Pr<strong>of</strong>essional<br />
Recognition <strong>of</strong> Pain Medicine as a Specialty<br />
– <strong>New</strong> Zeal<strong>and</strong><br />
An application for specialty recognition in <strong>New</strong> Zeal<strong>and</strong><br />
was submitted in August <strong>2009</strong>. This is a two stage process<br />
that is anticipated to take approximately 18 months.<br />
The Medical Council <strong>of</strong> <strong>New</strong> Zeal<strong>and</strong> has advised that a<br />
convenor <strong>and</strong> lay person (Pr<strong>of</strong> Peter Ellis, Ms Liz Hird) have<br />
been appointed by their Education Committee to assess the<br />
stage 1 application for recognition <strong>of</strong> the vocational scope<br />
<strong>of</strong> pain medicine. Feedback has been sought from external<br />
stakeholders <strong>and</strong> medical education institutes <strong>and</strong> initial<br />
assessment <strong>of</strong> the stage 1 application has commenced.<br />
A draft <strong>report</strong> on the application will be provided to their<br />
Education Committee on March 15, 2010 <strong>and</strong> the Faculty<br />
will be given an opportunity to comment. The MCNZ<br />
Education Committee will then make a recommendation<br />
about whether the pain medicine application should<br />
proceed to stage 2. This recommendation will be<br />
considered by the MCNZ at its meeting <strong>of</strong> May 26, 2010.<br />
Acute Pain Management: Scientific Evidence<br />
(APM:SE) 3rd Edition<br />
A dedicated editorial team under the leadership <strong>of</strong> A/Pr<strong>of</strong><br />
Pamela Macintyre undertook the development <strong>of</strong> the 3rd<br />
Edition <strong>of</strong> this ANZCA/FPM publication. A draft document<br />
was made available for public consultation for a period <strong>of</strong><br />
one month beginning August 10,<strong>2009</strong>. The third edition<br />
has been endorsed by the NHMRC <strong>and</strong> many national <strong>and</strong><br />
international bodies <strong>and</strong> provides the most up-to-date science<br />
<strong>and</strong> practice on acute pain management. The document has<br />
been made available online <strong>and</strong> hard copies will be circulated<br />
to all ANZCA <strong>and</strong> FPM Fellows <strong>and</strong> Trainees in March 2010.<br />
Policy/Government<br />
<strong>Annual</strong> Reports were provided to the <strong>Australian</strong><br />
Medical Council <strong>and</strong> Medical Training Review Panel<br />
<strong>and</strong> communication continued with the state/territory<br />
Registration Boards.<br />
The Faculty responded to a request by the National Transport<br />
Commission to comment on a review <strong>of</strong> the medical<br />
st<strong>and</strong>ards that apply for driver licensing purposes <strong>and</strong><br />
for m<strong>and</strong>atory health assessments for rail safety workers.<br />
Specifically, advice was sought in relation to the impact<br />
<strong>of</strong> pain medications (in particular opioids) for drivers <strong>of</strong><br />
commercial vehicles <strong>and</strong> for rail safety workers, including<br />
how such impacts might be assessed <strong>and</strong> managed.<br />
The Faculty contributed to a number <strong>of</strong> submissions<br />
including the:<br />
• Medical Board <strong>of</strong> Australia – Consultation paper on<br />
registration st<strong>and</strong>ards <strong>and</strong> related matters<br />
• CPMEC Prevocational Medical Accreditation Framework<br />
• National Health <strong>and</strong> Hospitals Reform Commission<br />
• Maternity Services Review<br />
• National Health Workforce Taskforce – Health Education<br />
<strong>and</strong> Training, Clinical training – governance <strong>and</strong><br />
organisation<br />
• Parenteral Medicines, Fluids <strong>and</strong> Lines: Labelling<br />
Recommendations<br />
• Broadening the scope <strong>of</strong> the Diagnostic Imaging<br />
Accreditation Scheme to include Non-radiology Services.<br />
• Victoria’s Workforce Redesign Toolkit.<br />
Resources portfolio<br />
Finance<br />
The Faculty can <strong>report</strong> a positive outcome against budget<br />
for <strong>2009</strong>, the result <strong>of</strong> record delegate numbers <strong>and</strong> strong<br />
HCI support for Faculty meetings <strong>and</strong> continued careful<br />
budgeting. A budget for 2010 was established to provide<br />
adequate funding to meet the requirements <strong>of</strong> exp<strong>and</strong>ing<br />
Faculty activities.<br />
In closing, I would like to thank all Fellows who contribute,<br />
<strong>and</strong> Helen Morris <strong>and</strong> her administrative staff <strong>of</strong> the Faculty<br />
for their commitment <strong>and</strong> support.<br />
