DEPARTMENT OF SOCIAL SECURITY<br />

This department helps people access their social security<br />

and Medicare benefits. The department also issues<br />

important documents connected to these benefits.<br />

DEPARTMENT OF EMPLOYMENT AND<br />

WORKFORCE<br />

This agency helps f<strong>in</strong>d jobs <strong>for</strong> people and provides<br />

unemployment benefits to those people who have lost<br />

their jobs. They also <strong>of</strong>fer job tra<strong>in</strong><strong>in</strong>g programs.<br />

SC VOCATIONAL REHABILITATION<br />

DEPARTMENT<br />

<strong>South</strong> Carol<strong>in</strong>ians who have a physical or mental<br />

impairment that <strong>in</strong>terferes with their ability to work may be<br />

eligible <strong>for</strong> vocational rehabilitation services. Applicants<br />

must be able to benefit from Vocational Rehabilitation<br />

services that would lead to permanent employment.<br />

DEPARTMENT OF DISABILITIES AND<br />

SPECIAL NEEDS<br />

The SC Department <strong>of</strong> Disabilities and Special Needs,<br />

as def<strong>in</strong>ed <strong>in</strong> the <strong>South</strong> Carol<strong>in</strong>a Code <strong>of</strong> Law, serves<br />

persons with mental retardation, autism, head and sp<strong>in</strong>al<br />

cord <strong>in</strong>jury and conditions related to each <strong>of</strong> these four<br />

disabilities. The agency’s mission is to assist people with<br />

disabilities <strong>in</strong> meet<strong>in</strong>g their needs, pursu<strong>in</strong>g their <strong>in</strong>dividual<br />

possibilities and achiev<strong>in</strong>g their goals, and to m<strong>in</strong>imize the<br />

occurrence and reduce the severity <strong>of</strong> disabilities through<br />

prevention.<br />

BABYNET<br />

BabyNet is <strong>South</strong> Carol<strong>in</strong>a's <strong>in</strong>teragency early <strong>in</strong>tervention<br />

system <strong>for</strong> <strong>in</strong>fants and toddlers under three years <strong>of</strong><br />

age with developmental delays, or who have conditions<br />

associated with developmental delays. BabyNet matches<br />

the special needs <strong>of</strong> <strong>in</strong>fants and toddlers who have<br />

developmental delays with the pr<strong>of</strong>essional resources<br />

available with<strong>in</strong> the community. <strong>Services</strong> are provided <strong>in</strong><br />

everyday rout<strong>in</strong>es, activities and places relevant to the life<br />

<strong>of</strong> the family. BabyNet is funded and regulated through<br />

the Individuals with Disabilities Education Act, and<br />

managed through <strong>South</strong> Carol<strong>in</strong>a First Steps to School<br />

Read<strong>in</strong>ess. Anyone (a parent, doctor, caregiver, teacher<br />

or friend) can make a referral by the number listed below.<br />

HOUSING AUTHORITY<br />

The Hous<strong>in</strong>g Authority’s conventional site-based wait<strong>in</strong>g<br />

list allows applicants to apply <strong>for</strong> specific hous<strong>in</strong>g <strong>in</strong><br />

five categories <strong>of</strong> public hous<strong>in</strong>g. Eligibility <strong>for</strong> each is<br />

determ<strong>in</strong>ed by whether or not the applicant has met<br />

predeterm<strong>in</strong>ed qualifications <strong>in</strong> a particular category.<br />

Section 8 Rental Assistance Programs <strong>of</strong>fer rental<br />

assistance to persons with low-<strong>in</strong>come who wish to live<br />

<strong>in</strong> homes <strong>in</strong> the private rental market, but cannot af<strong>for</strong>d<br />

market rental rates. Section 8 participants pay 30 percent<br />

<strong>of</strong> their adjusted gross <strong>in</strong>come <strong>for</strong> rent and utilities.<br />

The Hous<strong>in</strong>g Authority Assistance Payments Program<br />

subsidizes the balance <strong>of</strong> rent <strong>for</strong> the property owner.<br />
