This Strategy is aligned to Outcome 3 of the Government Priorities, which seeks to ensure<br />

that all people in South Africa are and feel safe. In conducting prosecutions, the <strong>NPA</strong> plays a<br />

critical role towards achieving the outcome. The 2012 Government Midterm Review report<br />

states that in addition to crime in general, one of the key challenges for government is<br />

corruption. Corruption is increasingly damaging government’s ability and determination to<br />

deliver on its mandate.<br />

Furthermore, as recommended by the <strong>National</strong> <strong>Plan</strong>ning Commission (NPC) 1 based on the<br />

findings of the NPC Diagnostic Report (June 2011), the <strong>NPA</strong> facilitated a <strong>National</strong><br />

Stakeholders Workshop (on 14 November 2012) in order to align the strategic plans of the<br />

JCPS cluster departments and the 7-Point <strong>Plan</strong>. During the workshop discussions focused<br />

on the challenges and bottlenecks which impact on performance and service delivery, such<br />

as delays within the system. It included the identification of interventions to address these<br />

challenges and bottlenecks, and an approach to monitor identified interventions jointly.<br />

These interventions will be refined and action plans will be developed to facilitate and<br />

coordinate the implementation of the identified resolutions.<br />

The <strong>NPA</strong> has adopted a zero tolerance approach to corruption in respect of its employees<br />

and closely monitors the prosecution of corruption cases, particularly in respect of JCPS<br />

officials in line with government priorities. The organisation will continue to be active on the<br />

interdepartmental structures established to address corruption. Even though the targets in<br />

respect to convicting persons in relation to corruption exceeding R5m have not been met,<br />

noteworthy progress has been made in the identification of potential cases and the<br />

development of investigation and prosecution strategies to deal with these cases in the short<br />

to medium term. However, there has been a huge improvement (269%) in the number of<br />

JCPS officials convicted of corruption, which increased from 29 in 2010/11 to 107 during<br />

2011/12.<br />

The organisation is committed to transforming itself to meet the needs of society by<br />

contributing to the effectiveness of the CJS. The <strong>NPA</strong> structure has been re-aligned to<br />

improve service delivery in identified areas through specialist units and an integrated<br />

prosecution service. The alignment was necessitated by an analysis of the performance of<br />

the organisation and the links to the structure. These changes will ensure that the provision<br />

of these services is efficient and that the accountability level is enhanced.<br />
