In addition to addressing priority enforcement actions, GFNMS and <strong>the</strong> partner agencies<br />
identified below will also coordinate <strong>the</strong>ir efforts to ensure <strong>the</strong> following ongoing actions:<br />
1. Enforce boater registration requirements and verify registration <strong>of</strong> existing<br />
<strong>vessel</strong>s;<br />
2. Improve cross-agency cooperation and coordination to maximize use <strong>of</strong><br />
existing enforcement personnel;<br />
3. Seek funding to assist with removal <strong>of</strong> identified <strong>vessel</strong>s and moorings; and<br />
4. Implement public education and outreach strategy regarding derelict and<br />
deserted <strong>vessel</strong>s and moorings.<br />
One potential source <strong>of</strong> funding for <strong>vessel</strong> removal is CDBW’s Abandoned Watercraft<br />
Abatement Fund (AWAF), which provides grants to local public agencies to remove,<br />
store and/or dispose <strong>of</strong> abandoned <strong>vessel</strong>s and o<strong>the</strong>r navigational hazards. The removal<br />
<strong>of</strong> moorings or o<strong>the</strong>r unpermitted development may require a Coastal Development<br />
Permit (CDP) from <strong>the</strong> CCC, or o<strong>the</strong>r CCC action, as appropriate.<br />
Activity VM 3.1 - Implement a process to introduce <strong>the</strong> Tomales Bay Mooring Program<br />
to <strong>the</strong> community.<br />
In order to ensure adequate outreach about <strong>the</strong> TBMP, GFNMS staff, in partnership with<br />
TBIC, will carry out a process to clearly explain <strong>the</strong> TBMP to <strong>the</strong> local community.<br />
Potential outreach could include hosting a public presentation or workshop, developing<br />
educational products, and sending notifications to local newspapers and to <strong>the</strong> radio<br />
station KWMR. The intent <strong>of</strong> this proposed process is to ensure that <strong>the</strong> boating<br />
community receives sufficient notification in order to adjust to <strong>the</strong> requirements <strong>of</strong> <strong>the</strong><br />
TBMP.<br />
If resources are available, GFNMS staff along with partners could develop a TBVMP<br />
website where <strong>the</strong> following materials could be found:<br />
• A Tomales Bay Vessel Mooring Handbook;<br />
• A decision tree that summarizes <strong>the</strong> mooring leasing process;<br />
• An interactive map showing mooring zones, restricted areas, and o<strong>the</strong>r points <strong>of</strong><br />
interest;<br />
• A list <strong>of</strong> Frequently Asked Questions;<br />
• A list <strong>of</strong> mooring tackle specification and inspection and maintenance<br />
requirements;<br />
• A list <strong>of</strong> approved Mooring Contractors; and<br />
• Appropriate forms required for a TBMP mooring lease application.<br />
Potential Partner Agencies: NPS, Marin County Sheriff’s Office, CCC, CDBW<br />
Estimated Cost: Costs are limited to staff time. Funding for a GFNMS Tomales Bay<br />
Project Coordinator is needed to implement this recommendation.<br />
