAS Report:<br />

International <strong>Sustainable</strong> <strong>Development</strong> Governance, The<br />

Question of Reform, Key Issues <strong>and</strong> Proposals, was<br />

presented at the WSSD in Johannesburg as an official UN<br />

background document for the WSSD deliberations.<br />

Several roundtables <strong>and</strong> invitational lectures, attended<br />

by representatives of government, academia, industry <strong>and</strong><br />

the diplomatic corps, were also held at UNU/IAS in<br />

Tokyo. Roundtable events on 9 May <strong>and</strong> 1 October<br />

discussed, respectively, implementation of the Kyoto<br />

Protocol <strong>and</strong> post-WSSD global change research, while the<br />

lectures on 28 May <strong>and</strong> 20 June focused on multilateral<br />

environmental agreements <strong>and</strong> the WTO Doha Round.<br />

<strong>Sustainable</strong> Mountain <strong>and</strong> Forest<br />

<strong>Development</strong><br />

Promoting sustainable mountain development is a complex<br />

<strong>and</strong> multi-faceted challenge. Home to more than 600<br />

million people, <strong>and</strong> a source of water for half the world’s<br />

population, mountains are vulnerable to a wide array of<br />

human-created threats that are exacerbated by regional<br />

differences in geography, ecology <strong>and</strong> culture. UNU is<br />

committed to promoting sustainable development policies<br />

that address the various threats while acknowledging <strong>and</strong><br />

incorporating the cultural diversity of local inhabitants <strong>and</strong><br />

utilizing local knowledge as a means to preserve<br />

biodiversity.<br />

Much of UNU’s work on mountain issues has been in<br />

the form of awareness-raising through conferences, reports<br />

<strong>and</strong> a yearly calendar (distributed globally) depicting<br />

mountain ecosystems. UNU has also been conducting<br />

research on mountain issues, <strong>and</strong> many of the findings<br />

have been instrumental in challenging conventional<br />

thought on such issues as degradation of mountain<br />

environments, flooding <strong>and</strong> the role of mountain people in<br />

conserving their own environment.<br />

Since 1997, UNU has been working closely with the<br />

Food <strong>and</strong> Agriculture Organization of the <strong>United</strong> <strong>Nations</strong>,<br />

the lead agency for the <strong>United</strong> <strong>Nations</strong> International Year<br />

of Mountains 2002 (IYM2002) 7 , <strong>and</strong> other relevant<br />

organizations to ensure that<br />

the broadest possible range of<br />

expertise is focused on<br />

reaching the goals of<br />

sustainable mountain<br />

development. To mark the<br />

start of IYM2002, UNU, in<br />

collaboration with the<br />

Graduate School of<br />

<strong>Environment</strong>al Earth Science<br />

at Hokkaido University,<br />

organized a public forum on<br />

“Mountains: <strong>Environment</strong> <strong>and</strong><br />

Human Activities” (31<br />

January), an international<br />

symposium on “Conservation<br />

of Mountain Ecosystems” (1<br />

February), <strong>and</strong> a UNU<br />
