Estimated Cost: Estimated $2,000 annually per location for all equipment and services:<br />

1,500 absorbent sheets, and 3-4 pickups <strong>of</strong> used oil absorbent. However, additional<br />

funding for coordination and administration services for such a program would be<br />

required.<br />

Activity OS 1.3 - Evaluate effectiveness <strong>of</strong> <strong>the</strong> two absorbent exchange program “pilot”<br />

sites and adapt as necessary.<br />

Once <strong>the</strong> program has been underway for at least six months, GFNMS staff and partners<br />

would conduct an evaluation to determine whe<strong>the</strong>r adjustments to <strong>the</strong> program are<br />

necessary. Adjustments could include modifications to equipment or procedures and<br />

establishment <strong>of</strong> additional sites or relocation <strong>of</strong> equipment from “pilot” sites to alternate<br />

locations. The proposed evaluation would consider <strong>the</strong> number <strong>of</strong> absorbents distributed,<br />

volume <strong>of</strong> used oil collected, and identification <strong>of</strong> issues and challenges for personnel for<br />

each site.<br />

Potential Partners: Marin County/MCSTOPPP, CCC, <strong>vessel</strong>-related facility owners<br />

Estimated Cost: Costs are limited to Partner Agency staff time. Funding for a GFNMS<br />

Tomales Bay Project Coordinator may be necessary.<br />

STRATEGY OS-2: Develop a boater outreach <strong>plan</strong> for <strong>vessel</strong> oil and bilge practices.<br />

GFNMS staff <strong>plan</strong>s to develop and implement an education and outreach <strong>plan</strong> for all<br />

<strong>vessel</strong> users (overnight and day users) on proper <strong>management</strong> <strong>of</strong> <strong>vessel</strong> oil, fuel and o<strong>the</strong>r<br />

maintenance products.<br />

Activity OS 2.1 - Compile and distribute existing educational materials and information<br />

on BMPs for proper <strong>management</strong> <strong>of</strong> oil fuel and o<strong>the</strong>r boat maintenance products.<br />

Staff from GFNMS and partner agencies would compile and review existing information<br />

and educational materials regarding BMPs for proper <strong>management</strong> <strong>of</strong> <strong>vessel</strong> oil, fuel and<br />

o<strong>the</strong>r boat maintenance products. Appropriate educational materials would be distributed<br />

to boaters on <strong>the</strong> <strong>bay</strong> as part <strong>of</strong> <strong>the</strong> Tomales Bay Boater Education and Outreach Program<br />

(see Strategy EO-1 for more information on this proposed program).<br />

Potential Partner Agencies: CCC, CDBW, NPS, Marin County/MCSTOPPP<br />

Estimated Cost: Costs are limited to Partner Agency staff time. Funding for a GFNMS<br />

Tomales Bay Project Coordinator or <strong>the</strong> commitment <strong>of</strong> dedicated staff time by ano<strong>the</strong>r<br />

agency is needed to implement this recommendation.<br />
