D. BOATER EDUCATION AND OUTREACH PROGRAM<br />

Issue Statement:<br />

Boater education programs, such as <strong>the</strong> California Boating Clean and Green Campaign<br />

and Dockwalkers, have been shown to be highly effective in changing behaviors and<br />

reducing environmental impacts from routine boat operation and maintenance. While<br />

several businesses and agencies with jurisdictions adjacent to Tomales Bay do educate<br />

visitors about protecting sensitive marine habitat, preventing harmful discharges, or<br />

preventing disturbance to wildlife, <strong>the</strong>re is currently no comprehensive boater education<br />

and outreach program for Tomales Bay specifically. GFNMS staff will ensure that<br />

boaters on Tomales Bay are informed <strong>of</strong> not only <strong>the</strong> importance <strong>of</strong> protecting <strong>the</strong> <strong>bay</strong><br />

but also ways to minimize <strong>the</strong>ir impacts <strong>vessel</strong> operation and <strong>the</strong> various laws and<br />

regulations with which <strong>the</strong>y must comply.<br />

Current education programs and materials related to Tomales Bay as well as general<br />

boating information such as <strong>the</strong> Clean Boating pamphlet and <strong>the</strong> ABCs <strong>of</strong> Boating could<br />

be incorporated into <strong>the</strong> Tomales Bay Boater Education Program. For example, several<br />

years ago CDBW produced a pamphlet entitled Safe Boating Hints on Tomales Bay; this<br />

document could be updated and expanded and distributed to Tomales Bay boaters.<br />

In order to be effective, <strong>the</strong> proposed education and outreach program must emphasize<br />

core messages that can be broadcast through a variety <strong>of</strong> mediums including brochures,<br />

signs, posters, presentations, and print and online media. Elements <strong>of</strong> <strong>the</strong> Tomales Bay<br />

Boater Education and Outreach Program should include specific products, programs and<br />

target locations.<br />

Implementation <strong>of</strong> <strong>the</strong> following boater education and outreach proposed actions will<br />

require additional funding and staffing resources. Although resources have currently not<br />

been identified, GFNMS staff will actively work with <strong>the</strong> <strong>Farallones</strong> Marine Sanctuary<br />

Association to seek funding for <strong>the</strong>se activities.<br />

Proposed actions:<br />

STRATEGY EO-1: Develop a Tomales Bay Boater Education and Outreach Program.<br />

GFNMS staff will work with partners to develop <strong>the</strong> Tomales Bay Boater Education and<br />

Outreach Program targeted at <strong>the</strong> local boating community and visiting boaters who use<br />

kayaks, sailboats and motor <strong>vessel</strong>s on <strong>the</strong> <strong>bay</strong>. This program should encompass <strong>the</strong><br />

following core messages:<br />

• Take out your trash when you leave <strong>the</strong> <strong>bay</strong>;<br />

• Dispose <strong>of</strong> human waste properly (including locations <strong>of</strong> all existing disposal<br />

sites);<br />

• Dispose <strong>of</strong> oil, fuel and maintenance products properly (including locations <strong>of</strong> all<br />

disposal sites);<br />
