commercial mariner crews provide further maintenance that continues during the year. Good<br />
maintenance helps to reach the program goal of 85 percent readiness, which was exceeded at 90<br />
percent in <strong>2010</strong> and 90 percent again in 20<strong>11</strong>. Readiness is measured in mission ready ship-days,<br />
accumulating the readiness days of all the RRF ships. The 90 percent means ship availability was at<br />
16,098 ship-days in <strong>2010</strong> and 15,989 ship-days in 20<strong>11</strong>.<br />
Outporting<br />
44 RRF vessels were kept in reduced operating status at 16 commercial layberth facilities in the U.S (the<br />
remaining 4 were berthed at anchor). Port facility operators received almost $30 million for their<br />
services.<br />
In fiscal year 20<strong>11</strong>, MARAD initiated negotiations to award a contract to design and build a new<br />
Beaumont Reserve Fleet Layberth Facility. When constructed, the facility will open an area on the east<br />
bank of the Neches River to industrial support, providing an economic boost to this low-income<br />
location.<br />
Maritime Command Center<br />
The Maritime Command Center (MCC) monitors ship activations and emergent world events. In fiscal<br />
years <strong>2010</strong> and 20<strong>11</strong>, the MCC supported several major operations. A 7.0-magnitude earthquake struck<br />
