*Amend the zoning bylaws <strong>of</strong> the <strong>Town</strong> <strong>of</strong> <strong>Ludlow</strong>, Section 7.1.6 to add the following sub-section:<br />
7.1.6. d. If the approving Board fails to take action within the time frame detailed in 7.1.6, sections b and c, approval<br />
shall be deemed granted following the procedures for constructive approval <strong>of</strong> Special Permits in Section 9, Chapter<br />
40A, <strong>of</strong> the General Laws.<br />

*Amend the Zoning Bylaws <strong>of</strong> the <strong>Town</strong> <strong>of</strong> <strong>Ludlow</strong> SECTION VI: SPECIAL LAND USE REGULATIONS, by<br />
adding the following, 6.8 COMMERCIAL KENNELS: A special permit and site plan approval may be issued for<br />
a commercial kennel by the Planning Board. The minimum acreage required shall be a parcel that consists <strong>of</strong> at<br />
least 10 acres. The facility shall be located not less than 150 feet from any street line and not less than 100 feet from<br />
any side or rear lot line. Maintenance <strong>of</strong> the facility shall conform to all regulations <strong>of</strong> the Board <strong>of</strong> Health and State<br />
Health authorities.<br />

the following information unless waived by the Planning Board: (1.) Lighting Plan with Luminaire Schedule,<br />
prepared by an engineer. (2.) Elevations showing the front, rear and sides <strong>of</strong> the building design. (3.) Signage<br />
design with dimensions and locations. (4.) Area where snow will be stored.<br />
OTHER NEWS:<br />
During the March election the Planning Board saw a change in members with Edgar Minnie III losing re-election to<br />
Carlos Chaves. The Board would like to take this time to express their sincere gratitude for his six years <strong>of</strong> service<br />
on the Planning Board.<br />
Throughout <strong>2010</strong> the Master Plan Committee has worked on reviewing and commenting on the draft chapters<br />
completed by the Pioneer Valley Planning Commission. So far the Master Plan Committee has completed the<br />
review <strong>of</strong> the following draft chapters: Transportation; Economic Development; Public Facilities; Energy; Historic,<br />
Cultural, and Recreational Resources; Housing , Open Space and Natural Resources Chapter; and Land Use.<br />
In conjunction with the Master Plan Project, the Kitty and Michael Dukakis Center for Urban and Regional Policy at<br />
Northeastern University completed a study, titled the Economic Development Self-Assessment Tool Results for the<br />
<strong>Town</strong> <strong>of</strong> <strong>Ludlow</strong>, which used comparison data based on responses from other communities that have completed<br />
assessments. This assessment included an analysis <strong>of</strong> where <strong>Ludlow</strong> is particularly strong and where there may be<br />
some areas <strong>of</strong> potential improvement to promote <strong>Ludlow</strong>’s economic development potential relative to other<br />
comparison groups.<br />
