A1D grant supports...
(Continued from page 9)
The U.S.-Ukraine Foundation and
indiana University have previously host–
ed three parliamentary delegations to the
United States. Composed of diverse
groups of Ukrainian deputies, the delega–
tions have drawn upon the expertise of
an extensive network of federal, state
and local public officials, private sector
representatives and scholars in the
United States. Parliament Chairman
Pliushch headed the delegations for two
conferences and cited them as being
influential to the evolution of the
Parliament. The objectives, and activities
of the A1D reform project are a direct
result of these contacts and other exten–
sive consultations between members of
the Parliament, the U.S.-Ukraine
Foundation and indiana University over
a three-year period.
"The project's primary function is to
provide these policymakers with informa–
tion they need to target reforms appropri–
ately and deliver them effectively within
Ukraine's unique political context," Mrs.
McConnell said. The key to the success
of the project is that its activities are
designed to assist Ukrainian policymak–
ers as they focus directly on real prob–
lems confronted by the Supreme Council.
Historian lectures...
(Continued from page 8)
conditions would be better in an indepen–
dent Ukraine. With wide disappointment
in the poor performance of Ukraine's
economy, eastern Ukrainians, in the
recent parliamentary election "voted not
for reunification, but for 'just socialism'"
offered by the Kuchma-Hryniov platform,
according to Mr. Pavliuk.
Mr. Pavliuk said he believes the current
Ukrainian left-wing parties will not try to
restore the former Soviet Union while
President Boris Yeltsin is in power in
Russia. He also stated that the current
party of power, the "nomenklatura," does
not want reforms to proceed because they
have a vested economic interest in the cen–
tralized system. Consequently, the eco–
nomic crisis will worsen. This will result
in a struggle between the nationalist-com–
munists who want Ukraine's indepen–
dence without reforming the existing cen–
tralized system and the Communists who
wish to restore the former Soviet Union.
When asked about his view of U.S.
policy towards Ukraine, Mr. Pavliuk
replied that when he visited the U.S. two
years ago during the time of President
Kravchuk's visit, there was a large article
in The New York Times on Mr.
Gorbachev, with a very small passage on
President Kravchuk's visit to Washington.
Today, Ukraine gets more media exposure,
but the U.S. administration has no
clear policy towards the countries of the
former Soviet Union. He stated that there
is a line drawn by the West, east of which
Russia can do no wrong. The administra–
tion must treat Ukraine and the other
countries as "equal partners" in order to
boost their national confidence, he said.
With regard to the Crimean problem,
Mr. Pavliuk pointed out that much of the
tension is exaggerated and "deliberately
intensified" for political purposes on
both sides. The roots of the Crimean
conflict are artificial and not based on
ethnic disputes, and there is no discrimi–
nation in the Crimea against the Russian
population, he stated.
Regarding Ukraine's ownership of
nuclear weapons, Mr. Pavliuk said it was
a hasty decision to move all of the
weapons to Russia and not in Ukraine's
or Europe's interest. He favors moving
Ukraine's nuclear weapons to European
control for disposal.
