(updated annually) for each competitive category by grade is<br />

prepared by the Manpower Plans and Policy Division (CMC (MPP))<br />

and approved by the Secretary of the Navy at least 30 days prior<br />

to the convening date of a selection board. The plan serves as<br />

a planning tool for the development of each selection board.<br />

The plans contain selection opportunities, zone sizes, numbers<br />

authorized to select, and any skill guidance for each grade and<br />

competitive category. SECNAVINST 1420.1B provides specific<br />

guidance on the requirements associated with promotion plans.<br />

2. Factors. Planning factors that are taken into consideration<br />

in developing the promotion plan are:<br />

(a) The number of requirements needed to meet the projected<br />

vacancies by grade.<br />

(b) The estimated number of officers needed to fill<br />

vacancies during the period in which it is anticipated that the<br />

officers selected for promotion will be promoted and the number<br />

of officers authorized by the Secretary of the Navy to serve in<br />

the grade and competitive category under consideration.<br />

(c) The impact of zone size and promotion opportunity on<br />

time-in-service promotion flow points to the next higher grade.<br />

(d) Critically short MOSs requiring skill guidance in the<br />

precept.<br />

(e) The forecasted attrition data based on an estimated loss<br />

projection by grade, to meet a specified target determined two<br />

fiscal years out.<br />

3. Promotion Opportunity. The promotion opportunity is usually<br />

a percentage based on the In-Zone population. The following<br />

equations are used to determine selection opportunity:<br />
