of Congress understand these funds are vital for necessary
projects. In a public relations spin, Congress is now calling
them “additional funding” or “policy riders” rather than
their negative predecessor. Even though the Republican
conferences in both chambers adopted temporary earmark
moratoriums in 2010, members are still attaching individual
funding projects to legislation.
Some are working to stop it completely. Sen. Claire
McCaskill (D-Mo.) said the moratoriums still contain loopholes,
and the recent defense spending bill that passed
includes a number of earmarks. McCaskill and Sen. Pat
Toomey (R-Penn.) are pushing a permanent earmark ban
by creating a new Senate rule granting every senator the
power to challenge any bill containing earmarks. A twothirds
majority of the Senate would be required to overrule
the challenge.
Meanwhile, on the PNW home front, the additional
funding is working in favor of the Corps and
Washington’s river system. Recently, the House approved
their FY2012 Energy & Water appropriations bill which
calls for additional funding in the General Investigations,
Construction and Operations & Maintenance accounts to
be made available to the Corps, with the Administration
having discretion over how these additional monies are
spent. The Senate followed the same pattern, but with
more funding proposed.
