STATE PRIMARY SEPTEMBER 14, <strong>2010</strong><br />

A total <strong>of</strong> 1990 (14%) (DEM, REP, LIB) ballots were cast. Total number <strong>of</strong> registered voters 13,571. Precinct 1-<br />

233; Precinct 2-217; Precinct 3-314; Precinct 4-276; Precinct 5-144; Precinct 6-341: For a total <strong>of</strong> 1,990 ballots<br />

were cast. The polls were open from 7:00 am until 8:00 pm.<br />

PROCEEDINGS FALL SPECIAL TOWN MEETING OCTOBER 4, <strong>2010</strong><br />

ARTICLE 1: Voted that the <strong>Town</strong> raise and appropriate the sum <strong>of</strong> $197,604.01 for unpaid bills and/or<br />

overexpended accounts <strong>of</strong> previous years as follows: $168,911.00 – Springfield Water & Sew Commission -<br />

$400.00 – Northeast Overhead Door Corporation - $21,656.97 – Covanta Energy - $6,370.40 – Baystate Medical<br />

Center - $265.64 – Deborah Hoadley, MD, LLC . $197,604.01 Total<br />

ARTICLE 2: Voted that the <strong>Town</strong> renew the lease agreement number CA51-5-87-81 between the <strong>Town</strong> and<br />

(439AW/CC) Westover AFB for a period <strong>of</strong> five (5) years in accordance with the current agreement which expires<br />

on March 31, 2011, and including A 22 acre tract which is described as printed on Article 2 <strong>of</strong> the October 4, <strong>2010</strong><br />

Special <strong>Town</strong> Meeting Warrant.<br />

ARTICLE 3: Voted that the <strong>Town</strong> amend the Compensation Plan <strong>of</strong> the Personnel Policy Bylaw <strong>of</strong> the <strong>Town</strong> <strong>of</strong><br />

<strong>Ludlow</strong> as authorized under Chapter 41, sec 108A and 108C <strong>of</strong> the Massachusetts General Laws by deleting the<br />

current minimums and maximums and increment steps for Cable Television, Schedule XIV and replacing them with<br />

a new Schedule as printed in Article 3 <strong>of</strong> the October 4, <strong>2010</strong> Special <strong>Town</strong> Meeting Warrant.<br />

ARTICLE 4: Voted that the <strong>Town</strong> amend the Classification Plan <strong>of</strong> the Personnel Policy Bylaw <strong>of</strong> the <strong>Town</strong> <strong>of</strong><br />

<strong>Ludlow</strong> as authorized under Chapter 41, Sec 108A and 108C <strong>of</strong> the Massachusetts General Laws by changing the<br />

number <strong>of</strong> Office/Studio Assistants assigned to Cable Television from four part time positions to three part time and<br />

one full time positions as printed in Article 4 <strong>of</strong> the October 4, <strong>2010</strong> Special <strong>Town</strong> Meeting Warrant.<br />

ARTICLE 5: Voted that the <strong>Town</strong> amend Article 20 <strong>of</strong> the October 4, 1993 <strong>Town</strong> Meeting by deleting the section<br />

referencing the $20.00 Per Household Fee <strong>of</strong> the Annual Subscription Fund and replacing it with the Bold Section;<br />

“This fund will consist <strong>of</strong> amounts collected from an annual subscription fee, the amount <strong>of</strong> which to be determined<br />

by a vote <strong>of</strong> the Board <strong>of</strong> Selectmen, which will be assessed on a voluntary basis to all participating households<br />

within the <strong>Town</strong> <strong>of</strong> <strong>Ludlow</strong>. All proceeds from said fees shall be deposited into the Ambulance Subscription Fund<br />

to be used to pay any unpaid balances resulting from insurance payments except in the case <strong>of</strong> Medicare or Medicaid<br />

or any insurance in which the <strong>Town</strong> is required to accept assignment <strong>of</strong> benefits,” and adding the additional<br />

provisions as printed in article 5 <strong>of</strong> the October 4, <strong>2010</strong> Special <strong>Town</strong> Meeting Warrant.<br />

ARTICLE 6: Voted that the <strong>Town</strong> amend the Compensation Plan <strong>of</strong> the Personnel Policy Bylaw <strong>of</strong> the <strong>Town</strong> <strong>of</strong><br />

<strong>Ludlow</strong> as authorized under Chapter 41, sec. 108A and 108C <strong>of</strong> the Massachusetts General Laws by deleting the<br />

current minimums and maximums and increment steps for Nurses, Schedule VII, and replacing them with a new<br />

Schedule as printed in Article 6 <strong>of</strong> the October 4, <strong>2010</strong> Special <strong>Town</strong> Meeting Warrant.<br />

ARTICLE 7: Voted that the <strong>Town</strong> amend the Compensation Plan <strong>of</strong> the Personnel Policy Bylaw <strong>of</strong> the <strong>Town</strong> <strong>of</strong><br />

<strong>Ludlow</strong> as authorized under Chapter 41, sec 108A and 108C <strong>of</strong> the Massachusetts General Laws by deleting the<br />

current minimums and maximums and increment steps for Police Dispatchers, Special Police, Finger Printer, School<br />

Crossing Guards and Police Matron, Schedule IV, and replacing them with a new Schedule as printed in Article 7 <strong>of</strong><br />

the October 4, <strong>2010</strong> Special <strong>Town</strong> Meeting Warrant.<br />

ARTICLE 8: Voted to postpone action on Article 8 <strong>of</strong> the October 4, <strong>2010</strong> Special <strong>Town</strong> Meeting Warrant.<br />

ARTICLE 12: Voted that the <strong>Town</strong> amend the Zoning Bylaws <strong>of</strong> the <strong>Town</strong> <strong>of</strong> <strong>Ludlow</strong>, section VI: Special Land<br />

Use Regulations, to add 6.8 Commercial Kennels as follows: A special permit and site plan approval may be issued<br />

for a commercial kennel by the Planning Board. The minimum acreage required shall be a parcel that consists <strong>of</strong> at<br />

least 10 acres. The facility shall be located not less than 150 feet from any street line and not less than 100 feet from<br />

any side or rear lot line. Maintenance <strong>of</strong> the facility shall conform to all regulations <strong>of</strong> the Board <strong>of</strong> Health and State<br />

Health authorities.<br />
