The Marmaray Project

The largest infrastructure project in Turkey contracted
under FIDIC EPC/Turnkey contracts.
The Marmaray Project is a combination of integrated
projects administered under 3 seperate contracts:
BC1 “The
Bosphorus
Crossing Contract”
CR1 “The
Commuter
Rail Infrastructure and
Systems Contract”
CR2 “Rolling Stock Contract”

The Marmaray Project
The Objectives in Contract Formation:
reduction of interface problems among different contracts;
reasonable (and manageable) size contracts (to make them
attractive for international competitive bidding);
avoidance of "gaps“ and “overlaps” in the contract coverage;
clear allocation of responsibility
These Objectives can be best achieved by:
Seeking the largest practical size contracts commensurate
with the nature of the work and the source of funding and its
timing,
Adapting a “Design and Build” approach where the contractor
is responsible for both the design and the construction.

The Marmaray Project
The Objectives of the Project
Provide a direct railway connection between Europe and Asia with bi-
directional and uninterrupted transportation for passengers and freight,
Increase capacity, reliability, accessibility and safety on the commuter
rail services,
Reduce travel time and increase comfort for passengers,
Reduce air pollution and improve the air quality of Istanbul,
Reduce air-borne traffic noise in the city.
While achieving these objectives,
Stay on or below the budget and Stay on or above the income
estimates,
Open for commercial operation as prescribed in the contract
documents,
Complete the Project to the required quality,
Meet all fitness for purpose, performance and minimum criteria as a
described in the contract documents for all Contracts.

The Marmaray Project
The Challenges of the Project
The Deepest Immersed Tunnel in the World (~58 m)
An expected seismic event of up to magnitude 7.5 (particular emphasis
on IMT connections)
Stations and Tunnels to be constructed in an area where the
civilization can be traced more than 8,000 years.
High Capacity Commuter Rail System with 75,000 pessengers per hour
per direction (particular emphasis on safety of people in the tunnels
and deep stations)
One of the Highest Marine Traffic Areas s in the World (Marine Works to
be carried out in deep waters of the Bosphorus Strait through which
approx. 50.000 ships pass every year and across which a vast number
of ferries and passenger boats)
Marine Works to be performed in the stratified currents of the Strait S
(upper current velocity can reach up to 5 knots)
Densely Populated Urban Environment
A Great Number of Stakeholders

The Marmaray Project
