CHAPTER 1<br />
GENERAL INFORMATION<br />
1000. SCOPE. This Manual is applicable to all <strong>Marine</strong> <strong>Corps</strong><br />
officers, to include: Regular and Reserve, unless otherwise<br />
specified. This Manual is not designed to restate the<br />
information contained in other references, but to provide<br />
amplification or clarification of the <strong>Marine</strong> <strong>Corps</strong>’ promotion<br />
process. Further, except where noted, this Manual is not<br />
directive in nature. Officer promotions are governed by Federal<br />
statute, Department of Defense and Secretary of the Navy<br />
regulations.<br />
1001. AUTHORITY. The authority for convening promotion<br />
selection boards and effecting promotions for commissioned<br />
officers is Title 10, U.S. Code. Additional guidance is<br />
published in Department of Defense Instructions (DODINST),<br />
Chairman of the Joint Chiefs of Staff Instructions (CJCSINST),<br />
Secretary of the Navy Instructions (SECNAVINST), and <strong>Marine</strong><br />
<strong>Corps</strong> Orders (<strong>MCO</strong>).<br />
1002. GRADE. Grade is a step or degree, in a graduated scale<br />
of office or military rank, which is established and designated<br />
as a grade by law or regulation. <strong>Marine</strong> <strong>Corps</strong> officer grades in<br />
order of seniority are:<br />
