4.3 Policy mandate<br />
The outcome that the Refined JCPS Delivery Agreement (2012) seeks to achieve is<br />
that all people in South Africa are and feel safe. The agreement requires of the cluster<br />
to focus on seven expected outputs (only outputs relevant to the <strong>NPA</strong> are discussed<br />
throughout this document). All seven outputs are defined and underpinned by activities<br />
and timelines that are being managed and monitored at the highest executive levels<br />
within the JCPS.<br />
The <strong>NPA</strong> contributes to the achievement of the following outputs:<br />
Output 1: Reduced overall levels of serious crime, in particular, contact and trio<br />
crimes<br />
Output 2: A more effective Criminal Justice System (CJS)<br />
Output 3: Reduced corruption<br />
Output 4: Managed and improve perceptions of crime among the population<br />
Output 7: Secure cyber space<br />
These outputs are further refined and specific activities and measures are identified for<br />
each.<br />
In respect of the <strong>NPA</strong> the following require priority:<br />
a. A focus on the prosecution of serious and priority crimes, which includes<br />
corruption and contact crimes (especially the trio crimes) 3<br />
b. Improve prosecutor capacity and efficiency<br />
c. Participate in the implementation of the Criminal Justice Review 7-point plan<br />
d. Participate in the implementation of integrated case flow management in all<br />
courts<br />
e. Increase the finalisation of criminal cases, both through trials and alternative<br />
dispute resolution mechanisms, and reduce the case backlogs and average<br />
length of time persons spend in remand detention<br />
f. Develop and implement a plan for effective and efficient joint case planning with<br />
SAPS to reduce corruption<br />
g. Improve support to victims of crime, which includes increase in the number of<br />
Thuthuzela Care Centres (TCCs)<br />
h. Successful convict 100 people by 2014 for corruption where the amount involved<br />
is more than R5 million<br />
3 Trio crimes consists of robbery at residential premises, robbery at business premises and carjacking (JCPS Delivery Agreement).<br />
