In the present economic climate, the task of the<br />
ICAC's <strong>Operations</strong> <strong>Department</strong> will surely be difficult - perhaps<br />
more difficult than ever before. But I am neither discouraged<br />
nor pessimistic, because I know that the dedication<br />
and professionalism of the men and women who have<br />
chosen the ICAC as their vocation is greater than the adversity<br />
they face. My pledge is that, together, we will continue<br />
to provide the Hong Kong community with the same sterling<br />
standard of service they have come to expect from the<br />
ICAC, and that our objective of making corruption a high<br />
risk crime will be achieved in the future as it has been in the<br />
past. To that end I have already begun restructuring the<br />
<strong>Department</strong>, reinforcing the front-line investigative workforce<br />
by further streamlining support services.<br />
In the coming year, I will review all aspects of the<br />
<strong>Department</strong>'s work - procedures, systems, training and the<br />
like - with a view to enhancing performance and effectiveness.<br />
Ultimately, all this will mean more work for everyone,<br />
and the road ahead will not be easy but, as ever, we will<br />
prevail.<br />
In the meantime, I offer the <strong>2002</strong> edition of the<br />
<strong>Operations</strong> <strong>Department</strong> <strong>Review</strong>. The following pages contain<br />
what I hope readers will find an interesting and informative<br />
summary of our work during the past year.
