• In each triad, supporters should present<br />
their case first. Opponents should present<br />
second. Each side will have two<br />
minutes to make its presentation. The<br />
member of Congress can interrupt to ask<br />
questions, and may want to take notes.<br />

section of this guide-“Handling<br />
Controversy” for some good<br />
facilitator pointers to make this<br />
lesson work effectively.<br />
• After both sides present, all members of<br />
Congress should regroup and discuss<br />
the pro and con arguments made before<br />
them and vote with a “majority rules” on<br />
the term-limits amendment.<br />
• Debrief the activity by asking whether<br />
members believe that term limits will<br />
strengthen or weaken the concept of<br />
“consent of the governed.”<br />
